NS-2403 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA ANA ESTABLISHING THE SANTA ANA YOUTH COMMISSION The City Council of the City of Santa Ana ordains as follows: Section 1. Findings The City Council of the City of Santa Ana ("the City") finds, determines and declares: This Ordinance is necessary in order to encourage greater youth participation in the community's development and to foster a greater understanding of the issues and concerns facing the youth today. Santa ,ama is the youngest city of the one hundred largest cities in the United States. The City has a population of 311,210 of which $9,604 are youth between the ages of five (5) and seventeen (17). The City Council finds and determines that this Ordinance is necessary to establish a forum in which the youth'of the City can interact and provide input on policies and issues that affect their lives. Section 2. Section 2.325 ("Compensation for members of boards, commissions'') of the City's Code is amended to add a sub-section (k) to read as follows: Oc) Youth Commission, twenty-five dollars ($25.00) pei' me~ting, for each regular member; ten dollars ($10.00) for each alternate; one (1) meeting pe.r. month, plus Up to three (3) special meetings per year. Associate memb¢i~ shall not receive monetary compensation for meeting attendance.. This seeti0n shall otherwise remain unchanged. Section 3. Division 4 to A~iole IV., entitled Youth Commission, is hereby added to Chapter 2 of the City's Munioipal Code as follows: Sec. 2-450. Commission established; composition. There is hereby created and established a Youth Commission for the City of Santa Ana, having such powers as set forth in this division. The Youth Commission shall consist of seven (7) regular members, who shall be subject to appointment and removal in accordance with section 901 of the Charter of the City of Santa Ana. In addition to the regular members, there shall be seven (7) alternate members who shall serve on the commission in the absence of any regular member. 238 PAGE 2 ORDINANCE NS-~403 The regular member shall, in conjunction with the alternate member, appoint an associate member, for a total of seven (7) aasoeiate members. The associate members shall be attending classes at an intermediate school level (age 11-13); associate members shall receive no compensation and have no voting rights. Sec. 2.-451. Requirements of Membership. Each member of the Youth Conunission shall be a student, as well as a resident of the City of Santa Aaa. Regular and alternate members arc limited to high school aged individuals (ages 14-18) and associate members are limited to intermediate school aged individuals (ages 11-13). Should any member cease to reside within the City of Santa A_ua, cease to attend classes as a student, by either graduation or termination of education, or reach the age of nineteen (19), his/her office shall automatically be vacated. All prospective .members shall provide written proof of parental or guardian permission to qualify for appointment. Sec. 2-452. Director's duties. It shall be the duty of Executive Director of the Parks, Recreation and Community Services Agency, and/or his/her designee, to report to the Youth Commission all information and data available to him/her which can be of assistance to the deliberations of the commission and shall advise the commission on any issues on which they require assistance and/or guidance. . Sec. 2-453. Meetings. The Youth Commission shall hold at least one (1) regular meeting each month at dates and times specifically set out and established by the commission. The meetings shall be held in the city council chambers, unless the city council provides for another place of meeting. The commission maY'hold additional meetings at places other than the city council chambers to the extent deemed necessary. Sec. 2-454. Vacancies. A vacancy in the membership of the commission, other than one created by the expiration of a term, shall be filled by the alternate for such position for the unexpired portion of the term appointed by the City Council. Sec. 2-455. Compensation. Each regular member of the commission, or any alternate serving in the absence ora regular member, shall receive compensation for each regular meeting, and up to three special meetings of the Youth Commission which said member attends, in such amount and upon such terms as ordained by the City Council. PAGE 3 239 ORDINANCE 2403 Sec. 2-456. Organization. The commission shall elect from its members a chairperson and vice chairperson, each of whom shall serve in such position for the term of one (1) year. No member shall serve in the position of chairperson for more than one term. Sec. 2-457. RespOnsibilities and Duties of Commissio/n ~7 ~ The Youth Commission shall have the following responsibilities and duties: (a) Provide the youth of the City with both the opportunity to make recommendations relative to policies that affect their lives, as well as a forum in which to exchange ideas and information while interacting within the environment of the municipal government; Co) Recommend programs and plans intended to promote the full acceptance of. youth in all aspects of community life without regard to race, religion, or national origin; provided however, that all such programs and plans shall be subject to the approval of the City Council. (c) Make recommendations and provide assistance to those community agencies engaged in fostering mutual understanding and respect for youth; ' (d) Recommend to the City Council and various city departments and agencies changes in procedures, policies, and/or legislation for the purpose of improving the position of the youth in the City of Santa Ana.
