MUNIOIPAL CODE BY REPEALING PART 3, PART 6, AND
PART ? OF CHAPTER 3 AND CHAPTER 5 OF ARTICLE II
THEREOF, BY A~BIGNING TO SAID CHAPTER 5 A NEW TITLE
OF #BOARDS AND COMMISSIONS' AND BY ADOPTING PART 1
OF SAID CHAPTER 5 CREATING A PLANNING COMMISSION
AND ESTABLISHING FUNCTIONS AND DUTIES T~EREOF.
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN A~
FOLLOWS:
SECTION1. That the Santa An, Municipal Code be and it is
hereby amended by repealing Part 3, Part 6, ~nd Part 7 of Chapter 3
and Chapter 5 of Article II thereof.
SECTION 2. That the Santa An, Municipal 0ode be and it is
hereby amended by providing a new title of 'Boards and COmmiSsions#
for Chapter 5 of Article II thereof and by adopting and adding
Part i of said Chapter 5 to said Code in words and figures as follows:
'CHAPTER 5. BOARDS AND COMMISSIONS
"PART 1. PLANNING COMMISSION.
'Section 2510. Establishment.
'There is hereby created and established a Planning 0om-
mission for the City of Santa An, pursuant to ~ud in accordance
with the provisions of Article IX of the Santa An, City Charter.
#Section 2511. Meetings.
'The Planning 0ommission shall hold at least ~wo regular
meetings each month in the City Hall of the City of Santa An,, at
dates and times specifically set out and established in the rules
of the Commission.
'Section 2512. 0ommittees.
'The Chairman of the Planning Commission shall appoint as
needed such temporary or standing committees for the study, in-
vestigation and report of particular matters as may be helpful in
carrying out the responsibilities of the Commission.
'Section 2513. Review of Budget.
"The Planning Commission shall review that portion of the
budget pertaining to ~he euppor~ of ~he Planning Commission and
the Planning Department as prepared by the City Manager, and shall
after review prepare a written report indicating agreement or
recommendations for changes therein. This report shall be returned
to the City Manager prior to the 20th day of April and shall be
included by him as a notation in his budget proposal to the City
Council.
"Section 2514. Duty of Planning Director.
'It shall be the duty of the Planning Director as chief
administrative officer of the Planning Department of the City to
make or cause to be made such investigations, studies, drawin~
maps and reports and recommendations as requested by the Planning
Commission in the furtherance of their transactions. In addition,
the Planning Director shall report to the Planning Commission all
information and data available to him which can be of assistsnce
to the deliberations of the Commission and shall advise and re-
commend to the Commission on al~eohnical matters relating to
City Planning.
"Section 2515.1. Duty of City Administrative 0fficisls.
'It shall be the duty of all officials of the City of
Santa Aha to furnish to the Planning Commission within a reason-
able length of time any information available to such officials
as may be requested by the Commission and required by it for the
effective carrying out of its responsibilities.
"Section 2515. Submission of Capital Improvement Plans.
~0n or before the first day of March in each year each city
officer, department, office, board, commission or other city agency
whose functions include recommending, preparing plans for or con-
structing public capital improvements shall submit to the Planning
Director, as the agent for the Planning Commission, a list of
capital improvements proposed by such officer or agency for planning,
initiation or construction during the ensuing fiscal year.
'Section 2516. Report to Council on Capital Improve-
ment Schedule.
~On or before the 15th day of May of each year the Plan-
ning 0ommtssion shall submit a report to the City Council which
shall contain any revisions recommended by it in the ten year
capital improvement program, as required by Section 910 of the
Santa Aha City Charter, and shall also contain the comments and
recommendations of the commiseic~ regarding the capital improve-
ments proposed by the various officers and agencies of the City
as provided for in Section 2515 above.#
SECTION 3. The Clerk of the Council shall certify to the passage
of this Ordinance and shall cause the same to be published within 15
days after its adoption, in one issue of the Santa Ama Independent,
the official newspaper of the City. This Ordinance shall take effec~
30 days from and after the date of its final adoption.
PASSED AND ADOPTED by the City Council of the City of Santa
Ana at its regular meeting held on the 1st day of
March , 1954.
