ORDINANCE NO. NS-1717
AN ORDINANCE OF THE CITY OF SANTA ANA
ADOPTING A REVISED SPECIFIC DEVELOPMENT
PLAN NO. 7 FOR PROPERTY LOCATED ON THE
EAST SIDE OF AN EXTENSION OF RAITT STREET
BETWEEN SUNFLOWER AVENUE AND MACARTHUR
BOULEVARD
WHEREAS, this Council, on May 24, 1977 adopted Ordinance
No. NS-1366, designating that certain property located on the east
side of a proposed extension of Raitt Street between Sunflower
Avenue and MacArthur Boulevard and more specifically described in
Exhibit A, attached hereto and incorporated herein, as included
within the SD (Specific Development) use district, and adopting
Specific Development Plan No. 7 for said property; and
WHEREAS, Amendment Application
with the City of Santa Ana to revise the
ment Plan; and
No. 893 has been filed
said Specific Develop-
WHEREAS, the Planning Commission, after duly noticed
public hearing, has recommended approval of the revised Specific
Plan No. 7 as proposed in said Amendment Application; and
WHEREAS, this Council, prior to adopting this ordinance,
has reviewed the initial environmental study prepared for this
project, and has approved the Negative Declaration for this pro-
ject based thereon; and
WHEREAS, this Council, after duly noticed public hearing,
has determined that the revised Specific Development Plan No. 7
proposed in the abovesaid Amendment Application is justified by
the public necessity, convenience, and general welfare;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
ANA DOES ORDAIN that the revised Specific Development Plan No.
7, as set forth in Exhibit B, attached hereto and incorporated
..herein, is hereby adopted for the abovedescribed property.

Specific Development Plan No. 7
APPLICABILITY OF ORDINANCE
The specific development zoning district for the subject property,
as authorized by Chapter 41, Division 26, Sec. 41-593 et seq.,
of the Santa Ana Municipal Code, is specifically subject to
the standards and. regulations contained in this plan for the
express purpose of establishing land use regulations and standards.
All other applicable chapters, articles and sections of the
Santa Ana Municipal Code shall apply unless expressly waived
or superseded by this ordinance.
PURPOSE
The SD #7 development plan consisting of standards and regulations
is hereby established for the express purpose of protecting
the health, safety and general welfare of the people of the
City by promoting and enhancing the value of properties and
encouraging orderly development.
USES PERMITTED
A 200-unit residential condominium project.
HEIGHT LIMIT
Dwelling unit structures will have a height elevation of 30
feet, accessory buildings shall not exceed a height limit of
20 feet. Recreation building will have a gross elevation
basement to peak of roof of 38 feet, net elevation of ground
to peak of roof of 27 feet.

Common open space equal to 50.1% (338,302 sq. ft.) of
total lot area. Each upper unit provided with private
open space balconies; lower units with patios. Recreational
facilities will include; tennis courts, recreation hall,
pool and spa. All setbacks to be landscaped in accordance
with approved landscape plan.

Project identification will be a monument sign, 8 feet in
height, 32 sq. ft. in sign area along the Raitt Street
frontage.
I. Architectural Treatments
J. Wal 1 s:
Architecturally integrated 6 foot high masonry wall along
east property line. Street frontages (Sunflower, MacArthur
and Raitt) are not proposed to have wall treatments instead
a combination of landscape buffer and building walls will
comprise the barrier.
SECTION 6 PLANNING
1. Construct 6 foot high masonry block wall at east property line,
wall to be measured from highest finished elevation. Color to
be compatible with sbructures.

2. There shall be no concrete covering adjacent to block wall
at easterly property line that would interfere with drainage
or landscape implementation.
3. Submit materials palette to be approved by the Planning
Department.
Provide decorative paving at entrance to delineate private
street from public street.
Develop the property in accordance with the provisions of the
City's Condominium Ordinance (NS-1496).
That the landscape plan submitted pursuant to standard requirement
~3 include the following minimum materials.
a) To be located within the streetscape area:
1) One-twenty-four-inch-box canopy tree per 25 lineal
feet of street frontage.
2) Two-15 gallon trees per 25 lineal feet of street
frontage.

SECTION 7 PUBLIC WORKS
Develop this tract, including the final map, to be in conformance
with the Santa Ana Municipal Code and the State Map Act.
Furnish to the Department of Public Works for approval the
following:
a)
An acceptable final grading plan or an on-site drainage
plan, or both, showing the direction and means of flow to
the adjacent street(s) when this property is developed.
Plan is to include existing and proposed elevations at
the property lines. Applicants should check with the
Department of Public Works for extent of study needs.

b) A runoff study based on a storm of a ten year frequency
tO show existing drainage from this site and twenty-five
year frequency for proposed *facilities and method of
draining thi~ site without exceeding the capacity of any
street, on-site or off-site.
* The facilities shall include an on-site retention
basin and off-site storm drain construction subject
to the approval of the City Engineer.
c) Plans for an on-site retention system with sufficient
volume capacity to hold the difference of run-off from
the undeveloped site based on ten year frequency and the
developed site based on twenty-five year frequency.
d) Plans for an on-site storm drain in Sunflower Avenue and
Raitt Street to include all appurtenances.
NOTE: 'Size of the storm drain shall be determined by
the Department of Public Works Design Section.
Limits for the required storm system shall be
east from Smalley Street in Sunflower Avenue
and north in Raitt S~reet (proposed).from Sunflower
Avenue to the low point (sump) in Ra~tt Street.
e)
Improvement plans for the private streets in conformance
with Section 34-165 of the Santa Ana Municipal Code to
include but not be limited to the following:
1)
Vertically curbed streets spaced a minimum of 28
feet apart.
Sewer, water and storm drain facilities.
Any utilities within the public utility easement.
3. Dedicate on the final map a minimum 28 foot wide exclusive
underground, non-exclusive surface easement over the private
streets to the City of Santa Ana for public utility purposes
plus additional easements as required by the Department of
Public Works.
The following requirements are to be complied with prior to
release of bonds:
a) Construct on-site retention basin and appurtenances per
approved plan.
b) Construct off-site City masterplan storm drain per approved
plans.
c) Construct private streets complete with utilities per
approved plans.

5. The developer shall investigate and provide for the following
fees to be paid as required by the Department of Public Works.
a) DPainage assessment fee
b) Sewer connection charges
c) Orange County Sanitation District No. 7 fees
d) Fire protecbion facilities costs
e) Water main charges
Contact Department of Public Works for details concerning
credits for constructing City master plan storm
drain.
SECTION 8 FIRE DEPT.
1. Comply with all applicable sections of the 1976 Uniform Fire
Code, California Administrative Code and City of Santa Aha
Municipal Code which shall include but not be limited to:
a) All portions of the exterior walls shall be within 150
feet of an accessible fi ry hydrant.
b) Portable fire extinguishers (min. 2A IOBC) shall be provided
for every 75 feet of travel on each level.
c) Provide entrances from MacArthur Blvd and Sunflower Avenue
to Fire Department access lane.
d) Knox locking devices shall be provided for gates in the Fire
Department access lane.
SECTION 9 DEVELOPMENT PROCESSING
1. Comply with all requirements resulting from plan check review
of complete engineered plans.
Note: This is in one ~oot depth flood zone.
SECTION 10 TRANSPORTATION,
1. Dedicate the ,following street easements on the final map.
a) MacArthur Blvd.
1) Fifty-two {52') feet street centerline to property
line along with a twenty-seven (27') feet radius
spandrel at Raitt Street.

b) Raitt Street
1)
Street easement such that the street is 100' wide from
MacArthur Blvd. to'the south property line of the
Greenville School property then fifty (50') wide from
the southern school boundary to Sunflower Avenue. The
easterly boundary of Raitt being established by the
formerly cited 100' wide section of street.
c) Sunflower Avenue
1)
Forty {40') feet wide from the construction centerline
to property line, along with a twenty-seven {27')
feet radius spandrel at Rattt Street.
Submit public street improvement plans to the Department of
Public Works as follows:
a) MacArthur Blvd.

Sunflower Ave.
Improve public streets as indicated.
a) MacArthur Blvd.
1) Construct curb and gutter at 44 feet from street
centerline.
2) Construct full 8 foot wide sidewalk without street
tree wells. Plant equivalent to street trees on-
site.
3) Construct paving as required to join existing paving.
4) Construct ornamental street lighting with underground
power distribution.

Raitt Street
1) Construct curb and gutter at 32 feet from street
construction centerline.

Construct complete median with landscaping and irrigation
from MacArthur Blvd. southerly as is possible to a
point just north of the south boundary of the Greenville
School. The landscaping and irrigation will be as
approved by the Recreation and Parks Department.

1) Construct curb and gutter at 32 feet from construction
centerline of street.
2) Construct full 8 foot wide sidewalk from existing
walk on the east to Raitt Street.
3) Construct paving as is necessary.
4) Construct ornamental street lighting with underground
power distribution.
5) Plant trees on-site in lieu of street trees.
The sidewalks on MacArthur Blvd. and Sunflower Avenue may also
be serpentine and undulating per an approved plan with appropriate
easements.
Pay the Department of Transportation Services fees as follows:
a) One percent of construction and improvement per Section 8-
44 of the Municipal Code.
b)
One quarter the cost of future traffic signals at the
intersections of Raitt Street, MacArthur Blvd. and Sunflower
Avenue. Estimated at $40,000.
c)
Future landscaping and irrigation of the MacArthur Blvd.
median. Approximately $50 per lineal foot of frontage.
Construct 35 foot radius curb returns at the corners of Raitt
Street, MacArthur Blvd. and Sunflower Ave. with sidewalk landings
and wheelchair ramps per City standard.
The curb returns at the private access way on Raitt Street
will have a minimum of 25 feet radii. The returns and adjacent
sidewalk will have wheelchair ramps.
The Developer will submit channelization plans for the streets
as required and paint the channelizations.
The Developer will also provide and install safety control and
street name signs.
"No Stopping Anytime" will be posted on all public streets.

SECTION 11 POLICE DEPT.
Security Lighting Requirements:
a) Exterior doorways shall be equipped with a lighting device
capable of providing a minimum maintained one footcandle
of light at the base of the door.
b) Open parking lots shall be provided with a minimum maintained
one footcandle of light on parking surface from dusk
until dawn.'

All exterior lights must be equipped with vandal resistant
covers. Light shall not shine away from subject property.
All walkways or aisles shall be equipped with a lighting
device capable of providing a minimum maintained one
footcandle of light between lights.
Other requirements included on memo dated December 12,
1983.
The Santa Ana Police Department maintains an approved products
list of tested products and locking devices which have
complied with the building security ordinance. A list
is available through this Community Services Office or
City Planning. Questions should be directed to this office
at 834-4956.
