HomeMy WebLinkAboutItem 31 - AA and Purchase Order Contract to Musco Sports Lighting Public Works Agency www.santa-ana.org/public-works Item # 31 City of Santa Ana 20 Civic Center Plaza, Santa Ana, CA 92701 Staff Report February 20, 2024 TOPIC: Lighting Structure System and Control System for Santiago Park AGENDA TITLE Authorize an Appropriation Adjustment and Award a Purchase Order Contract to Musco Sports Lighting, LLC for LED Sports Lighting with Related Supplies and Services in an Amount Not to Exceed $732,955 (Specfication No. 24-020) (Non-General Fund) RECOMMENDED ACTION 1. Authorize a one-time purchase and payment of a Purchase Order to Musco Sports Lighting, LLC for the purchase of LED sports lighting, control and monitoring system, and installation services for the Santiago Sports Complex in an amount not-to- exceed $732,955, including a contingency of $63,736. 2. Authorize an Appropriation Adjustment for $732,955 from District 2 Acquisition and Development Fees Account (Acct. No. 31213002-53300) to District 2 Improvements Other than Buildings Account (Acct. No. 31213260-66220). (Requires five affirmative votes) GOVERNMENT CODE §84308 APPLIES: No DISCUSSION The Public Works Agency’s Parks Maintenance Division is responsible for overseeing and repairing various parks and facilities. In collaboration with Parks and Recreation staff, Public Works Staff evaluated the lighting at Santiago Park and determined that improvements need to be completed to support the various sporting and recreation events hosted at this site. Santiago Park is home to multiple facilities such as a softball diamond, tennis court, and lawn bowling greens, all of which do not have sports court lighting. The limited lighting reduces the play and recreation opportunities for the community. Staff proposes installing new Musco LED light structures with luminaires that are energy efficient and include a 25-year warranty; saving the City maintenance costs for many years, while also providing energy efficient lighting and creating safer playing fields. The new sports lighting will include 10 galvanized steel poles and 46 factory aimed and assembled luminaires for the Santiago Sports Complex. These new light structures will facilitate operations after dusk with area lighting. The addition of new lights will increase the community’s sports and play options with lighted recreational amenities that will activate the park, thus decreasing vandalism and illegal activities. Santa Ana City Ordinance No. NS-3041 authorizes the City to utilize purchase contracts for any public agency utilizing a competitive bid process. Sourcewell, a cooperative government purchasing agency, awarded a contract to Musco Sports Lighting, LLC. (Contract No. 041123-MSL) as a result of open competitive bidding on behalf of its members, which includes government agencies. Staff researched available procurement options and product offerings in the market and determined that Musco Sports Lighting, LLC meets the City’s specifications. By leveraging the procurement power through cooperative purchasing, the City is able to obtain nationally vetted, high quality products at competitive volume pricing, and is in accordance with the City’s existing purchasing guidelines. FISCAL IMPACT Upon approval of the appropriation adjustment funding will be available in the current Fiscal Year 2023-2024 as follows.
