Honorable Mayor and Councilmembers: I am proud to be associated with Santa Ana - although at time of writing I don't reside in this beautiful city. When I had the opportunity to choose a new residence: I looked first in the City of S.A. itself because since my arrival in California this city has been so dear and special to me and its also where I have my roots in SoCal. I ❤? Santa Ana more than any other place ? In the early spring of this year: I submitted paperwork from my preferred property in a nice area of SA near North Tustin to SAHA for approval but before this could even be read by SAHA - let alone processed - by them: some other applicant already signed a contract for the apartment I had selected and the unit was taken off of the market. About a month later, the same property notified me there was another vacancy and invited me to take a tour. We attempted to once again submit the RTA, but before it could be processed another random party off of the street once again took that unit and the RTA became moot. I could not find any other place in SA that suited my needs and preferences so I reluctantly started looking elsewhere. For reasons I am not going to get into here: I would have preferred to be in Santa Ana or someplace outside of OCHA jurisdiction because I would have felt safer than in South County. Not because SA or any other city in Central or North OC is statistically safer than South County - I know that it is not - but because there is an individual in South County who has harmed me by publicizing my address online and encouraging others to inflict grave harm on me and I am probably safer not in South County. When I reluctantly gave up my search in SA: I turned back to the area of South County and after many hurdles and obstacles I settled on a South County property. It was then I began running into the very issues I feared the most: the County Housing Authority is actively subverting my attempts at moving into my residence of choice by failing to complete time-sensitive paperwork. I believe this failure on the part of OCHA to process my paperwork is to punish me for my previous public criticism of the Housing Authority of the County of Orange and due to my giving interviews to journalists in which some very troublesome truths were exposed regarding a certain individual affiliated with the Orange County Housing Authority. AT TIME OF WRITING: I AM AT IMMINENT RISK OF HOMELESSNESS BECAUSE THE OC HOUSING AUTHORITY IS DERAILING MY ATTEMPTS TO MOVE TO SOUTH COUNTY. MY HARD-WORKING SAHA CASE MANAGER KEEPS SUBMITTING PAPERWORK TO OCHA AND OCHA DOES NOTHING. I BELIEVE THIS IS BEING DONE OUT OF SPITE AND IS COMPLETELY UNACCEPTABLE 1 The County's Office of Care Coordination / Dept of Continuum of Care meets next Wednesday and public comments regarding the delay can be submitted to carecoordination@ocgov.com Per their policy; comments should be submitted 24 hours in advance, so prior to noon on Tuesday. I would appreciate if any public comments regarding the purposeful delays by OC Housing Authority could be directed by interested parties to the above email address because this is something that affects all Housing Voucher recipients when they experience issues porting their voucher, whether the delay is intentional or not. The myth of the white majority needs to end. AGAIN if Black people were a minority, there wouldn't have been so many laws to restrict their economic and social mobility. Why do you think in the 3/5 Compromise was made law by the Federal Government? America imported the bulk of its white population because America, like every nation in this hemisphere, by the 18th Century was populated with people who were predominately of West 1 African descent due to Slavery. There was a population turnover due to the greed of Western European imperialist and their Native co-conspirators. Native Americans throughout the Americas and Caribbean played a significant role in the West African Slave Trade. For example, the Five Civilized Nations (Creek, Choctaw, Cherokee, Seminole, and Chickasaws) didn't free their slaves with the passage of the 13th Amendment. I believe this to be a huge mistake and massive financial blunder. Currently Riverview Golf Course is tremendous asset to the city bringing in people from all the local cities. It probably does not earn or add much to city revenue, but it is a well-maintained facility attracting both young and old to its renowned training programs. In addition to adding beauty and serenity, the course does not cost the city precious revenue. There is currently a small well-equipped park adjacent to the south east side of the course. I have been actively playing at this course for over fifteen years and venture to say this facility is one of the most underused facilities I have ever seen. How much more use would a park in the same location over 5 times larger get? Now to the sheer economic impact! Currently the city does not have a financial burden. The proposed park would probably require a minimum of twenty-five to thirty full time employees earning at least $50,000 per year plus benefits of an additional $40,000 per employee, so now Santa Ana would have to budget and $2 to $3 Million just for wages, another $500,000 for annual maintenance and another $120,000 for utilities. Minimum annual outgo at $3.5 Million per year and this does not include the capital improvements required to prior to the conversion which I estimate to be close to another $20 Million. Where is the city going to get this money when the budget is already stretched to the limit? This proposal does not make economic sense. Hope you spend some time and really compare costs and rewards. To whom it may concern, Riverview is a wonderful place, one of the flew public golf courses still around that are challenging to golfers of any skill level. What make this place unique is the way it interacts with nature in a way for all kinds of ducks, birds, bees and butterflies. There is several large animals that call Riverview there home. It would sad to destroy a great golf course to please special interest groups. If given the opportunity i encourage everyone to save this place and to continue to keep it as a public golf course. I think Riverview is a hidden gem amongst all the corporate owned golf course of Orange County . The course is as well kept as any other of the higher priced courses in OC . If there was anything good to come out of Covid , it was my introduction to RVGC . I took lessons there during Covid and shortly after joined the Senior Men’s Club who continue to meet every Tuesday . What is most exciting to see there is the many youth programs that go on there with excellent teachers to guide our future golfers . I would hate to see anything happen to disrupt these kids golfing future and yes, they could go elsewhere. But with the amount of kids I see and the golf instructors abundant, either it’s a very affordable place to go or just the enjoyment of learning alone that bring the kids here . To lose all of that to unfortunately a vast park of potential homeless camps , I hope the powers involved make the right choice and keep this great golf course alive and the kids golfing futures intact . The growth of our youth is more than evident every day as the use of the course's putting, driving range and course itself lends to the advancement and growth of our youth as they learn the fine challenge that is Golf. Various Lessons are given at the driving range and chipping areas by various Professional Teachers every day, I have seen and experienced it. As mentioned earlier this is not a run down, trashy course in the middle of nowhere. It is well maintained, a tough as well as a challenge to all levels of players, it is picturesque, Mother Nature Friendly and located in a venue easily accessible. 1 Do not turn this Course into a little used Money Pit Park that would attract the homeless or even worst a sanctuary for drug use and sales. There are plenty of parks in the city of Santa Ana, and golf courses are slowly closing, making it harder to get a tee time to play a round of golf with friends. I belong to the Senior Golf Club that plays at Riverview Golf Course and we play at least once a week there. When I am at the golf course, especially during the summer months I see many young children practicing and learning the game of golf, and see how much they are enjoying themselves. I would surely miss playing at this course if it were to shut down. I mean by not renewing the land lease to River View Golf Course management. My wife and I purchased our first home in January of 1989 in the Park Santiago neighborhood. If you would have told me then that we would be Santa Ana residents for 35 years, I would have told you that you were crazy. We love Santa Ana! With that said, I’ve been playing golf at River View all these years. We also have great little league memories with our kids playing tournaments at Riverview Park. My wife and I also enjoy riding our tandem bicycle along the Santa Ana River bicycle path. Couldn’t the city budget the money to build more park throughout the river bed? The Army Corps of Engineers did an amazing job at the River View Golf Course to help divert and control the rain water through the golf course. I’m confident they could do the same to make hiking trails, small ponds, picnic areas and playgrounds throughout the river bed. I’m sure the coyotes, bobcats and birds will appreciate it too. Let’s show the state of California, LA County and even the Great Park what’s possible in beautifying urban areas. There is a large homeless population that cruise the riverbeds from the trail on top and also the tunnel accesses under the overpassess. We have had numerous run-ins with this 1 population. And although everyone deserves shelter, setting up camp in these areas is unsanitary and a health risks to all. 2. Drug activity. We have witnessed numerous criminal activities on the riverbed and have called the police. If the Golf course becomes a public park, you will get more homeless and drug traffic ever!!!!! Please, do not take an established, well-run, family orientated golf course from us and those who also live around the golf course. I am certain they do not want to deal with more the the criminal activity that a park would surely bring. Also, there are so many other available spots for the city to consider to rehab and create parks for the public. I would like to address the plan to turn it into a city park. The idea sounds good but this isn’t the best location for a park. Currently there are two parks one on either side of the riverbed that’s easy access to both neighborhoods. They are also fenced off from riverbed that can be dangerous during the winter. Currently this parcel is paroled by golfers daily that keeps homeless and drug use out of the area. During the winter the dry riverbed turns into a rushing river that destroys the fairways on its banks. The course maintenance does a fantastic job each year to repair it and maintain it. It’s a major undertaking and they are always working on it. I also don’t understand why the city would want the liability for the safety of the people during this time. I invite you to come out have lunch at the snack bar, which is great, and see for yourself people from 5 years to 80 + years enjoying this gem in your city. In October of 2015 the city council unanimously voted not to extend a moratorium placed on STR’s. At that time they were publicly legal and the council asked for there to be a study session to determine what reasonable and fair regulations would look like. In September of 2022 a city wide ban was on the planning and building agenda, but was moved off of the agenda from the staff. Then in December of 2023 there was a study session presented to the planning/building commission. During that session, the public could not comment, we should have a chance to have a study session and discuss this issue as we are the experts who have been running these small businesses for over 10 years! Zoning codes haven’t been updated since the 1960’s according to the city staff. At the study session, the commissioners were supportive of a tax and regulated program. Alan Woo even asked the staff to meet with us to discuss what a program might look like. The ordinance should have been passed through the planning commission before being presented to you the council! On April 2nd there was no evidence given by the staff that STR’s are not wanted in the city. There needs to be a fair and proper study on this issue! The staff said they would target homes where there are noise complaints, LLC’s and absentee owners. My 1 home is none of these and I have received a citation in June along with a renewal for my business license that I have had for the past 6.5 years that I have been operating my short term rental. It is extremely stressful and frustrating! We need your help PLEASE! Other cities have permit programs for short term rentals, it is not a difficult concept and would only benefit the city! TOT and sales taxes would bring millions in revenue to the city. By implementing a program for those of us who have existing businesses you will avoid future lawsuits. This is an issue that is not going away, this is the way that people travel. It is much easier to “weed” out the party houses if there is a permit program. I could go on. I have been working in this industry for almost 10 years and have especially worked hard in the past two years to understand how other cities have dealt with this issue. Again, please rescind the short term rental ordinance and ask the staff to work with owners like me to create a program that would benefit the city!!
