AGENDA TITLE
Blanket Order Contract to Saitech, Inc. for Mobile Computer Notebooks (Bid No. 24-
058) (General Fund and Non -General Fund)
RECOMMENDED ACTION
Authorize a blanket order contract to Saitech, Inc. for Mobile Computer Notebooks for a
one-year term beginning June 4, 2024 and expiring June 30, 2025, in an amount not to
exceed $920,075, including a $83,643 contingency amount.

DISCUSSION
The Santa Ana Police Department relies heavily on computer equipment in the field.
Mobile computers enable officers to efficiently respond to calls for service from the
community; enhance public and officer safety and communication; and promote
transparency and accountability. However, the Police Department's fleet of mobile
computers has reached the end of its useful life. The current equipment was installed
over seven years ago. The computers are experiencing an ever-increasing number of
component failures. Further, their older technology is impeding their performance, which
negatively affects the efficiency of Police personnel.
To address this need, the Police Department evaluated the various rugged mobile
computer devices available in the market as well as other potential solutions including
smart phones. The Department considered the form, usability, and capability of the
numerous computer options as well as the cost and level of effort required to implement
each solution. Upon completing its assessment, the Department elected to continue
using the Getac V110 convertible tablet as its core mobile computing device. The units
purchased in 2016 were the third generation of these devices. The newly selected
computers are the seventh generation of these devices. By continuing to use the same
model computer, the existing in -vehicle docks and accessories can be reused thereby
reducing cost. The selected equipment is readily available through numerous
distributors. Therefore, the City released an Invitation for Bids to procure the
replacement computers.

The Invitation for Bids (IFB) No. 24-058 was advertised on April 16, 2024 on the City's
online bid management and publication system. A summary of IFB vendor participation
and results is as follows:

0 Bids received from Santa Ana vendors
Bids were solicited, opened on May 2, 2024, and evaluated (Exhibit 1). Nine bids were
submitted by the IFB deadline, and seven were determined to be responsible,
responsive to the specifications, and met the City's requirements. The bids submitted by
IT Vision Networks, Inc. and Ramco America, Inc. were deemed non -responsive and
did not meet the requirements of the IFB. The bid submitted by Saitech, Inc. of Fremont,
CA was determined to be the lowest, responsible bid, was responsive to the
specifications for the computers for which they submitted a bid, and met the City's
requirements.
FISCAL IMPACT
Funding is available in the FY 2023-24 budget and funding for subsequent fiscal years
will be included in the proposed budgets for City Council consideration as follows:
