AN ORDINANCE OF THE CITY OF SANTA ANA
ESTABLISHING A LIABILITY INSURANCE FUND
AND A GENERAL INSURANCE FUND AND PROVIDING
FOR THE DEPOSIT OF MONEYS THEREIN AND EXPEN-
DITURE OF MONEYS THEREFROM.
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN
AS FOLLOWS:
Chapter 13 is hereby adopted and added to the Santa
Ana Municipal Code, to be entitled and to read as follows:
Chapter 13
FUNDS
ARTICLE I. LIABILITY INSURANCE FUND
Section 13-1. Creation of Liability Insurance Fund.
There is hereby created and established the Liability
Insurance Fund.
Section 13-2. Deposit of Moneys.
The City Council may, from time to time, transfer to the
Liability Insurance Fund moneys from the General Fund or any other
fund which may be used for the purposes set forth in Section 13-3,
in such amounts as are necessary to establish such fund and main-
tain its solvency. The City Council may abolish said fund when the
purposes set forth in Section 13-3 have been satisified and no
further need exists for said Fund.
Section 13-3. Expenditure of Moneys.
Moneys in the Liability Insurance Fund shall be expended
for payment of claims and judgments for damages incurred by the
City in the operation of a self-insured liability insurance program.
ARTICLE II. GENERAL INSURANCE FUND
Section 13-10. Creation of General Insurance Fund.
There is hereby created and established the General
Insurance Fund.
Section 13-11. Deposit of Moneys.
The City Council may, from time to time, transfer to the
General Insurance Fund moneys from the General Fund or any other
fund which may be used for the purposes set forth in Section 13-12,
in such amounts as are necessary to establish such fund and maintain
its solvency. The City Council may at any t~me transfer moneys from
said General Insurance Fund to any other appropriate fund or may
abolish said fund.
Section 13-12. Expenditure of Moneys.
Moneys in the General Insurance Fund shall be expended
for expenses incurred by the City in the operation of a self-insured
liability insurance program, as well as a general insurance program,
including, but not limited to, wages, salaries and fringe benefits

of City employees charged with the management and administration of
said program, adjustment and litigation of claims and suits, and
necessary clerical support services, and for other operating
expenses of such program, including, but not limited to, pur-
chase of supplies, material and equipment necessary to conduct
said programs, contractual and professional services for litiga-
tion and settlement of claims, expert services, auditing services,
and premiums for excess liability and general insurance policies.

Santa Ana at its re§ular meeting held on the 19thday

Clerk of the Council of the City of Santa Ana; that the foregoing
Ordinance was introduced to said Council at its regular

again considered by said Council at its regular meeting
held on the 19th day of 3uly , 1976, and was at said
meeting passed and adopted by the following vote, to wit:
