OF FIVE ~LE2vtBERS OF THE CITY COUNCIL, THREE MF2~iBERS OF THE BOARD OF EDUCATION, AI~D FOR VOTING ON CERTAIN PROPOSITIONS, ONE PROVIDING '~HE CITY INCUR A BOIqDED INDEBTEDNESS, ONE A REFERENDUi~I ON ORDI~Alx~CE NS-743, AND ONE TO ~iEND SEC%~ION 402 OF THE CHARTER OF ~I'~{E CITY OF SA~?~A A~A, AND PROVIDING FOR THE APPOI~?~E~rf OF ELEC~£ION OFFICERS ?0 SERVE A~£ SAID ELECtS'ION, ~I~HE HOURS DURI~G WHICH THE POLLS SHALL BE OPEl'7, AND ?HE GIViI~G OF NECESSARY NOTICES FOR SAID ELEC'~'IOi~ THE CIi'¥ COII~CIL OF ?HE CI~PY OF SAIJ~A Al, iA DOES ORDAIN AS FOLLOWS: SEC~fIO~ 1: ~£hat a General ~iunicipal Election is hereby called to be held in the City of Santa Ana, California, on April 6th, 1965. SECTIO~ 2: 'l~at there shall be 117 voting precincts, several of which are single State and County precincts ren~bered for said Election and the rest of which consist of consolidations of two or more State and County precincts, all consisting of territory within the Cit~ of Santa Ana except Precinct No. 97, which includes territory outside of the City of Santa Ana the same being portions of Delhi, Diamond No. 2, Z[ewport Beach [~o. 63, Paularino No. 1, and such territory outside of ~he City of Santa Ana is included for the purpose of voting on three (3) mend~ers of the Board of Education only. SEC~IO~ 3: Tha~ the Precinct Board of each precinct shall consist of one Inspector, one Judge, and two Clerks; and that said Precinc~ Officers shall receive the following compensation for their services: Inspectors, $21.00; Judges and Clerks, $1~.00; owners of privately owned polling places shall receive the sum of $15.00 for the use of each polling place. That the consolidated voting precincts, the polling places bhereof, and the Precinct Board for each such precinct shall be as set out on that certain document headed "ELECTION OFFICERS AND POLLIWOG PLACES" on file in the office of the Clerk of the Council, and the Boards of each such voting precinct are hereby appointed. 'I~e Clerk of the Council is hereby authorized to find and appoint substitutes for any election officer hereby appointed who is unable or unwilling to act. SECTION 4: That in addition to voting for five (5) members of the City Council and three (3) members of the Board of Education, the electors shall be afforded the opportunitp to vote on three (3) propositions: The City of Santa Ana Civic Center Land Acquisition Bonds; A proposal to amend Section 402 of the Charter of the City of Santa Ana fixing compensation for members of the Cit~ Council; and A referendum to determine whether or not Ordinance NS-743 shall become effective in the City of Santa Ana. SECTION 5: That said Election shall be held and conducted in accordance with the provisions of the Charter of the City of Santa Ana, the Constitution of the State of California, and the provisions of the Elections Code of the State of California insofar as the same may be applicable thereto. On the day of the Election the polls shall be opened at 7:00 A.M. and shall be kept open until 7:00 P.M., at which time the polls shall be closed. The Clerk of the Council shall prepare and cause to be published a NOTICE OF ELECTION for one time; a list of names of the nominees in the order in which they will appear on the Ballot and the respective offices for which they are nominated once a week for two successive weeks, at least 5 intervening days between the dates of publication; the Section of the Charter of the City of Santa Ana to be submitted to the voters as it is proposed to be changed on one day before the Election; a synopsis of the measures to be voted on once a week for two successive weeks, at least 5 inter- vening days between the dates of publication; a notice that copies of the Section of the Charter of the City of Santa Aha proposed to be amended at said Election may be obtained in the office of the Clerk of the Council each day until the day of the Election; and a notice of election officers and polling places for one time. SECTION 6: 'i~e Clerk of the Council shall prepare and cause to be printed official ballots and election supplies necessary for the holding of said Election as required by law, and sample ballots, polling place cards and a pamphlet of propositions to be submitted and the Section of the Charter of the City of Santa Ana proposed to be amended showing the proposed changes, and shall provide for the mailing of the same to each registered elector within the City, and shalln~il sample ballots and polling place cards to those electors in the Santa Ana School Districts but outside of the City. SECTION 7: '~hat said General Municipal Election is held to vote upon propositions submitted at said Election and to fill the offices for the terms as follows: ae Five menfoers of the City Council to be nominated from Wards 1, 3, 5, 6, and 7 and elected by the electors of the City at large, the term of each to begin on April 13, 1965, and to hold office until the second Tuesday in April, 1969, except that the councilman nominated from Ward 6 shall hold office for a short term of two years, that is, until the second Tuesday of April, 1967. %~ree members of the Board of Education to be elected at large, the term of office of each to begin on April 13, 1965, and to hold office until the second Tuesday in April, 1969. SECTION 8: The Clerk of the Council shall cause this Ordinance to be published once within 15 days of the date of its adoption. This Ordinance, dealing with an election, shall take effect on the day of publication.
