AN ORDINANCE OF TEE CITY OF SANTA ANA, CALIFORNIA, FIXING THE
ANOUNT OF MONEY ASCERTAINED TO CARRY ON THE VARIOUS DEPARTMENTS
OF THE CITY OF SANTA ANA, TO PAY THE BONDED INDEBTEDNESS FAL-
LING DUE FOR THE CURRENT YEAR 1952-1953, FIXING THE RATE OF
TAXATION FOR THE CURRENT YEAR 1952-1953, AND DESIGNATING THE
ND-MBER OF CENTS ON EAOH $100.00 FOR THE VARIGUS FUNDS OF SAID
CITY, ON THE WHOLE OF THE TAXABLE PROPERTY OF SAID CITY AS SET
BY THE COUNTY ASSESSOR OF THE COUNTY OF ORANGE, STATE OF CAL-
IFORaNIA AND EQUALIZED BY THE BOARD OF SUPERVISORS OF SAID
COUNTY, AND HERw~Y LEVIED ON THE WHOLE OF THE TAXABLE PROPERTY
OF SAID CITY
WM~REAS, the City of Santa Ann, California, did on the 28th
day ef December, 1914 by Ordinance, eleQt and determine to avail
itself of the provisions of the Act of the 27th day of March, 1895,
and subsequent amendments thereto, relative to the assessment and
collection of taxes for the Municipal CorporatiQn of the City of Santa
Ann and did, in accordance therewith, on or about said date, file with
the Auditor of Orange County, California, a verified copy of said
Ordinance pertaining thereto as provided by law; and
WHEREAS, the Auditor of the County of Orange, on the 5th
day of August, 1952, filed his statement in writing with the Council
of the City of Santa dna, showimg the total value of all property
within the corporate limits for the fiscal year 1952-1953 as equalized
and collected by the Board of Supervisors of Orange County, and fixed
the sum as shown by the assessment rolls for said year at $60,342,240.00
exclusive of operative property, and showing the total value of all
property belonging to public utilities and used as operative property
of such public utilities within the corporate limits of said City for
said fiscal year as tentatively determined and equalized by the Board
of EQualization of the State of California, amounting to the sum of
$4,727,210.00, which said amounts make a total assessed valuation for
tax purposes within the City of Santa dna of the s~ of $65,069,450.00;
NOW, THEREFORE, THE COUNCIL OF THE CITY OF SANTA ANA DOES
ORDAIN AS FOLLOWS:
SECTION 1. That the total valuation of the taxable property
of the City of Santa ~na of $65,069,450.00 shall be used am a basis
for the levy of the taxes of the City of Santa Ama, at the same time
and i~ the same manner in which County levies are made and collected.
SECTION 2. That the City Council by a unanimous vote does
hereby elect to levy a total tax for the fiscal year beginning July l,
1952 and ending June 30, 1953 for all purposes other than for the pay-
ment of validly contracted Bonded Indebtedness and the interest there-
on, Library, State Retirement and Recreation, in excess of $1.00 but
not in excess of $1.25 on each $100.00 of assessed value of all real
and personal property within the said City of Santa Aha, as set forth
in this Ordinance.
SECTION 3. That the rate of taxation for Nunicipal purposes
to carry on the various Departments and to pay the bonded indebtedness
and interest of the City for the current fiscal year 1952-1953 is
hereby fixed at~l.7800 on the taxable property of said City, and
that said amount of $1,138,Tl$~gin the aggregate and the rate of
~1.78oo on each $100.00 of the ta~able property of said City,
iS hereby levied upon all the taxable property of said City as ascer-
tained by the County Assessor and equalized by the Board of Supervisors
of Orange County, CaLifornia and as tentatively ascertained and equal-
ized by the Board of Equalization of the State of California, as afore-
said except as hereinafter otherwise provided and which said rate so
fixed shall be apportioned among special funds to pay the current ex-
penses, bonded indebtedness and interest and other indebtedness of
said City, falling due for the current fiscal year 1952-1953 and other
several sUms to be raised as fixed and provided by law, as follows,
to-wit:
For the General Fund $.8320 on each $100.00 of the
taxable property of said City;
For the Street Operating FundS-2024 on each $100.00
of the taxable property of said City;
For Joint Outfall Sewer Maintenance Fund, $.0782 on
each $100.00 of the taxable property of said City;

For the Library Fund $.1776 on each $100.00 of the taxable
property of said City;
For the State Retirement Fund $.21~4 on each $100.00 of the
taxable property of said City;
For the Recreation Fund $.1000 on each $100.00 of the tax-
able property of said City;
That the bonded indebtedness and intsrest of the City for
the Santa~na Municipal Improvement Bond Fund authorized by the
voters by their ballots cast in the Special Municipal Bond Election
held April 9, 19~6 may be paid for the current fiscal year, the rate
of $.1250 on each $100.00 of the taxable property in said City is
hereby fixed but that said rate shall not apply to any portion of
that property in "Southeast Santa Aha. ad, ed to said City by annex-
ation, which said annexation was certified by the Secretary of State
on A~gust 22, 19~6, nor to any portion of that property in Southeast
Santa Aha designated as "that portion of Orange County Waterworks
District No. 6 lying and being outside of the City of Santa Aha,
California" and added to said City by annexation which said annexa-
tionwas certified by the Secretary of State on December 18, 195S,
nor to any portion of that property lying South of East First Street
and designated as "The Prentice Park Territory" added to the City by
annexation which said annexation was certified by the Secretary of
State on October ll, 19~9, nor to any portion of that property desig-
nated "Northwest Corner of Bristol and Edinger Street" added to the
City by annexation which said annexation was certified by the Secre-
tary of State on May 23, 1951, nor to any portion of that property
designated, "North of Edinger and West of Bristol Streets" added to
the City by annexation which said annexation was certified by the
Set.rotary of State on June 6, 1951, nor to any portion of that prop-
erty designated "Townsend Annexation" added to the City by annexa-
tion which said annexation was certified by the Sesretary of State
on May 26, 1952.
That the bonded indebtedness and interest of the City for the

Fire Department Bond Fund authorized by the voters by their ballots
cass in the Special Municipal Bond Election held June 6, 1950 may be
paid for the current year, the rate of $.0~7~ on each $100.00 of the
taxable property of said City is hereby fixed, but that said rate
shall not apply to any portion of that property designated "Northwest
Corner of Bristol and Edinger Street" added to the City by annexation
which said annexation was certified by the Secretary of State on May
23, 1951, nor to any portion of that property designated "North of
Edinger and West of Bristol Streets" added to the City by annexation
which said annexation was certified by the Secretary of State on
June 6, 1951,~ nor to any portion of that property designated "Townsend
Annexation, added to the City by a~nexation which said annexation was
certified by the Secretary of State on May 26, 1952.
SECTION ~. This Ordinance is urgently required for the imme-
diate preservation of public health, peace and safety. The following
is a specific statement showing the urgency of this Ordinance:
That the revenue to be derived from the taxes to be levied and
collected in accordance with the terms hereof is necessary for the
preservation of public health, peace and safety; and in order for this
Ordinance to be in effect in time required for this year's tax levy,
an Ordinance is now immediately required; therefore, the City Council
declares that this Ordinance shall take effect as, and is adopted
as, an emergency measure and be in force from and after its adoption.
It is provided, however, that in the event the provisions declaring
this emergency shall be held to b'e invalid for any reason whatsoever,
then and in that event this Ordinance shall never-the-less take ef-
fect thirty (30) days after the adoption thereof as hereinafter set
out and thereafter shall be in full force and effect.
SECTION 5. The City Clerk is hereby instructed to immediately
submit a certified copy of this Ordinance to the County Auditor of
Orange County, California.
SECTION 6. The City Clerk shall certify to the passage and
adoption of this Ordinance by a vote of five members of the City
Council of the City of Santa Ann and shall cause the same to be
published three times in the Santa Ann Register, a newspaper printed,
published and circulated in the City of Santa Ann and hereby desig-
nated for that purpose.
PASSED AND ADOPTED by the City Council of the City of Santa
Ann as an emergency Ordinance at its adjourned regular meeting held
on the llth day of August, 1952.
