ORDINANCE NO. NS-1901
AN ORDINANCE OF THE CITY OF SANTA ANA
AMENDING SECTIONS 8-290, 8-302, 8-303,
8-403, AND 8-404, OF THE SANTA ANA
MUNICIPAL CODE AND ADDING SECTIONS 8-399,
8-406, 8-407, 8-408 AND 8-409 THERETO TO
ADOPT THE UNIFORM PLUMBING CODE, 1985
EDITION, WITH AMENDMENTS, BY REFERENCE.
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN
AS FOLLOWS:
SECTION 1: That Section 8-290 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 8-290. Adoption by reference.
There is adopted by the city that certain code known
as the International Association of Plumbing and Mechanical
Officials Uniform Plumbing Code, 1985 Edition, and the whole
thereof, including the appendices thereto, save and except that
portion entitled 'Part I, Administration' and such portions as
are deleted by the amendments set forth in this article, of
which said code not less than three (3) copies have been and
are on file in the office of the clerk of the council of the
city. The said code is adopted and incorporated as fully as if
set forth at length herein as provided for in Section 419 of
the Charter of the city, and subject to all amendments set
forth in this article, shall be in effect within the City of
Santa Ana from the effective date of this section. Any
provision of this article amending the 'Plumbing Code" or
'Uniform Plumbing Code' shall be construed as amending the said
adopted code, 1985 Edition, including such provisions enacted
prior to the enactment of this section and not thereafter
repealed. The said adopted code, 1985 Edition, as thus
amended, together with all other provisions of this article,
shall be known as the plumbing code of the City of Santa Ana.
SECTION 2: That Section 8-302 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 8-302. Assistants.
Whenever the term 'assistant' is used in this code it
shall be construed to mean the senior plumbing inspector,
plumbing inspector, or other inspector of the building safety
department of the city.

SECTION 3: That Section 8-303 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 8-303. Department having jurisdiction.
Administration and enforcement of this code shall be
the duty of the building official of the city.
SECTION 4: The Santa Ana Municipal Code is hereby amended by
adding a section, to be numbered S 8-399, which said section
shall read as follows:
Sec. 8-399.
Hanger and supports (Section 316(b),
horizontal piping.
Section 316(b) of the Plumbing Code is amended to read
as follows:
(b) Horizontal piping:
(1)
Supports - Horizontal
at sufficiently close
alignment and prevent
piping shall be supported
intervals to keep it in
sagging.
(2)
Cast iron soil pipe - Where joints occur,
suspended cast iron soil pipe shall be supported
with approved manufactured split ring or clevis
type hangers and rods at not more than five (5)
foot intervals; except that pipe exceeding five
(5) feet in length, may be supported at not more
than ten (10) foot intervals. Supports shall be
adequate to maintain alignment and prevent
sagging and shall be placed within eighteen (18)
inches of the hub or joint. Hubless or
compression gasket joints must be supported at
least at every other joint except that when the
developed length between supports exceeds four
(4) feet, they shall be provided at each joint.
Supports shall also be provided at each
horizontal branch connection. Supports shall be
placed on or immediately adjacent to the
coupling. Suspended lines shall be suitably
braced to prevent horizontal movement.

SECTION 5: That Section 8-403 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 8-403. Materials (Section 410(a)).
Section 401(a) of the Plumbing Code is hereby amended
to read as follows:
(a) Drainage pipe shall be cast iron, galvanized
wrought iron, lead, copper, brass, ABS, PVC or other
approved materials having a smooth and uniform bore,
except that: (1) No galvanized wrought iron or
galvanized steel pipe shall be used underground and
shall be kept at least six (6) inches (152.4mm) above
ground; (2) ABS or PVC installations shall be limited
to residential construction, not more than two (2)
stories in height above exterior grade; (3) No
vitrified clay pipe or fittings shall be used above
ground or where pressurized by a pump or ejector and
shall be kept at least twelve (12) inches (.3m) below
ground.
SECTION 6: That Section 8-404 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 8-404. Materials (Section 503(a)).
Section 503(a) of the Plumbing Code is amended to read
as follows:
(a) Vent pipe shall be cast iron, galvanized steel,
galvanized wrought iron, lead, copper, brass, ABS, PVC
or other approved materials except that:
(i)
No galvanized wrought iron or galvanized steel
pipe shall be used underground and shall be kept
at least six (6) inches above ground.
(2)
ABS or PVC installations shall be limited to
residential construction not more than two (2)
stories in height above exterior grade.

SECTION 7: That Section 8-405 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 8-405. Materials (Section 1004(a)).
Section 1004(a) of the Plumbing Code is hereby amended
to read as follows:
(a) Water pipe and fittings shall be of brass,
copper, cast iron, galvanized malleable iron,
galvanized wrought iron, galvanized steel, lead or
other approved materials. Asbestos-cement, PE, or PVC
water pipe manufactured to recognized standards may be
used for cold water distribution systems outside a
building. All materials used in the water supply
system, except valves and similar devices shall be of
a like material, except where otherwise approved by
the administrative authority. PVC water pipe one-half
inch to one and one-half inch (1/2" to 1-1/2') in size
shall be schedule forty (40) pipe with schedule forty
(40) fittings. PVC water pipe two inches (2") and
larger shall be class PSI three hundred and fifteen
(315) or schedule eighty (80) with schedule eighty
(80) fittings. All materials used in the water
system, except valves and similar devices, shall be of
the same material, except where otherwise approved by
the administrative authority.
SECTION 8: That the Santa Ana Municipal Code is hereby
amended by adding a section, to be numbered § 8-406, which
section shall read as follows:

Sec. 8-406. Cleanouts (Section 406, Exceptions: No. 41-
Section 406(a), Exceptions No. 4 of the Plumbing Code
is amended to read as follows:

An approved cleanout fitting shall be installed
on every horizontal vent located below the floor
in the vertical portion of the vent located in
the wall and shall be accessible. Two-way
cleanouts will not be approved. Cleanouts to be
installed at upper terminals on all main and
branch lines.

SECTION: 9: That the Santa Ana Municipal Code is hereby
amended by adding a section, to be numbered S 8-407, which
section shall read as follows:

Installations of gas piping (Section
(e) Ail gas pipe protective coating shall be an
approved type, machine applied and conform to
recognized standards. All gas pipe with approved
coating installed underground will be subjected to a
test as approved by standards with an approved holiday
testor witnessed by the inspector. Field wrapping
shall provide equivalent protection and is restricted
to those short sections and fittings necessarily
stripped for threading or welding. Zinc coating
(galvanized) shall not be deemed adequate protection
for piping below ground. Ferrous metals in exposed
exterior locations shall be protected from corrosion
in a manner satisfactory to the administrative
authority.
SECTION 10: That the Santa Ana Municipal Code is hereby
amended by adding a section, to be numbered S 8-408, which said
section shall read as follows:
Sec. 8-408. Appliance connectors (Section 1214-(a)).
Section 1214(a) of the Plumbing Code is amended to
read as follows:
(a) Appliance connections shall, at no time, have a
diameter less than that of the inlet connection to the
appliance as provided by the manufacturer and each
appliance shall be rigidly connected to the gas piping
system with materials as provided in Section 1212.
Appliances located on the exterior of the building
shall be connected to the gas piping as provided in
Section 1213(m) of this Code. Listed metal appliance
connectors shall not be used outside.

SECTION 11: That the Santa Ana Municipal Code is hereby
amended by adding a section, to be numbered S 8-409, which
section shall read as follows:

Sec. 8-409. Installation of gas piping (Section 1213(h)).
Section 1213(h) of the Plumbing Code is amended to
read as follows:
(h) Where unions are necessary, right and left
nipples and couplings shall be used. Ground joint
unions may be used at exposed fixture, appliance or
equipment connections and in exposed exterior
locations immediately on the discharge side of a
building shut-off valve. Heavy-duty flanged-type
unions may be used in special cases, when first
approved by the administrative authority. Bushings
and street ells shall not be used. Approved metal
piping at least twelve (12) inches in length shall be
installed on the discharge side of every gas meter in
a vault when connected to PVC gas piping.
SECTION 12: If any section, subsection, sentence, clause,
phrase or portion of this ordinance is for any reason held to
be invalid or unconstitutional by the decision of any court of
competent jurisdiction, such decision shall not affect the
validity of the remaining portions of this ordinance. The City
Council of the City of Santa Ana hereby declares that it would
have adopted this ordinance and each section, subsection,
sentence, clause, phrase or portion thereof irrespective of the
fact that any one or more sections, subsections, sentence,
clauses, phrases, or portions be declared invalid or
unconstitutional.
SECTION 13: Neither the adoption of this ordinance nor the
repeal hereby of any ordinance shall in any manner affect the
prosecution for violation of ordinances, which violations were
committed prior to the effective date hereof, nor be construed
as affecting any of the provisions of such ordinance relating
to the collection of any such license or penalty or the penal
provision applicable to any violation thereof, nor to affect

the validity of any bond or cash deposit in lieu thereof,
required to be posted, filed or deposited pursuant to any
ordinance and all rights and obligations thereunder
appertaining shall continue in full force and effect.
