GOVERNMENT CODE §84308 APPLIES: No DISCUSSION The Santa Ana Police Athletic and Activity League (SAPAAL) is a comprehensive community engagement program that facilitates community trust building between the youth of Santa Ana and Santa Ana Police Department personnel through education, fitness, activities, and athletics. The COVID-19 pandemic caused an unprecedented crisis, impacting the lives of millions of people worldwide and locally in Santa Ana. Research has shown the adverse effects of the social isolation period and home confinement. Social isolation creates various effects in different domains such as physical activity, weight gain, psychological states, mood disturbances, anxiety, depression, and irritability. In this particular juncture marked by the COVID-19 pandemic, SAPAAL continues its work by building trust between the community and the Santa Ana Police Department. The Santa Ana Police Department proposes spending $123,404 of American Rescue Plan Act (also referred to as "ARPA" or "Revive Santa Ana") funds to implement and expand youth programs as part of SAPAAL. The proposed furniture purchase will provide workspace for students at multiple SAPAAL locations, including Central SAPAAL and the future Santa Anita SAPAAL and Cypress SAPAAL. Through education and physical activities, the program participants' well-being and mental attitude will benefit from the additional resources available to them after school. Classroom Furniture for Police Athletic Activity League June 4, 2024 Page 2 The Invitation for Bids (IFB) No. 24-042A was advertised on March 26, 2024, on the City's online bid management and publication system. A summary of vendor participation and results is as follows: 133 Vendors notified 3 Santa Ana vendors notified 36 Vendors downloaded the bid packet 7 Bids received 0 Bids received from Santa Ana vendors Bids were solicited, opened on April 25, 2024, and evaluated (Exhibit 1). Seven bids were submitted by the IFB deadline and three were determined to be responsive to the specifications and met the City's requirements. The bids submitted by Bask, Complete Office, LLC., Global Builders, Inc., and Pivot Interiors, Inc. were deemed non- responsive due to not meeting the specifications and requirements of the IFB. The bid submitted by National Business Furniture, LLC of Milwaukee, WI was determined to be the lowest, responsible bid, responsive to the specifications for the furniture for which they submitted a bid, and met the City's requirements.
