AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA APPROVING AMENDMENT APPLICATION
726 INITIATED BY THE SANTA ANA PLANNING COM-
MISSION, AMENDING SECTIONAL DISTRICT MAPS LISTED
IN APPENDIX "A", AND REZONING ALL OF TEE PARCELS
IDENTIFIED IN APPENDIX "B" FROM THEIR PP~ESENT
ZONING CLASSIFICATIONS TO THE "O" (OPEN SPACE
LAND) DISTRICT
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN
AS FOLLOWS:
SECTION 1: The City Council declares and finds as
follows:
A. The State of California has mandated that all cities
prepare an Open Space Element and this element shall contain
plans, maps, text describing policies, goals and objectives
and other documents necessary in preparing a plan by December
31, 1973; and
B. The Planning Commission and City Council have adopted
an Open Space Element on November 19, 1973; and
C. It was further mandated by the State that all open
space lands described on the adopted Open Space Plan map be
rezoned to an Open Space Zone (O) designation by December
31, 1973; and
D. The Planning Department has prepared a report and
Environmental Impact Report and has made recommendations that
all parcels indicated on the Open Space Plan be rezoned to
the "O" classification; and
E. Said report includes present zoning and ownership
as generally described in the Sectional District Maps of
Appendix "A" and specifically called out in Appendix "B"
which provides parcel numbers, present zoning and ownership;
and
F. The Planning Commission found that the proposed
report would be consistent with the General Plan and pro-
vide for the preservation of open space areas within the
City and that the Environmental Impact Report is acceptable;
and
G. The Santa Ana Planning Commission found and approved
as complete the Environmental Impact Report for said zone
changes; and
E. The Santa Ana Planning Commission has recommended
approval of all said parcels to be rezoned from their present
classification to the "O" District as represented in Appendix
"B"; and
I. The Planning Commission gave notice of and duly
held a public hearing on Amendment Application 726, initiated
by the Santa Ana Planning Commission, proposing to amend
Sectional District Maps listed in Appendix "A" and to rezone
all of the parcels identified in Appendix "B" and to rezone
said various governmental and quasi-public agency parcels
from their present zoning classifications to the "O" (Open
Space Land) District; and

J. The City Council regularly held a public hearing on said reclassifi-
cation on published notice as required by law, and does now find that the
public necessity, convenience, and general welfare require thai said govern-
mental and quasi-public agency parcels be rezoned from their present
classifications to "0" (Open Space Land) Districts.
SECTION 2: The City Council of the City of Santa Ana does hereby
approve amendment application 726.
SECTION 3: The City Council of the City of Santa Ana does hereby in-
corporate by reference Appendix "B" attached hereto and by this reference
makes it a part hereof as though it is fully set forth herein, and the City
Council of the City of Santa Ana hereby reclassifies all of the parcels listed
in Appendix "B" from their current classification as shown therein to the
"O" (Open Space Land) District.
SECTION 4: The City Council of lhe City of Santa Ana hereby in-
corporates by reference Appendix "A" attached hereto and by ibis reference
makes it a part hereof as though fully set forth herein, and the City Council
of the City of Santa Aha hereby amends the Sectional District Maps listed
on Appendix "A" amending the present zoning classification of the shaded
portion of each of those maps from their present zoning classification to
the "O" (Open Space Land) District.
SECTION 5: The Clerk of the Council shall certify the passage of this
ordinance and cause the same to be published in some daily newspaper printed
and published in the City of Santa Aha.
SECTION 6: This ordinance shall take effect thirty (30) days from and
after the date of its adoption.
PASSED AND ADOPTED by the City Council of the City of Santa Ana at
its regular meeting held on the 17 day of December , 1973.
