HomeMy WebLinkAboutORANGE, COUNTY OF (49)A-1993-080 9 ELi ]/219] 1 FIRST AMENDMENT TO MEMORANDUM OF UNDERSTANDING «l((( Oil 3 BETWEEN THE COUNTY OF ORANGE AND THE CITY OF SANTA ANA REGARDING POLICE PATROL SERVICES IN s CIVIC CENTER. 6 This Amendment to Memorandum of Understanding, dated for ] identification this I st day of Ju7Y 1993, is a entered into between the COUNTY OF ORANGE, a political subdivision 9 of the State of California (hereinafter, "COUNTY"), and the CITY OF a SANTA ANA, a municipal corporation organized under the laws of the State of California (hereinafter, "CITY"). 12 WHEREAS, COUNTY and CITY have heretofore entered into a 13 Memorandum of Understanding, dated October 15, 1992, which provides 14 for police patrol services in the Civic Center area in Santa Ana, 15 California; and IG- WHEREAS, COUNTY and CITY now wash to amend said Memorandum of Understanding as hereinafter set forth; ]a NOW, THEREFORE, IT IS MUTUALLY AGREED BY AND BETWEEN THE i9 PARTIES that the Memorandum of Understanding dated October 15, 20 1992, is hereby amended as follows: 21 1. The area to be patrolled by Santa Ana police officers 22 pursuant to the Memorandum of Understanding is hereby increased to 23 include ( in addition to the Civic Center area) the area bordered by 24 Santa Ana Boulevard on the north, Third Street on the south, Flower 25 Street on the east, and the alley immediately West of the parking 26 structure on the west. k] 2. The number of Santa Ana police officers providing visible 29 patrol on Mondays through Fridays (excluding holidays observed by 1 CITY), as set forth on Page 2 of the Memorandum of Understanding, 2 is hereby increased to eight (8). The additional officer will work 3 the 0630 to 1500 hour shift. 3. As compensation for the provision of police patrol in the 5 area bordered by Santa Ana Boulevard on the north, Third Street on 6 the south, Flower Street on the east, and the alley immediately west of the parking structure, the COUNTY agrees to pay to the 8 CITY, from any funds available to the COUNTY for such purpose other than the Civic Center Parking/Maintenance Fund, and the CITY agrees ,o to accept, the amount of $5833.33 per month. Direct the City Attorney to prepare and authorize the Mayor and the Clerk of the Council to execute an agreement amending the Memorandum of Understanding between the County of Orange and the City of Santa Ana to include an additional police officer and a larger area of responsibility for patrol services in the Civic Center. 2. Approve an appropriation adjustment recognizing revenue of $70,000 from the County of orange by increasing the Expense Reimbursement revenue account (account no. 11-01-5621) and the Police Patrol Salary expenditure account (account no. 11-337-6111) for additional patrol services in the Civic Center area. DISCUSSION Santa Ana Police Officers have provided law enforcement services in the Civic Center since fiscal year 1991-92. The City is reimbursed for the cost of these services through the Civic Center Parking/Maintenance Fund. The County of Orange wishes to amend the current Memorandum of Understanding by increasing the number of officers from seven to eight and extending the service area boundaries (Exhibit 1). The County has agreed to reimburse the City $5,833.33 per month for the additional services from sources other than the Civic Center Parking/Maintenance Fund. The newly created position will be staffed by an officer from existing ranks and the resulting vacancy will be filled by hiring a new police officer.
