NS- 1562 AN ORDINANCE OF THE CITY OF SANTA ANA PROVIDING THAT CERTAIN RESERVE PEACE OFFICERS SHALL HAVE THE POWERS OF A REGULAR POLICE OFFICER WHEREAS, Assembly Bill 3217 provides for further requirements for reserve police officers with respect to training by amending California Penal Code Sections 830.6 and 832.6. WHEREAS, said Assembly Bill 3217 incorporates in Section 832.6 of the Penal Code provisions that, despite those new requirements, a person who has been issued a Level I Reserve Officers Certificate by the Commission on Peace Officers Standards and Training on or before January 1, 1981, shall have the full powers of a Peace Officer if the local agency adopts an ordinance approving such, either individually or by class, where the appointing authority of such persons determines that such a person is qualified by reason of their training and experience; and WHEREAS, the City Council is desirous of following such provision and permitting such persons to retain their status and powers as a peace officer. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS FOLLOWS: SECTION 1: Ail reserve police officers of the City of Santa Ana who have been issued a Peace Officers Standards and Training Level I Reserve Officer Certificate prior to January 1, 1981, shall have the full powers of a peace officer, where the City Manager, on the recommendation of the Chief of Police, has determined such reserve officer qualified to perform general law enforcement duties by reason of such reserve officers training and experience. SECTION 2: This ordinance retains in the Chief of Police the authority, control and command over the reserve police force and permits the adoption of rules and regulations limiting or designating the extent of authority of the various activities of the reserve officers.
