SIGNED PETITION TO ~AIVE DEBT LIMIT PRO-
CEEDING
F~!EREAS, heretofore the property owners of certain property
in Delhi District of Santa Aha have obtained signatures to a petition
requesting the City Council of the City of Santa Aha to initiate
proceedings to provide sidewalks, curbs, pavement, driveway entrances,
grading, and appurtenant work where necessary, to bring the named
streets up to City standards, and to do said work and levy assese-
ments therefor, and issuance of bonds to cover said work and inci-
dental expenses, under the provisions of the Improvement Act of
1911, Division 7, of the Streets and !tighways Code, ~ud further
waiving the provisions of The Special Assessment Investigation,
Limitation and ~ajority Protest Act of 1931, Division 4 of the
Streete and Highways Code, State of California; and
~IEREAS, upon the filing of said petition with the Clerk of
the Council, the City Council directed that the same be checked
against the last equalized assessment roll of the County of Orange
to determine whether owners of land within said area in sufficient
number had signed said petition; and
WHEREAS, said report has now been received showing that the
City of Santa Aha owns approximately 22.9 per cent of ~e area in
said District, and that the City Council duly authorized the Nayor
to eign eaid petition for and on behalf of the City of Santa Ana,
and said petition was thereupon so signed; that it was then deter-
mined that the o~mers of land of more than 60% in area of the
property subject to assessment

NOW, THE~F0~, BE IT RESOLVED: That the City Council of
the City of Santa Ana hereby finds, determines and declares that a
petition requesting improvements as hereinabove referred to has
been filed with the Clerk of the Council; that the o~ners of 61.~2~
in area of the property subject to assessment for said proposed
improvements have sicned said petition; that said petition ex-
press!y waives the investigation proceedings required by The
Special Assessment Investigation, Limitation and ~ajority Protest
Act of 1931, Division 4, Streets and Highways Code.
BE IT FURT}~R RESOL~ED: That as applied to the petition
for improvement work in the area within the City of Santa Ana,
County of Orange, State of California, described as:
Beginning at the intersections of the center lines of
South Main Street and East Delhi Road, thence Easterly
along the centerline of East De,mi Road to the inter-
section with the Easterly City Limits of Santa ina;
thence South along the said Easterly City Limits to the
Southerly line of Emmett's Addition ~3; thence Westerly
along said Southerly line to the center line of Halladay
Street; thence Northerly along the center line of
Halladay to the Northerly line of the Southern Pacific
Railroad right of way; thence Westerly along the Northerly
line of said Right of Way, extended, to the centerline
of Main Street; thence Northerly along said center line
to the point of beginning,
the provisions of The Special Assessment Investigation, Limitation
and ~ajority Protest Act of 1931, Division 4, Streets and Highways
Code have been and are hereby waived.
PASSED AND ADOPTED by the City Council of the City of Santa
Ana at its regular meeting held on the 4th day of
