during our State of Emergency, ...
Wow, it is so unsafe here! To live! To walk!
I am alarmed at the deaths and news headlines this week are horrendous and violent!
"Pedestrian dead after being run over in Santa Ana" My God
"Suspect arrested in shooting outside Santa Ana store"
"Man dead following Santa Ana stabbing"
"Santa Ana felon and gangbanger charged with abusing a baby."
Never do I see our hefty Santa Ana PD out there on foot regularly patrolling our parks,
Or bike patrol our children's bike paths
personally getting to know our Community
personally being aware of and thwarting these abusers and preventing attacks of violence against us. I do see
they like to watch it on their cameras though. We the Community Members keep us safe!
Next to The Safest City in America
Our Main Street corridor looks like caca, literally,
there is feces everywhere!
No garbage receptacle no restrooms on our busiest traveled artery.
Also now with the new concrete upgrades, the Main street is a hundred times more dangerous zone! - watch out
for more flying cars launching through buildings.
It's also important to recognize the findings released from the urgent audit report from the State of California
regarding the Anaheim Corruption Scandal:
"It Has Not Properly Managed Tourism -Related Contracts and Millions of Dollars in Related Funds"
I commend the brave Community Members who are always standing up and speaking out and the amazing
comments here tonight on behalf of the Collective.
Now here again Council, we have silencing, intimidation, free speech/civil rights violations when the Women
try to speak to you, as a "last resort":
since you kicked us out last time at Delhi Center (5/30/2017),

"At the second Santa Ana meeting in December, Mayor Valerie Amezcua cleared out the city hall chambers in
response to demands for a ceasefire resolution, with police standing in front of the dais.
Since then, city officials have attempted to implement policies restricting photography and video filming during
council sessions, arguing disruptions.
Our own Mayor Amezcua also attempted to bar public comments on a ceasefire resolution leading up to the
December debate."

Never in Irvine would I see people cooking up drugs on their Main Street bus benches in broad daylight. Never
would they allow the buildup of trash and feces around their city bus stops like that.
Our historic Main Street corridor is riddled with unsafe buildings, vacant businesses and filthy conditions.
Otherwise the bus ride itself is wonderful and well appreciated by the people, thank you.
Already the city of Santa Ana is warning us we are to run out of money soon. If we cannot take care of these
issues now when we have the taxed funds, then when?

Subject: Needle Distribution
We should call it what it is ... a Needle Give Away or Needle Distribution Program. The Harm Reduction
Institute (HRI) Application that was submitted on December 20, 2023 states on page 3 of their
application:
4. What is the estimated annual number of participants you will serve? ANSWER: 500
5. What is the estimated annual number of syringes you will provide? ANSWER: 300,000
6. What is the estimated annual number of syringes you will collect? ANSWER: 180,000
HRI is dedicated to collecting as many used syringes as possible, however, because there
are many other places to legally dispose of syringes, HRI cannot assume that it will be
able to collect all of the syringes that it distributes. HRI participants may legally dispose
of syringes at sharps disposal kiosks in the community and at other syringe services
programs. Further, syringes are often confiscated and disposed of by the police. This
number reflects these other avenues for syringe disposal.
To put it another way ... this translates to an average of 600 needles per person per year with over
120,000 needles (40966) potentially being unaccounted for. TOTALLY UNACCEPTABLE. If you remember
when this "Needle Distribution" took place a few years ago, needles were found in library books,
playgrounds and parks. My neighbors and I personally found hundreds of needles during Santiago Park
clean-up days in the children's playground, the bathrooms, by the baseball diamond and other areas
frequented by children.
I was told by City staff that as a resident I should not be collecting needles in the park but should contact
the city. Any delay in collecting needles only increases the probability that a child would find a needle
that could potentially expose them to HIV. This Needle Distribution is not protecting the innocent.
Who is looking out for the innocent people using library books, playgrounds and parks? Not anyone
involved in this Needle Distribution Program, which would be administered by people that don't live in
Santa Ana.

Distribution program existed. I do not expect any improvement given the Harm Reduction Institute
proposal.
