HomeMy WebLinkAboutItem 34 - Blanket Order Contracts to Curley Wholesale Electric and Walters Wholesale Electric Co Public Works Agency www.santa-ana.org/public-works Item # 34 City of Santa Ana 20 Civic Center Plaza, Santa Ana, CA 92701 Staff Report February 20, 2024 TOPIC: Street Lighting Poles and Materials AGENDA TITLE Award Aggregate Blanket Order Contracts to Curley Wholesale Electric and Walters Wholesale Electric Co. for Street Lighting Poles and Materials in an Aggregate Amount Not to Exceed $2,500,000 (Specification No. 23-175) (General Fund and Non-General Fund) RECOMMENDED ACTION Award aggregate Blanket Order Contracts to vendors listed below for street lighting poles and materials on an as-needed basis in an annual not-to-exceed aggregate amount of $500,000, and a total not-to-exceed aggregate amount of $2,500,000, for an initial one-year period beginning February 21, 2024 and expiring February 20, 2025, with provisions for four one-year renewal options. Vendor Location Curley Wholesale Electric Santa Ana, CA Walters Wholesale Electric Co.Brea, CA GOVERNMENT CODE §84308 APPLIES: No DISCUSSION The Public Works Agency’s Traffic Engineering Division oversees and maintains over 14,000 streetlight and traffic signal poles citywide. Often, the streetlight and traffic signal poles are damaged or compromised due to traffic collisions, electrical surges, vandalism, rust, or normal weather damage. Once the pole is compromised, the pole and appurtenances must be replaced immediately to minimize traffic delays and maintain the safety of the public. Generally, obtaining replacement poles requires a seven to ten-month advance order due to limited availability, custom pole types, and supply chain issues. To expedite the streetlight pole replacement, staff recommends the pre-purchasing of poles and associated materials to have them readily available for emergencies and immediate installation. Street Lighting Poles and Materials February 20, 2024 Page 2 4 0 3 5 The Invitation for Bids (IFB) No. 23-175 was advertised on November 20, 2023 on the City’s online bid and management publication system, PlanetBids. A summary of vendor participation and results is as follows: 188 Vendors notified 8 Santa Ana vendors notified 30 Vendors downloaded the bid packet 3 Bids received 1 Bid received from Santa Ana vendors Bids were solicited, opened on December 14, 2023, and evaluated (Exhibit 1). Three bids were submitted by the IFB deadline but not all were determined to be responsible, responsive to the specifications, and meeting the City’s requirements. Purple Energy submitted bid pricing for only two of 26 bid items. Staff recommends awarding contracts to Curley Wholesale Electric and Walters Wholesale Electric Co. to ensure availability of resources. Local Outreach Efforts The Purchasing Division advertised this project on the City’s online bid management and publication system, which directly notified eight Santa Ana vendors, one of which downloaded the IFB and submitted a bid for consideration. Additionally, staff performed supplemental outreach by personally contacting recommended local vendors by telephone and email to notify them of the bidding opportunity, provide registration instructions, and other general information about the bidding process. FISCAL IMPACT Funding is available in the FY 2023-24 budget and funding for subsequent fiscal years will be included in the proposed budgets for City Council consideration.
