REQU!RENS~NT AND ESTABLISHING AN AREA IN '~tlCH CITY E~-
PLOiZEES ARE REQUIRED TO MAINTAIN THEIR RESIDENCE
WHEREAS, heretofore, Rules and Regulations of the Civil Service
Commission were duly adopted by said Commission, effective April 9,
1949, and were continued in effect after the adoption of the Char-
ter by the provisions of Section 10? thereof; and
WHEREAS, Section 2 of Rule XVII required that all employees
should reside in the City Limits of the City of Santa Ana;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES
ORDAIN AS FOLLOWS:
SECTION 1. That Section 2 of Rule XVII of the Rules and Regu-
lations of the Civil Service Commission be and the same is hereby
repealed and rescinded.
SECTION 2. All employees of the City of Santa Ana shall main-
tain their residence and reside within the area bounded on the East
by Tustin Avenue and Newport Avenue, on the South by the State Free-
way Route, commonly k~own as the San Diego Freeway (formerly called
Sepulveda Freeway), on the West by Harbor Boulevard, and on the
North by State Highway Route VII - Ora - 179 - A, SA, commonly
ferred to as Garden Grove Freeway.
SECTION 3- Present City employees, not living within said
area, are hereby granted seven months from the date of the adoption
of this Ordinance to establish residence within said area. Proba-
tionary employees are hereby granted six months from the date upon
which they acquire permanent status as employees of the City of
Santa Aha, within which to establish residence within said area.
All City employees referred to in this Section shall, after the ex-
piration of the period granted to them for establishment of resi-
dence, maintain their residence in said area and actuslly reside
therein.
SECTION 4- Residence as used in this Ordinance means the
principal place of abode or customary domicile of ~he employee, to
which he most frequently returns at the end of his work per, d, where
the majority of his personal effects for day to day use are main-
tained as distinguished from a cabin, room, or building where he
less frequently sleeps, rests, and spends his leisure hours.
SECTION 5. The Clerk of the Council shall certify to the passage
of this Ordinance and shall cause the same to be published within 15
days after its adoption, in one issue of the Santa Ana Independent.
This Ordinance shall take effect 30 days from and after the date of
its final adoption.
PASSED AND ADOPTED by the City Council of the City of Santa Ana
at its regular meeting held on the ~th day of July , 1955.
