AGENDA TITLE
Purchase Order to EyeP Solutions, Inc. for a Mapping License Subscription and Two
Portable Cameras (Spec No. 24-077) (General Fund)
RECOMMENDED ACTION
Authorize a one-time purchase and payment of purchase order to EyeP Solutions, Inc.
for a one-year mapping license subscription and two portable cameras in an amount not
to exceed $66,107.

DISCUSSION
The Public Works Agency's Traffic Engineering Division is responsible for the
management of the citywide permit parking program. On September 6, 2022, the City
Council awarded a contract to Dixon Resources Unlimited for consulting services for the
Citywide Parking Study (Exhibit 1). These services have aided the City in identifying
feasible solutions for the City's current parking concerns such as potential permit
parking programs to meet modifications increasing parking demands of the city.
On August 1, 2023, the City Council adopted a resolution for the use of Automated
License Plate Reader (ALPR) technology in an effort to conduct a comprehensive
evaluation of the Permit Parking Program (Exhibit 2). The purpose is to update the
program guidelines and requirements that were initially established in the early 1990s.
As a part of the ongoing Permit Parking Program evaluation, parking studies must be
conducted to evaluate and inventory public street parking spaces and street density.
Staff has identified the need for purchasing two magnetic -removable car mounted
cameras to efficiently capture street density. In an effort to eliminate user and
technological errors, staff recommends purchasing magnetic -removable car mounted
cameras to increase the efficiency and safety of the parking study. The system provided
by EyeP Solutions conforms to the ALPR resolution adopted by the City Council.
Santa Ana Ordinance No. NS-3041 authorizes the City to make non -bid purchases of
services, supplies, materials, and equipment whenever it shall appear that there is only

one reasonably available source. The mapping license subscription and magnet
mounted portable cameras are proprietary, sole source, and sold exclusively from EyeP
Solutions, Inc. Staff recommends authorizing the purchase order to EyeP Solutions, Inc.
(Exhibit 3) for two magnetic removable car mounted cameras and associated mapping
software subscriptions.
FISCAL IMPACT
Funding is available in the current FY 2023-24 budget and funding for subsequent fiscal
years will be included in the proposed budget for City Council consideration.

TOPIC: Citywide Parking Study — Consulting Services
AGENDA TITLE
Approve an Agreement with Dixon Resources Unlimited, for Consulting Services for a
Citywide Parking Study in an amount not to Exceed $500,000 for up to a Two -Year Term
(General Fund)
RECOMMENDED ACTION
Authorize the City Manager to execute an agreement with Dixon Resources Unlimited,
for Consulting Services for a Citywide Parking Study in an amount not to exceed $500,000
for a two-year period beginning September 6, 2022 and expiring on September 5, 2024,
with a provision for one one-year extension, for a total aggregate amount not to exceed
$500,000, subject to non -substantive changes approved by the City Manager and City
Attorney.
DISCUSSION
On April 27, 2022, the Public Works Agency issued a Request for Proposal (RFP) for
firms to provide Consulting Services for a Citywide Parking Study (Exhibit 1). The selected
consultant will supplement City staff by providing professional services that identify
feasible solutions/recommendations to the City's current parking concerns. The
solutions/recommendations, which will establish a potential new permit parking program,
will need to be comprehensive and address all aspects of the parking demands in the
City.
The RFP was advertised on the City's online bid management and publication system,
with bids due on June 1, 2022. Two consultants downloaded the project documents. Two
proposals were received and evaluated by a selection committee based on criteria as
outlined in the RFP. Interviews of the two consultants were conducted on June 28, 2022.

In accordance with the RFP, staff recommends awarding a contract to
Unlimited (Exhibit 2). Consultant demonstrated a high technical
experience performing similar services. The proposals contained a
achieving City goals and objectives as required by the RFP.

The total amount of the agreement is not to exceed $500,000. $500,000 in General Funds
are budgeted and available in the FY 22/23 Council Approved City Budget. Project No.
23-6026 has been assigned to track all expenditures to deliver the parking study. Any
unspent funds will be carried forward from FY 22/23 to FY 23/24 to complete the study.

RECOMMENDED ACTION
Adopt a Resolution for the Automated License Plate Reader Policy.
DISCUSSION
The Public Works Agency staff is conducting a comprehensive evaluation of the Permit
Parking Program to update the program guidelines and requirements which were
established in the early 1990s. As part of the ongoing Permit Parking Program
evaluation, parking studies must be conducted to evaluate and inventory public street
parking spaces and street density. Traditionally, these studies are conducted manually
and are labor and time intensive.
In an effort to collect the public street parking spaces data, along with street density, in
a highly efficient and expeditious manner, the Public Works Traffic Engineering section
is recommending the use of Automated License Plate Reader (ALPR) Technology.
ALPR technology functions by automatically capturing an image of a vehicle's license
plate, transforming that image into alphanumeric characters using optical character
recognition software, and storing that information. There is no personally identifiable
information (PI I) captured by the ALPR. The ALPR data does not include the name or
address of the registered owner or any other information gleaned from the license plate
number associated with a particular vehicle.
The ALPR is a smart phone application that does not require special equipment. The
sole purpose of the data collection is to assess the curbside vacancy rate i.e., street
density. The development and purpose of the ALPR is to define the appropriate use,
collection, security, and retention of ALPR data (Exhibit 1).
Additionally, the recommended action adopts a resolution (Exhibit 2) of the City
Council's intent to conduct a comprehensive evaluation of the Permit Parking program
by utilizing ALPR Technology.
