ORDINANCE NO. NS-1935
AN ORDINANCE OF THE CITY OF SANTA ANA
AMENDING SECTIONS 41-247, 41-247.5,
41-250, 41-251 AND 41-252 OF THE SANTA
ANA MUNICIPAL CODE AND ADDING SECTIONS
41-255 AND 41-256 THERETO, TO REVISE THE
ZONING REGULATIONS FOR THE R2 USE DISTRICT.
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN
AS FOLLOWS:
SECTION 1:
Chapter 41

That the title of Division 4 of Article III of
of the Santa Ana Municipal Code is hereby amended
follows:
DIVISON 4. R2 (TWO-FAMILY RESIDENCE)
SECTION 2: That section 41-247 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 41-247. Uses permitted in the R2 district.
The following uses are permitted in the R2 district:
(a)
Ail uses permitted in the Ri district pursuant
to section 41-232.
(b) Two-family dwellings.
SECTION 3: That section 41-247.5 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 41-247.5. Uses subject to a conditional use permit
in the R2 district.
Any use which may be permitted in the Ri district
subject to the issuance of a conditional use permit
pursuant to section 41-232.5 may likewise be permitted
in the R2 district subject to the issuance of a con-
ditional use permit.
SECTION 4. That section 41-250 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 41-250. Side yard.
There shall be a side yard of not less than four
feet. On corner lots the side yard on the street side
shall be not less than ten (10) feet.

SECTION 5: That section 41-251 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 41-251. Rear yard.
There shall be a rear yard of not less than fifteen
(15) feet.
SECTION 6: That section 41-252 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 41-252. Off-street parking in the R2 district.
(a) Off-street parking shall be provided in the
manner prescribed in Article IV of this
chapter.
(b) Each dwelling unit shall have a two (2) car
garage.
SECTION 7: That the Santa Ana Municipal Code is hereby
amended by adding a section, to be numbered 41-255, which
said section reads as follows:
Sec. 41-255. Open space standard for the R2 district.
(a)
Usable open space shall be provided at the rate
of three hundred square feet of area for each
residential unit. Such usable open space shall
be divided between common and private open space.
(b)
Each unit shall be provided with a minimum of
one hundred (100) square feet of private open
space in the form of a private landscaped yard,
patio or deck. The minimum dimension of the
private open space shall be six (6) feet.
(c)
A single common open space shall be provided at
the ground level at the rate of not less than
one hundred (100) square feet per 'unit. The
minimum dimension of the common open space area
shall be twenty-five (25) feet in one direction.
The common open space area may be in conjunction
with the side or rear yard setback areas.
(d)
The remaining open space (100 square feet) may
be provided as separate common open space at
different locations and/or levels on the project
site or as part of the required open space on
the ground or as part of an enclosed indoor

recreational open space or as a part of the
private open space.
(e)
For two-family dwellings, the private open
space of one unit may be located in the
required rear yard area.
(f)
The side yard area may be incorporated into
the private open space area for individual
units if it is contiguous to a private yard
area with a separate minimum dimension of
six (6) feet.
SECTION 8: That the Santa Ana Municipal Code is hereby
amended by adding a section, to be numbered 41-256, which said
section reads as follows:
Sec. 41-256. Landscape standards for the R2 district.
(a)
Ail areas, except hardscape, in the designated
setbacks shall be landscaped. Minimum require-
ments are as follows:
Front Yard:
Ail developments require one 24" box canopy
tree per 25' of street frontage. Six 5-gallon
size or a combination of three 5-gallon size
and ten 1-gallon size shrubs are required per
25' of street frontage.
Side Yards:
Ail areas, exclusive of hardscape, shall be
planted and maintained in turf or an acceptable
groundcover. In addition, corner lots shall
require six 5-gallon size shrubs as a founda-
tion planting.
Rear Yards:
A buffer shall be provided for privacy from
adjoining property. A hedge or vines on a
fence are satisfactory screens.
(b) Ail new homes or relocations shall provide a
manual or automatic irrigation system.

SECTION 9: If any section, subsection, sentence, clause,
phrase or portion of this ordinance is for any reason held to
be invalid or unconstitutional by the decision of any court of
competent jurisdiction, such decision shall not affect the
validity of the remaining portions of this ordinance. The City
Council of the City of Santa Ana hereby declares that it would
have adopted this ordinance and each section, subsection, sentence,
clause, phrase or portion thereof irrespective of the fact that
any one or more sections, subsections, sentences, clauses, phrases,
or portions be declared invalid or unconstitutional.
SECTION 10: Neither the adoption of this ordinance nor the
repeal hereby of any ordinance shall in any manner affect the
prosecution for violation of ordinances, which violations were
committed prior to the effective date hereof, nor be construed
as affecting any of the provisions of such ordinance relating
to the collection of any such license or penalty or the penal
provision applicable to any violation thereof, nor to affect
the validity of any bond or cash deposit in lieu thereof,
required to be posted, filed or deposited pursuant to any
ordinance and all rights and obligations thereunder appertaining
shall continue in full force and effect.
