ORDINANCE NS- 1282
AN ORDINANCE OF THE CITY OF SANTA ANA
APPROVING AMENDMENT APPLICATION %731
INITIATED BY THE PLANNING COMMISSION TO
REZONE PROPERTY COMPRISING PORTIONS OF
THE WILLOWICK GOLF COURSE FROM THE R1,
R2 AND C2 DISTRICTS TO THE O (OPEN SPACE
LAND) DISTRICT, A~D AMENDING SECTIONAL
DISTRICT MAP 10-5-10
WHEREAS, the Planning Commission has initiated
Amendment Application %731 to rezone six parcels of property
generally located north of Fifth Street, to the east of Jackson
Street, and to the west of the Santa Ana River, which parcels
presently comprise portions of the Willowick Golf Course; and
WHEREAS, the Planning Commission has given notice of
and duly held a public hearing on Amendment Application %731
to rezone such parcels from the R1, R2 and C2 Districts to the
O (Open Space Land) District and has recommended approval of
said application; and
WHEREAS, the City Council regularly held a public
hearing on said reclassification on published notice as required
by law, and does now find that the public necessity, convenience,
and general welfare require that the said property be reclass-
ified from the R1, R2 and C2 districts to the O (Open Space
Land) district, and that the new classification will not be
detrimental to the surrounding property;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
ANA DOES ORDAIN AS FOLLOWS:
SECTION 1: That the parcels of real property in the
City of Santa Ana, County of Orange, California, described as:
PARCEL 1 (AP 101-270-27) :
PART A:
Beginning at a point 409.00 feet East from a point
20.00 feet South of the northwest corner of the
southwest quarter of the northwest quarter of the
southeast quarter of section 10, Township 5 South,
Range 10 West, in the Rancho Las Bolsas in the City
of Santa Ana, County of Orange, State of California
as shown on a map thereof recorded in book 51, page
12 of Miscellaneous Maps, in the office of the
county recorder of said county, and thence East
474.00 feet, more or less, to the westerly line of
the right of way of the Santa Ana River through
the Newbert Protection District; thence southwesterly
along said westerly line to a line parallel with
and 290.00 feet northerly measured at right angles,
from the center line of 5th Street, 60.00 feet wide,
as said street existed November 28, 1949; thence
westerly along said parallel line to a point directly
South of the point of beginning; thence North to the
point of beginning.

PART B:
That portion of Section 10, Township 5 South,
Range 10 West, in the Rancho Las Bolsas, in the
City of Santa Aha, County of Orange, State of
California, as shown on a.map thereof recorded in
book 51, page 12 of Miscellaneous Maps, in the
office of the county recorder of said county,
described as follows:
Beginning at the point of intersection of a line
which is parallel with and 30.00 feet, northerly,
measured at right angles, from the South line of
the northwest quarter of the southeast quarter of
said section 10, with the westerly line of the right
of way of the Santa Ana River through the Newbert
Protection District, thence running West along said
parallel line 120.00 feet; thence North 260.00 feet;
thence East 255.00 feet to the said westerly line of
the right of way of the Santa Ana River; thence
southwesterly along right of way line of the Santa
Ana River to the point of beginning.
EXCEPT therefrom that portion of said property
described as follows:
Beginning at the point of intersection of a line
which is parallel with and 30.00 feet northerly,
measured at right angles from the South line of
the northwest quarter of the southeast quarter of
said section 10, with the westerly line of the right
of way of the Santa Ana River through the Newbert
Protection District running thence West along said
parallel line, 45.00 feet; thence North 150.00
feet; thence East, parallel to the South line of the
said northwest quarter of the southeast quarter of
said section 10, to the said westerly line of the
right of way of the Santa Ana River; thence south-
westerly along said right of way of the Santa Ana
River to the point of beginning.
PARCEL 2 (AP 101-270-23):
That portion of the northwest quarter of the
southeast quarter of section 10, Township 5 South,
Range 10 West, in the Rancho Las Bolsas, in the
City of Santa Aha, County of Orange, State of
California, as shown on a map thereof recorded in
Book 51, page 12 of Miscellaneous Maps, in the
office of the county recorder of said county,
described as follows:
Beginning at a point 220.00 feet West of the point
of intersection of a line which is parallel with and
30.00 feet northerly, measured at right angles,
from the South line of the northwest quarter of
the southeast quarter of said section 10, with the

westerly line of the right of way of the Santa Ana
River through the Newbert Protection District;
and running thence North 260.00 feet; thence West
69-1/2 feet; thence South 260.00 feet to said parallel
line; thence East 69-1/2 feet to the point of beginning.
PARCEL 3 (AP 101-210-25):
The North 60.00 feet of the South 290.00 feet of the
West 159.00 feet of the southwest quarter of the
northwest quarter of the southeast quarter of
section 10, Township 5 South, Range 10 West,
in the Rancho Las Bolsas, in the City of Santa Ana,
County of Orange, State of California, as shown
on a map thereof recorded in Book 51, Page 12
of Miscellaneous Maps, in the office of the county
recorder of said county.
PARCEL 4 (AP 101-210-59):
The East 100.00 feet of the West 259.00 feet
of.the South 290.00 feet of the northwest quarter
of the southeast quarter of Section 10, Township
5 South, Range 10 West, in the Rancho Las Bolsas,
in the City of Santa Ana, County of Orange, State
of California, as shown on a map thereof recorded
in Book 51, Page 12 Of Miscellaneous Maps in the
office of the County Recorder of said County.
PARCEL 5 (AP 101-210-58):
The West 159.00 feet of the South 230.00 feet of
the northwest quarter of the southeast quarter of
Section 10, Township 5 South, Range 10 West, in
the Rancho Las Bolsas, in the City of Santa Ana,
County of Orange, State of California, as shown on
a map thereof recorded in Book 51, Page 12 of
Miscellaneous Maps, in the office of the county
recorder of said county.
PARCEL 6 (AP 101-210-2):
The East 90.00 feet of the following:
Beginning at a point in the North line of Tract
No. 447, in the City of Santa Aha, county of
Orange, state of California, as shown on a map
thereof recorded in book 17, page 12 of Miscellaneous
Maps in the office of the county recorder of said
county, said point being 170.00 feet northerly and
635.00 feet westerly from the southeast corner of
the northeast quarter of the southwest quarter of
section 10, Township 5 South, Range 10 West, in
the Rancho Las Bolsas, county of Orange, State of
California, as shown on a map recorded in Book 51,
page 12 of Miscellaneous Maps records of said
Orange County; thence northerly parallel with the
East line of the northeast quarter of the southwest
quarter of said section 10, 250.00 feet; thence
westerly parallel with the South line of the
northeast quarter of the southwest quarter of said
section 10, 655.00 feet to a point 30.00 feet East
of the West line of the northeast quarter of the
southwest quarter of said section 10; thence southerly

parallel to the West line of the northeast quarter
of the southwest quarter of said section 10, 250.00
feet to the North line of Tract No. 447; thence
easterly along the North line of Tract No. 447,
655.00 feet to the point of beginning.
are hereby reclassified from the Ri, R2, or C2 districts, as
the case may be, to the O (Open Space Land) District, and that
Sectional District Map 10-5-10 is hereby amended to show said
reclassification in accordance with Exhibit A.A. 731-A.
SECTION 2: If any section, subsection, sentence, clause,
phrase or portion of this ordinance is for any reason held to be
invalid or unconstitutional by the decision of any court of compe-
tent jurisdiction, such decision shall not affect the validity of
the remaining portions of this ordinance. The City Council of the
City of Santa Ana hereby declares that it would have adopted this
ordinance and each section, subsection, sentence, clause, phrase
or portion thereof irrespective of the fact that any one or more
sections, subsections, sentences, clauses, phrases or portions be
declared invalid or unconstitutional.
SECTION 3: Neither the adoption of this ordinance nor
the repeal hereby of any ordinance shall in any manner affect the
prosecution for violation of ordinances, which violations were com-
mitted prior to the effective date hereof, nor be construed as
affecting any of the provisions of such ordinance relating to
the collection of any such license or penalty or the penal pro-
visions applicable to any violation thereof, nor to affect the
validity of any bond or cash deposit in lieu thereof, required
to be post~d, filed or deposited pursuant to any ordinance and
all rights and obligations thereunder appertaining shall continue
in full force and effect.
PASSED AND ADOPTED by the City Council of the City of
Santa Ana at its re§ular meeting held on the Srd day of
November , 1975.
