AN ORDINANCE OF THE CITY OF SANTA ANA
ORDERING, CALLING, PROVIDING FOR AND
GIVING NOTICE OF A SPECIAL MUNICIPAL
ELECTION TO BE HELD IN THE SAID CITY ON
NOVEmbER 2, 1976, FOR THE PURPOSE OF SUB-
MITTING TO THE QUALIFIED VOTERS OF THE
SAID CITY CERTAIN PROPOSALS TO A~ND THE
CHARTER OF THE SAID CITY
WHEREAS, the City Council of the City of Santa Ana
desires that a special municipal election be held on November
2, 1976, for the purpose of submitting certain proposed amendments
to the Charter of the City of Santa Ana to the qualified voters
of said City; and
WHEREAS, the City Council, by its Resolution No. 76-93,
adopted August 2, 1976, has requested the Board of Supervisors
of Orange County to order the consolidation of the said special
municipal election with the statewide general election to be
held on the same date;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
ANA DOES ORDAIN AS FOLLOWS:
SECTION 1: That a special election be held, and the
same is hereby called to be held, in the City of Santa Ana on
November 2, 1976, for the purpose of submitting to the qualified
voters of said city the proposals hereinafter set forth to amend
the Charter of the City of Santa Ana.
SECTION 2: That on the ballot to be used at said
special election, in addition to any other matters required by
law, there shall be printed substantially the following:
CITY COUNCIL WARDS: Shall Sections 101.1, 101.2, : : :
101.3, 400 and 401.1 of the Charter be amended to : : :
require council wards to be based on population :YES : :
equality; to prohibit ward boundary changes within : : :
120 days prior to council elections; to provide : : :
for inclusion of newly annexed or consolidated : : :
territory in the most contiguous ward pending : : :
reapportionment; to delete references to division : NO : :
of the city into less than seven wards; and to : : :
establish initial terms for council members from : : :
wards to be created in the future? : : :
CITY RIGHTS AND CITY COUNCIL ACTIONS. Shall : : : ~
Sections 102, 200, 417, 418 and 609 of the Charter : : :
be amended to allow the Council to set a fiscal : : :

Charter be amended to increase the monthly com-
pensation the Mayor receives, over and above that
which he receives as a councilman, from $75.00 to
$200.00?

SECTION 3: That each of the above said proposals shall
be designated on the ballot by a letter, pursuant to Section 10219
of the Elections Code of the State of California.
SECTION 4: That the said special municipal election
shall be conducted in accordance with the Elections Code of the
State of California, and the Clerk of the Council is hereby autho-
rized and directed to take all actions necessary or appropriate
with respect thereto, except to the extent such actions may be
undertaken by the Registrar of Voters of the County of Orange
upon consolidation of the said special municipal election with
the statewide general election.
SECTION 5: That notice of the time and place of holding
said special municipal election is hereby given, and the Clerk
of the Council is hereby authorized and directed to give such
additional notice thereof as required by law.
ADOPTED, this 24th day of August , 1976, by the
following vote:
