A RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ANA
CALLING A SPECIAL ELECTION TO SUBMIT TO A VOTE OF TEE
ELECTORS OF SAID CITY, THE QUESTION OF THE ADOPTION
OF A CITY CHARTER FOR TH~ GOVERNMENT OF THE CITY OF
SANTA ANA PURSUANT TO ARTICLE XI, SECTION 8 OF THE
CONSTITUTION OF THE STATE OF CALIFORNIA AND A~ENDNENTS
THERETO, AND AUTHORIZING CONSOLIDATION OF SAID ELECTION
WITH THE GE~AL ELECTIONS OF NOVEMBER 4, 1952
THE COUNCIL OF THE CITY OF SANTA ANA DOES RESOLVE AS FOLLOWS:
SECTION 1. That the Council of the City of Santa Ann, pursuant
to the provisions of Article XI, Section 8, of the Constitution of the
State of California and Amendments thereto, has framed or caused to be
framed, a proposed Charter for the government of the City of Santa Ann,
a copy of which City Charter is hereunto annexed ~nd marked Exhibit "~",''
and made a part hereof to the same extent as though herein set forth
in full.
SECTION 2. That a special election shall be held in the City of
Santa Aha on the 4th day of November, 1952, for the purpose of submit-
ting to the electors of said City of Santa Ana, the proposition of the
adoption of said City Charter.
SECTION 3. That the Council of the City of Santa Ana does elect
and does hereby authorize the Board of Supervisors of the County of
Orange, to consolidate this said special election with the general elec-
tions of November 4, 1952, and further authorizes the said Board of
Supervisors to form the precincts within the City of Santa aha for such
election, to fix the polling places, to appoint the precinct boards,
and to provide for the expenses of said election.
SECTION 4. That the Council of the City of Santa Ann does author-
ize the Board of Supervisors of the County of Orange to canvass the
returns of said special election.
SECTION 5. That the said special election voting precincts, elec-
tion boards and the polling places shall be those named and established
by the ~oard of Supervisors of the County of Orange for the general
election of November 4, 1952.
SECTION 6. That the polls shall be open between the hours of 7
o'clock A. M. and 7 o'clock P. M.
SECTION 7. That the election officers serving at said consolidated
election to be held November 4, 1952, shall receive as compensation for
their services in serving upon said election boards, the sum $o be fixed
by the Board of Supervisors of the County of Orange.
SECTION 8. That said election shall in all respects be conducted
as provided by law.
SECTION 9. The City Clerk is hereby directed and instructed to
cause such proposed Charter to be published once in the Santa Aha Regis-
ter, the official newspaper of the City of Santa Aha, and in each edi-
tion thereof during the day of publication, which publication shall be
made and completed mot less than 40 nor more than 60 days prior to
November 4, 1952, the date of said election.
SECTION lC. The City Clerk is farther directed and instructed to
publish before the day of such election, by two insertions in the Santa
Ann Register, a daily newspaper of general circulation, printed, pub-
lished, and circulated in the City of Santa Aha, a notice containing a
synopsis of the question or measure to be submitted at said election,
and which notice shall be substantially as follows:
"MEASURE TO BE VOTED ON:
Notice is hereby given that the following measure
is to be voted on at a special municipal election
to be held in the City of Santa Ann on Tuesday the
4th day of November, 1952, to-wit:
Shall the proposed Charter of the City of Santa Ann
be adopted?
Said Charter provides: For a City Council of five
members including a Mayor; for a City Manager; and
for other officers, boards and commissions necessary
or expedient for the government of the City; for the
duties of officers, boards and commissions, and the
manner of their election or appointment; and in gen-
eral, for a complete system of government for the
City of Santa Ann."
SECTION 11. That in addition to the foregoing notice, the City
Clerk shall, not later than the Shitty-first nor earlier than the six-
tieth day before said election, give notice of said election by causing
a notice of the same to be published at least once in the Santa Ann

Register, a daily newspaper printed, published, and circulated in the
City of Santa Ann. Said notice shall be headed: "Notice of Election",
and shall contain the information required by law.
SECTION 12. That said proposed Charter of the City of Santa Aha
shall be submitted to the electors of the City of Santa Ann at said
special election, for adoption under the following proposition:
"SANTA ANA CITY CHART~ PROPOSITION."

SECTION 13. In the event said Charter is adopted by the electors,
the City Clerk is hereby authorized, directed and instructed to submit
the same to the State Legislature of the State of California for rati-
fication.
PASSED ANDADOPTED by the Council of the City of Santa Aha at
an adjourned regular meeting thereof held om the 19th day of August,
1952.

City of Santa Aha and ex-officio Clerk of the City Council of the City
of Santa Ann; that the foregoing Resolution was regularly introduced and
read to the said Council at its adjourned regular meeting held on the
19th day of August, 1952 and was at said meeting regularly passed and
adopted by said Council by the following vote, to-wit:
