HomeMy WebLinkAboutNS-117 ORDINANCE NO. NS-ll7 ESTABLTSHING AND PROVIDING FOR A V,TRpj~,y. BOARD THE CITY COUNCIL CF THE CITY CF SANTA ANA DOES ORDAIN AS FOLLOWS: SECTION 1. That there is hereby re-established and continued in existence, a Library Board of the City of Santa Aha which shall consist of five members to be appointed by the City Council. Members of such Board shall hold office for a period of four years and until their successors are appointed and qualified, and the present members shall serve out their terms of office as heretofore provided for. SECTION 2. The members of the Library Board shall receive no compensation for their service, shall be governed by Sections 901, 902, 903, 904, 905 and 906 of the Charter of the City of Santa Aha, and the Library Board shall have the lowing powers and duties: (a) It shall consider all matters that may be referred to it by the City Council or the City Manager, and shall render its recommendation, counsel and ad- vice in regard thereto. (b) On its own motion, it may ma~e such studies, investigations, plans and recommendations as it may deem necessary. (c) It shall recommend to the City Council and the City Manager as to the acceptan$e or rejection of all offers of donation of money, perso~al property or real property to be used for library purposes. (d) It shall consider the annual library budget during the process of preparation and m-~e its recommendations regarding the same, directly to the City Manager. The Library Board shall be furnished quarterly reports of library e~penditures and when it appears that any major classification of the Library budget may be depleted before the end of the fiscal year, said Board shall be so notified. (e) It shall maXe an investigation, either independently or in conjunction with members of the library staff, regarding any study, review, discussion, or other group and they shall maxe a recommendation to the City Librarian before the same shall be sponsored by the library or have use of library facilities. (f) It shall recommend to the City Council and the City Manager on the purchase of all real property and upon the erection or rental of al! buildings or rooms or the equipping of the same for public library use within the City. (g) It shall assist the head librarian and other staff m~mbers in the s.election for~purcha~e or acceptance for circulation, of boo~s, publications or other papers to insure that the reviewing, service, purchase and acceptance of such material is at all times objective and at no time used to propagandize library users mpon either side of any controversial question and to insure that the library employees do not exceed their budget for such acquisitions and that balance of material is maintained. The Chairman, with the approval of the Library Board, shall appoint such standing committees as may be decided by said Board or desirable or necessary to the proper function~ug of the library°system in the City. SEOTION 3. The Library Board shall cause an annual report to be made to the City Council and the City Manager on or before the first day of September of every year, covering the activity of the preceding fiscal year. SECTION 4. The Clerk of the Council shall certify to the passage of this Ordinance and shall cause the same to he published, within 15 days after its adop- tion, in one issue of the Santa Aha Independent. Tkis Ordinance shall ta~e effect 30 days from and after the date of its adoption.
