HomeMy WebLinkAboutPresentation Item 29 - Annual Action PlanItem # 29 Community Development Agency May 7, 2024 Slide 1 Fiscal Year 2024-25 Annual Action Plan City of Santa Ana Community Development Agency -Housing Division May 7, 2024 Item # 29 Community Development Agency May 7, 2024 Slide 2 Consolidated Plan Overview •Every 5 years, grantee jurisdictions must submit to HUD a Five-Year Consolidated Action Plan (“ConPlan”) which outlines the Grantees planned use of funds for eligible projects and programs. •Grantee jurisdictions must submit an Annual Action Plan each year during the Five-Year Consolidated Action Plan cycle outlining projects and programs cited in the 5-Year Plan. •In May of 2020, the Five-Year Consolidated Plan for the period of July 1, 2020 to June 30, 2025 was submitted to HUD. •The program year for all entitlement programming begins July 1. Item # 29 Community Development Agency May 7, 2024 Slide 6 Outreach and Engagement •As part of the process to develop the Annual Action Plan, the City gathers feedback and input from residents and stakeholders via two (2) public hearings: –Community Development Commission –March 27, 2024 –City Council Meeting –May 7, 2024 In addition, HUD requires that the draft Annual Action Plan be made available for a 30-day public review and comment period (March 15 – April 15). On March 15, 2024, a public notice was published in the Orange County Register, La Opinión in Spanish and Nguoi Viet in Vietnamese Item # 29 Community Development Agency May 7, 2024 Slide 7 2024 CDBG Program Budget The Community Development Block Grant (CDBG) program provides funds to improve low to moderate-income neighborhoods, eliminate blight and create a more stable economic base. These funds may be used for a diverse range of programs, including administration, code enforcement activities, economic development, public services, public facilities improvements , streets, sidewalks and park improvements. General Activity Funding Amount HOME Program Administration $ 160,567 HOME CHDO Set-Aside $ 240,850 Affordable Housing Development and Rehabilitation $1,204,250 Prior Year Resources $8,649,795 Total $10,255,462 Item # 29 Community Development Agency May 7, 2024 Slide 19 The Archways •In May 2022, City Council approved $3,904,341 in funding for the development of the Archways @ 2530 & 2534 Westminster Avenue including: –$2,003,705 in HOME Investment Partnerships Program funds, –$1,514,113 in Inclusionary Housing funds, and –$386,523 in Rental Rehabilitation Program funds •The project includes 84 new affordable units and 1 manager’s unit, with fifty-eight 3- and 4-bedroom units for large families, and twenty-six permanent supportive housing units for persons experiencing homelessness. Item # 29 Community Development Agency May 7, 2024 Slide 20 Crossroads at Washington •In June 2022, City Council approved $4,644,909 in funding for the development of the Crossroads at Washington @ 1126, 1136 & 1146 E. Washington Ave. including: –$3,007,489 in HOME Investment Partnerships Program funds, –$1,637,420 in Neighborhood Stabilization Program (“NSP”) funds •The project includes 85 new affordable units and 1 manager’s unit, with forty-two 2-, 3-and 4-bedroom units for large families, and forty-three permanent supportive housing units for persons experiencing homelessness. Item # 29 Community Development Agency May 7, 2024 Slide 21 RFP for Affordable Homeownership Opportunities On October 20, 2023, the City issued an RFP seeking proposals from qualified firms (Developers/Proposers) for the development of affordable homeownership opportunities in the City. Proposed developments may be for: •acquisition and/or rehabilitation of eligible properties for ownership housing units; •acquisition and conversion of non-residential property to ownership housing units; •and/or new construction of housing units for ownership housing. The available funds for this RFP includes: HOME Investment Partnerships Program (HOME): $8,360,632 Item # 29 Community Development Agency May 7, 2024 Slide 22 2024 ESG Program Budget The Emergency Solutions Grants (ESG) Program provides funds to assist sheltered and unsheltered homeless individuals, as well as those at risk of homelessness, to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness. Program The Homeless Evaluation Assessment Response Team (H.E.A.R.T.) Program focuses exclusively on homeless, individuals and families, and addresses the problem in its entirety by addressing immediate and long-term needs.
