ORDINANCE NO. NS- 1668
AN ORDINANCE OF THE CITY OF SANTA ANA
ADDING SECTIONS 8-168, 8-172 AND 8-570
TO THE SANTA ANA MUNICIPAL CODE, AND
AMENDING SECTION 8-163 OF SAID CODE,
RELATING TO ROOFS, ROOF COVERINGS, CHIM-
NEYS AND SPARK ARRESTORS
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES
ORDAIN AS FOLLOWS:
SECTION 1: That Section 8-163 of the Santa Ana Muni-
cipal Code is hereby amended to read as follows:
Sec. 8-163. Roofs (Section 1704).
Sec. 1704 of the Building Code is amended to read as
follows:
Sec. 1704. Roofs. Roof coverings shall be fire re-
tardant, except for Groups R and M Occupancies, where or-
dinary roof coverings, as defined in Section 3203 (f), may
be used.
EXCEPTION: Notwithstanding the provisions of Section
104 (b), once during any 12 month period of time, any existing
roof covering may be replaced by the use of an in kind cover-
ing where the replacement thereof does not exceed 10 percent
of the existing gross roof area.
Skylights shall be constructed as required in Chapter 34.
Penthouses shall be constructed as required in Chapter 36.
For use of plastics in roofs, see Chapter 52.
For Attics: Access and Area, see Section 3205. For
Roof Drainage, see Section 3207.
SECTION 2: That Section 8-168 is hereby added to the
Santa Ana Municipal Code to read as follows:
Sec. 8-168. Ordinary Roof Covering.
Sec. 3203(f) of the Building Code is amended to read
as follows:
Sec. 3203(f). Ordinary Roof Covering. An ordinary
roof covering shall be any of any one of the following roof-

ings:
1. Any roof covering listed in Section 3203(e).
2. Any built-up roofing assembly not less than Class C
roofing.
3. Any mineral aggregate surface built-up roof for
application to roof having a slope of not more than 3 inches
to 12 inches applied as specified 3203(d) 2, consisting of not
less than the following:
Base Sheet and Plies
Three layers of Type 15 organic or inorganic fiber felt,
and
Surfacing Material
300 pounds per roofing square of gravel or other approved
surfacing material, or
250 pounds per roofing square of crushed slag in 50 pounds
of asphalt, or
60 pounds of pitch.
4. Any prepared roofing not less than Class C roofing.
SECTION 3: That Section 8-172 is hereby added to
the Santa Ana Municipal Code to read as follows:
Sec. 8-172. Chimneys General.
Sec. 3703(f) of the Building Code is amended to
read as follows:
Sec. 3703(f). Height and Termination. Every chim-
ney shall extend above the roof and the highest elevation
of any part of a building as shown in Table No. 37-B.
Ail chimneys shall terminate in a substantially con-
structed spark arrestor having a mesh not exceeding 1/2
inch, except chimneys serving appliances using only gas
or oil for combustion.
SECTION 4: That Section 8-570 is hereby added to
the Santa Ana Municipal Code to read as follows:
Sec. 8-570. Spark Arrestors.
Sec. 914(f) of the Mechanical Code is amended to read

as follows:'
Sec. 914(f). Spark Arrestors. Ail chimneys, except
chimneys serving appliances using only gas or oil for com-
bustion, shall terminate in a substantially constructed spark
arrestor having an area not less than four times the net free
area of the chimney it serves. Openings shall not permit the
passage of spheres having a diameter larger than 1/2 inch nor
block the passage of spheres having a diameter of less than
3/8 inch. Spark arrestors shall be adequately supported and
secured.
SECTION 5: Pursuant to the provisions and authority of
Sections 17958.5 and 17958.7 of the Health and Safety Code
of the State of California, the City Council of the City of
Santa Ana finds, determines and declares that the above-
described amendment to Sections 1704, 3203(f) and 3703(f) of
the Uniform Building Code, 1979 Edition, and Section 914(f)
of the Uniform Mechanical Code, 1979 Edition, are reasonably
necessary for the health, safety and general welfare of the
residents of the City of Santa Ana due to the following climat-
ic, geographical and topographical conditions:
1. The City of Santa Ana is geographically located
in an area which is subject to periodic extremely high veloci-
ty wind conditions; said condition being further accentuated
by the topographical features of the hill and canyon areas lo-
cated easterly of the city;
2. The City of Santa Ana is subject to seasonably
high temperatures and dry atmospheric conditions which often
occur during times of the high velocity winds as hereinabove
described; and
3. Due to the climatic, geographical and topograph-
ical conditions hereinabove described, the City of Santa Ana
is susceptible to fires which are of particular danger during
periods of high winds when fires tend to spread across building
roofs where such roofs are not made of noncombustible or fire-
retardant construction.
SECTION 6: That the City's Director of Planning and
Development Seryices be directed to file a copy of this
ordinance with ~he Department of Housing and Community
Development Of the State of California.
SECTION 7: If any section, subsection, sentence,
clause, phrase or portion of this ordinance is for any
reason held to be invalid or unconstitutional by the de-
cision of any court of competent jurisdiction, such decision
shall not affect the validity of the remaining portions of
this ordinance. The City Council of the City of Santa Ana

hereby declares that it would have adopted this ordinance
and each section, subsection, sentence, clause, phrase or
portion thereof irrespective of the fact that any one or
more ~sections, subsections, sentences, clauses, phrases or
portions be declared invalid or unconstitutional.
SECTION 8: Neither the adoption of this ordinance nor
the repeal hereby of any ordinance shall in any manner affect
the prosecution for violation of ordinances, which violations
were committed prior to the effective date hereof, nor be con-
strued as affecting any of the provisions of such ordinance
relating to the collection of any such license or penalty or
the penal provision applicable to any violation thereof, nor
to affect the validity of any bond or cash deposit in lieu
thereof, required to be posted, filed or deposited pursuant
to any ordinance and all rights and obligations thereunder
appertaining shall continue in full force and effect.
