ORDINANCE NO. NS-1778
AN ORDINANCE OF THE CITY OF SANTA ANA
REZONING CERTAIN PROPERTY LOCATED ON
THE SOUTH SIDE OF FIRST STREET, WEST
OF SHANNON STREET FROM THE C2 AND M1
DISTRICTS TO THE SD (SPECIFIC DEVELOP-
MENT) DISTRICT AND ADOPTING SPECIFIC
DEVELOPMENT PLAN NO. 28
WHEREAS, Amendment Application No. 921 has been filed
to make certain changes in the zoning district designations of
certain real property, as hereinafter set forth; and
WHEREAS, the Planning Commission after duly noticed
public hearing, has recommended approval of the changes in use
district designations as proposed in said Amendment Application,
and the approval of Specific Development Plan No. 28 for said
property; and
WHEREAS, the Council, prior to adopting this ordinance,
has reviewed the initial environmental study prepared for this
project, and has approved the Negative Declaration for this
project based thereon; and
WHEREAS, this Council, after duly noticed public
hearing, has determined that the changes in use district
designations proposed in the abovesaid Amendment Application
and the approval of Specific Development Plan No. 28, are
justified by the public necessity, convenience and general
welfare;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
SANTA ANA DOES ORDAIN AS FOLLOWS:
1. That parcel of real property located generally on
the south side of First Street, west of Shannon Street
and more specifically described as follows:
PARCELS 1,2,3 AND 4 AS SHOWN ON A MAP
RECORDED IN BOOK 159, PAGES 9 AND 10,
OF PARCEL MAPS, RECORDS OF ORANGE COUNTY.

is hereby reclassified from the C2 and Mi
SD (Specific Development) District.

Exhibit A, attached hereto and incorporated herein by
reference, is hereby approved for the abovedescribed real
property.
3. An Amended Sectional District Map No. 16-5-10
showing the abovedescribed changes in use district
designations is hereby adopted.

SPECIFIC DEVELOPMENT PLAN

Section 1. AppLICABILITY OF ORDINANCE ~
The specific development zoning district for the subject
property, as authorized by Chapter 41, DivisiOn 26, Section
41-593 et seq. of the Santa Aha Municipal'Code, is specific-
ally subject to the standards and regulatiOnS contained in
this plan for the express purpose of establishing land use
regulations and standards. All other applicable chapters,
articles, and sections of the Santa Aha Municipal code'shall
apply unless expressly waived or superseded by. this
ordinance.
Section 2. PURPOSE
The SD-2S specific development plan consisting of standards
and regulations is hereby established for the express purpose
of protecting the health, safety, and general welfare of the
City by promoting and enhancing the value of
people of the encouraging orderly development-
properties and

The height of buildings and structures shall be subject to
the provisions and requirements of the City's zoning cSde for

F. Pri~r to the release of use and occupancy permits,
all on-site improvements, including parking areas and
landscaping, shall be in place.
G. The project shall be constructed in accordance with
the approved site plan and elevations subject to
minor modifications as approved by the Planning Man-
ager.
Prior to the issuance of building permits, landscape
and irrigation plans shall be submitted to and ap-
proved by the PlanniDg Division.
K. That all other applicable City and State Codes be
followed and adhered to.
I. That a 6 foot high .solid masonry/block wail be con-
structed along all interior property lines.
J. That all street and public right-of-way dedications
be made and improvements constructed as required by
City Codes.

issuance of building permits.
That the applicant finance a traffic and circulation
study. The consultant shall be selected by the Pub-
lic Services Agency to determine traffic impacts on
First Street and Shannon Street, and potential signal
evaluation.

6. PUBLIC SERVICES AGENCY
Complete the following prior to the issuance

Submit to the Public Services Agency a runoff
study based on a storm of a ten-year* frequency
to show existing and proposed facilities and
methods of draining this site and tributary
areas without exceeding the capacity of any
street, on-site or off-site.
* Twenty-five for sump condition.
Submit to the Public Services Agency, for their
approval, an acceptable final grading plan or an
on-site drainage plan, or both, showing the di-
,rection and means of flow to the adjacent
street(s) or channel(s) when this property is
developed. Plan is to include existing and pro-
posed elevations at the property lines.
Provide construction plans for any required storm
drain system.
Pay drainage assessment fee as required.
Provide the Public Services Agency with a traffic
study to determine the need for s traffic signal
at First Street and Shannon Street. Developer
will be required to participate in the funding to
install said signal if it is needed.
Provide for the access on Shannon Street to be
for general use end not just an emergency
access.
Pay Transportation System Improvement Fee per
Section 8-44 of the Municipal Code.

Complete the following prior to e release of utili-
ties by the Community Development Services Agency:

Close all drives on First Street that will have
been constructed as part of the First Street
Widening Project. Construct main access as ap-
proved, required and necessary;

The proposed apartment complex shall comply with all
applicable sections of the 1982 Uniform Fire Code,
California Administrative Code and City of San'ts Aha
Municipal Code which shall include but not be lim-
ited to: ~
1)
All portions of the exterior walls on the first
floor shall be within 150 feet of Fire Department
access and an accessible fire hydrant.
2)
An acceptable alternative to the access and hy-
drant requirements would be a residential fire
sprinkler system installed in conformance with
NFPA %13D.
3) An automatic fire sprinkler system installed in
conformance with NFPA %13 shall be provided for
the subterranean parking.
4) Portable fire extinguishers installed in confor-
.mance with NFPA %10 shall be provided.
Section 8. POLICE

Standard Requirements
1) Must comply with the provisions of Chapter 8,
Article II, Division 3 of the Santa Aha Municipal
Code, Building Security Ordinance. This applies
to all new construction.
B. Upgraded Security Lighting
1)
Exterior doorways shall be equipped with a light-
ing device capable of providing a minimum main-
tained one footcandle of light at the base of the
door.
2)
Ail walkways and aisles shall be equipped with a
lighting device capable of providing a minimum
maintained one footcandle of light between
lights.
3)
Open parking lots shall be provided with a mini-
mum maintained one footcandle of light on parking
surface from dusk until dawn.
4)
All exterior lights must be equipped

C. Above Code Requirements
1)
Laundry room shall not be located in the under-
ground parking area and shall be located either
in the center of the complex, or in an area,where
there is traffic.
2) Laundry room shall have 24 hour lights, and must
be equipped with windows.
3) Computerized calculations of candle foot lighting
in walkways and parking lot is required.
4)
A knox box is required for the security gates and
must be submastered to the Police and Fire De-
partments.
5)
Elevators shall be mirrored in such a way as to
allow visibility to the inside of the elevator
when the door opens.
