Background
•Santa Ana provides water service to more than
45,000 customers, both residential and
commercial
•Moratoriums during the COVID-19 Pandemic
stopped water shutoffs. The City has not
shutoff any water service since then.
•Santa Ana Municipal Code currently permits
water shutoffs after a bill has been delinquent
for 30+ days (not compliant with State law)

Public Assistance
•Santa Ana participated in several programs to
provide financial assistance to water customers
following the pandemic:
–California Extended Water & Wastewater
Arrearage Payment Program: $2,973,393 credited
to approximately 3,000 customer accounts
–California Low Income Water Assistance Program:
$507,00 provided to approximately 400 households
–CARES Act: 1,857 grants issued to qualifying
households totaling $928,000

Key Changes to Comply with Law
•Water shutoffs may not occur until bill has
been delinquent for 60+ days
•City posts written policy regarding shutoffs
on the website
•Mailed notices to delinquent accounts
advising them of rights and responsibilities,
especially households facing hardship
