RESOLUTION NO. 57-82 REQUESTING THE IEGtSLATURE TO
SUBMIT A C0i{STITUTIONAL AMENDMENT TO THE ELECTORS OF
THE STATE PROTECTING AREAS OF WATER ORIGIN AND DEFICIENCY
.WHEREAS, testimony has been presented to various committees
of our Legislature a~d to the Department of Water Resources of this
State, that additional supplies of supplementsl water will be needed
in Southern California by approximately the year 1970; snd
WHEREAS, the studies and investigations of the State Department
of Water Resources and their predecessor, the State Water Resources
Board, indicate there is sufficient water within California to r~et
our foreseeable ultimate needs;~and
WHEREAS, in the development of t~e California Water Plan,
consideration must be given to the adoption of a method of assuring
all sections of the State of firm legal entitlements to water not
now being placed to beneficial use;
NOW, THEREFORE, BE IT RESOLVED: That the City Council
quests the Legislature to submit to the people a Constitutional
Amendment which will adequately protect the areas of origin and
the areas of deficiency to which water may be exported; and
BE IT FURTHER RESOLVED that the language of such amendment
must be positive a~ d of such character that the State of California
must assume the responsibility to see that no area of the State
shall suffer through the application of this amendment.
PASSED AND ADOPTED by the City Council of the City of Santa
Ana at its regular meeting held on the 1st day of April, 1957.
