Without immediate action to advance formal hearings to consider the Related Bristol project, which offers an unprecedented opportunity, the likes of which has been rarely proposed in our City's 154-year history, the developer may be forced to pause their efforts indefinitely or abandon the Project altogether. If that occurs, the opportunity to create 7,500 new construction and permanent jobs, many of them local hires, and generate $500 million in net surplus revenue to the City in the first 30 years of the Project, could be lost. Also at risk is the project's $535 million community benefits package, including 13 acres of actively programmed open space, a police substation, and $80 million of offsite public infrastructure improvements (that our city does not have sufficient resources to fund) but Related has agreed to provide as part of their Project. The enormity of this opportunity can't be overstated with the total package of proposed community benefits; about three times the required amount for a Project of this size and scale. By all accounts, the developer, Related California, has done everything possible, and more, to move the Project forward expeditiously in advance of major deadlines. We are increasingly concerned that the City's Development Agreement Ad Hoc Committee protocols have proven inefficient, ineffective and are the primary cause behind the project's delays and issues that now threaten the Project's viability, including the expiration of nearly 100 retail leases in 2025 on the existing site. Without clarity, the existing retailers, both large corporate entities and small business owners, are making alternative plans to leave. Their departure would only worsen the City's projected sales tax shortfall by as much as $30 million when Measure X sunsets in the near future. The good news is annual sales tax revenue from Related Bristol and the proposed adjacent redevelopment of South Coast Plaza Village could offset approximately half of this anticipated and serious revenue gap in the years ahead. But it can't happen if Related Bristol does not move forward. And, what happens if the City implements the same ineffective protocols on the Segerstrom's Village Santa Ana project as well as Mater Dei High School's planned $40 million Performing Arts Center? The G7's concern is how many more major investments are we willing to risk losing because the current process to review and negotiate these critical opportunities is not working? The G7, which represents a broad cross section of neighborhoods and interests, wants to see Related Bristol become a reality. Therefore, we urge the City to immediately accelerate the review and consideration of Related Bristol for the greater good of Santa Ana today, and for generations to come. Failure to advance Related Bristol would be a disaster and it will send a chilling message to other developers and investors about Santa Ana's unwillingness to partner on future opportunities in this City. The improvements to our park have dramatically improved our quality of life. Families, children, elderly frequent the park daily and to have a proposed needle exchange program in Santa Ana is very concerning. My husband and I have a one year old who we love to take to the newly renovated park grounds and are really enjoying our new community surroundings. We are adamantly against the needle exchange program coming to Santa Ana and would like to know if there is anything we can do as residents to stop this destructive program from coming to our community. When we moved into Park Santiago, the needle exchange program was in place and we would find needles in our park everyday. It was a disaster and hazardous situation. Please do everything in your power to stop this program from coming here. I don't know why the residents of Santa Ana are continually targeted for these types of programs when we already are home to so many other services for those experiencing homelessness. The City of Santa Ana has done enough for the rest of Orange County and this is just completely unacceptable. Please let us know what we can do to help as well. I am happy to collect signatures, talk to residents and reach out to other elected officials to stop this from coming here. While the City is doing a good job of addressing this in other parts of Santa Ana we do not have a walkable park in our neighborhood. Washington Square is in an Environmental Justice area and needs greenspace. The owner of the only remaining vacant land in our neighborhood approached the City of Santa Ana over two years ago, but discussions have not advanced to the seller's satisfaction. When the Washington Square Board of Directors were made aware of this opportunity, we jumped into action. Over the past year we have gauged the interest of the residents of Washington Square. There is overwhelming enthusiasm from almost everyone we have spoken to. We have circulated petitions, and to date we have 653 signatures representing 394 households in Washington Square. We have spoken at several Parks and Recreation Commission meetings. The Commissioners toured the vacant property last August and all agreed it is a perfect for a walkable park. We have spoken to the Measure-X committee urging them to designate funding for a feasibility study which has been recommended by the City Manager as the next step in making this park a reality. We have spoken at numerous City Council meetings bringing an awareness to our request for a park. This is the only opportunity to put a neighborhood walkable park in Washington Square. The property owner wants to sell it soon to the City or to a developer. It is our only chance, and the time is now. We are requesting your vote for the first step in making this park a reality, please vote to approve a feasibility study. Also reaching out to Cal South verifying was all that had to be done, as I said before I came in with them to open a 7v7 league but we never got the fields with the City and since Cal South requires home fields and were not secure with your fields no one registered. Just like you require us a 30 days notice yall should respect that also.
