A RESOLUTION OF THE BOARD OF TRUSSES OF THE CITT
OF SANTA ANA, CALIFORNIA, APPROVING, RECOMMENDING AND ENDORSING A
CERTAIN "VEHICLE BILL" NOW PENDING IN THE STATE LFGISLATURE FOR
THE MORE EQUITABLE DISTRIBUTION OF THE MOTOR VEHICLE FUND.
Tha~ Whereas, a bill is now pending in the Legislature
Of the 8tats of California, the purpose of which is to amend the
"Vehicle Act' almproved May lOth, 1915, amending Section 34 ~hereof
a~d providing that the certain cities and towns of the State of
California, shall receive their share of registration and license
fees, fines and forfeitures under the provisions of said Act, the
division to be proportioned among the cities, towns and counties of
the State in accordance with the several amounts collected from
the several cities, towns and counties in the State and the same to
be paid into their several treasuries with the power to expend the
same by the several cities, towns and counties in the maintenance
of streets, roads, bridges and culverts in said cities and towns.
Wherefore Be it Resolved, that the Board of Trustees
of the City of ~anta Aha, California, hereby endorse said proposed
amendment and in the adoption of the same recommend that the City
Clerk shall transmit a certified copy of this Resolution to the
Non.Walter Eden, representative from Orange County, and also a
further copy to ~enator Evans of Riverside County in order to advise
them of our wishes in the matter.

RESOLUTION NO. 614
RESOLUTION FINING THE SALARY OF THE BUILDING
The Board of Trustees of the City of Santa Aha do resolve
as follows:-
Section 1. Be it resolved, ~hat the compensation of the
Building Inspector of the City of Santa Ana, oallfornia, is hereby
fixed at $50.00 per month to be paid out of the City Treasttry,
amd a further compensation of fees collected in the performance
of his duty as such Building Inspector to amount mot to exceed
$25.00 per month, the same to have been collected by him dttring
the month eo retained as fees.
Section 2. Ail sums over and above the $25.00 retained
by the Building Inspector shall be paid by him into the City
Treasury and he shall make monthly reports to the Board of
T~umtees setting forth the several amounts ~pllected by him am
such inspector.
Section 3. The salary of Building Inspector as provided
in this Resolution shall be in force and effect after the let
day of February,1919.

RESOLUTION NO. 6'15.
A Resolution of the Board of Trustees of the City of
Santa Aha, California, declaring its intention to widen West Myrtle
Street, the same being a public street in the City of Santa Aha,
California.
The Board of Trustees of the City of Santa Aha,
California, do resolve and declare as follows:-
Section 1. Resolved that the public interest and
public convenience requires, and that it is the intention of the
said Board to order the following street work to be done in said
City to-wit:-
To widen West Myrtle ~treet to a uniform width of 60
feet from the West line of South Flower Street on the East to the
West line of South Shelton Street produced on the West, the same
being a public street in the City of Santa Ana, Oalifornta.
Section 2. That the land which is by this improvement
found to be necessary and convenient to be taken therefor and
which this Council intends to tale therefor, is described as
follows to-wit:-
(1) The North 30 feet of Lots One (1) Two (2) Three (3)
Four (4) Five (5) Six (6) Seven (?) Eight (8) Nine (9) Ten (10)
Eleven (11) and "A" of "Flower Street Acres" as shown on a map
in Book ~,page 36 Miscellaneous Maps, Records of Orange County,
California.
(2) The South 3 feet of Lots Six (6) Seven (7) Eight (8)
Nine (9) Ten (10) Eleven (11) Twelve (12) Thirteen (13) Fourteen (14)
and Fifteen (15) of"Buckingham Tract' as shown on a map in Book 6,
page 49, Miscellaneous Maps, Records of Orange County, California.
(3) Ail that certain land situated, lying and being in said
City of Santa Aha, County of Orange, State of California, and par-
ticularly described as follows:-
Beginning at the Northwest corner of Lot "A" of Flower Street Acres
as shown on a Map recorded in Book ?, page 38 of ~iscellaneous Maps,
Records of Orange County,California, as referred to above, and
running thence South along the West line of maid Lot "A" 30 feet,
thence at right angles West 30 feet, thence North and parallel with
the West line of ~outh Shelton Street produced 30 feet, thence
East 30 feet to the point of beginning, said parcel of land being
a portion of a larger tract of land described as follows:-
Commencing at a point 20 chains ~outh of the Northwest
corner of Section 13, Township Five South, Range 10 West,S.B.B.& M.
and running thence East 20.12 chains, thence South l0 chains,
thence West 20.02 chains to the section line, and thence North along
the section line l0 chains to the place of beginning and containing
20.0? acres.
Section 3. That said Board does hereby determine and declare
that said proposed work and improvement is of more than local or
ordinary public benefit, and will affect and benefit the lands an~
district hereinafter described and which said district is hereby
declared to be the district affected and benefited by said work

and improvement, and that therefore the entire damages, costs and
expenses of said work and improvement shall be and are hereby made
chargeable against and shall be ::assessable upon said lands and dis-
triot, which district is within the City of Santa Aha, County of
Orange, State o£ California; and the exterior boundaries of the
l~nds affected and benefited by said work and improvement
(excepting and excluding therefrom all land now held by said City
as open ways Sr the land deemed necessary included therein to be
used by the City of Santa Aha and described in the contemplated
improvement heretofore est forth) are particularly described as
follows to-wit:-
Commencing at a point on the West line of South Flower Street
166 feet South of the Northeast corner of Lot 1, of 'Flower Street
Acres' referred to aforesaid, running thence West and parallel with
the North line of said "Flower Street Acres' to the West line of
South She!ton Street produced, thence North along the west line
of the aforesaid South Shelton Street and South Shelton Street line
produced 332 feet, thence East parallel with the South line of the
Buckingham Tract, heretofore referred to, to the West line of South
Flower Street, thence South along the West line of South Flower Street
332 feet to the point of beginning, as shown on Map hereunto attaohe~
and made a part hereof.
Section 4. Ail of the herein proposed work shall be done in
pursuance of an Act of the Legislature of the State of California,
entitled 'An Act to Provide for laying out, opening, extending,
widening, straightening or closing up, in whole or in part, any
street, square, lane, alley, court or place within municipalities,
and to condemn and acquire any and all lands and property necessary
or convenient for that purpose' approved March 6th,18~9, and the
several acts amendatory thereof or supplemental thereto.
Section 5. The "Santa Ana Daily Evening Register' le
hereby designated as the daily newspaper published and circulated
in said City and ~f general circulation therein, and in which the

RESOLUTION NO. 616.
A RESOLUTION OF INTENTION TO VACATE A PORTION OF
EAST ELEV~TH ST.
The Board of Trustees of the City of Santa And do
resolve and declare as follows:-
Section 1. Resolved, that the public convenience and
interest requires amd it is the intention of the said Board of
Trustees to order the vacation of a portion of East Eleventh Street
of said City, as follows to-wit:-
Ail that portion of East Eleventh Street lying East of
the East line of Spu~geon Street as shown on a map recorded in
Book 13, page 63 of Maps Miscellaneous Records of Los Angeles County,
California.
Section 2. That said Board does further declare that
the lots, lands or premises affected by this vacation are those certain
pieces or parcels of real property hereinafter described as follows:-
(1) Lots 1 and 2 of Smith and Bishop's Addition to the City of
Santa And, as shown on a ~ap recorded in Book 1, Page 100, Miscellaneous
Records Maps of Orange County, California.
(2) All that certain tract of land conveye~ by a deed by Antha

RESOLUTION NO. 617.
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE OITY
OF SANTA ANA~ CALIFORNIA, ORDERING THE VACATION OF THAT PART OF
EAST ELEVENTH STREET, LYING EAST OF THE FAST LINE OF ~PURG~ON STREET.
The Board of Trustees of the City of Santa Aha,
California, does resolve and declare as follows:-
That whereu, the Boe~rd of Trustees of the City of
Santa Ana, 0alifornia, did on the 24th day of February,1919, pass its
Resolution of Intention No.616, declaring its intention to order the
following work and improvement to be done to-wit:-
To vacate all that portion of East Eleventh Street,
the same being a public street in the City of Santa Aha, California,
lying East of the East line of Spurgeon Street, as shown on a map
recorded in Bock 13, page 63 of Nlscellaneous Naps, Records of Los
Angeles County, California, and describing in said Resolution the
lands and premises affected or damaged or benefited by the said work
and improvement, and to be assessed to pay the damages and costs and
expenses thereof if any;
And Whereas, the Superintendent of Streets of the
City of Santa Aha, California, did thereupon cause notice of the pazs~ge
of said Resolution to be posted and published for ten days in the
manner and az required by law, and,
Whereas, no objections have been filed again~ said
proposed work and improvement, and more than ten days have elapsed
after the expiration of the time of the publication of said notice
of the pazsage of said Resolution, and the Board of Trustees of the
City of Santa Aha ham acquired Jurisdiction to order said work and
proposed improvement in said Resolution as aforesaid.
And whereas, upon investigation and full determination
by said Board of Trustees that no damages to the property affected by
this work and improvement is done and that no assessment is necessary
or essential in said work and improvement.
Now therefore, be it further resolved, and it is hereby
ordered that said work and improvement be done as aforesaid, and as
specifically described in said Resolution of Intention No.616, and
the Street ~uperintendent is hereby authorized and empowered to put
this Resolution in full force and effect,after its approval by this
Board.
The above Resolution ordering work and improvement passed
and adopted on the ?th day of April,1919,by the affirmative vote of at

A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF SANTA ANA,
CALIFORNIA, CONSOLIDATING THE OFFICES OF STREET SUPERINTENDENT,
AND THAT OF CITY ENGINEER.
The Board of Trustees of the City of Santa Aha, California,
does resolve and declare as follows to-wit:
Sec.1. Be it resolved, that the office of street superin-
tendent of the City of Santa Aha, California, and that of City
Engineer of said City be, and the same are hereby consolidated
and the duties to be performed by each respective department ~re
herewith consolidated under one head and together supervised
under said department hereinafter to be known as the office of
Street Superintendent and City Engineer, and compensation fixed
at $200.00 Dollars and $30.00 per month for auto.
The foregoing Resolution was passed, adopted and

The Board of Trustees of the City of Santa Aha, do resolve
and declare as follows:-
Section 1. Be it resolved, that the compensation of each
clerk, Judge, and inspector who officiated at t~s municipal election
of the City of Santa Aha, California, on the 14th day of April,1919,
be fixed at the sum of $6.00.
Section 2. The City Clerk ia hereby directed to draw a
warrant for each of the aforesaid officers -in the above amount out
of the General Fund.

BOARD OF EDUCATION OF SANTA ANA SC~OOL DISTRIOT.
The Board of Trustees of the City of Santa Aha,
California, does resolve as follows:
That whereas, it has become necessary and expedi-
ent for the Board of Education of Santa Aha School
District to purchase a~ditional real property in
certain, localities in the City of Santa Aha California
to meet the demand for the erection of additional
school buildings for the accommodation of the pupils
in attendance at the public schools of said city;
And whereas, the Board of Education has
secured options and contracts for two additional
sites for said buildings as follows to-wit:
Lots ?,~ and 9 Block "C" Santa Aha Investment Co.
Tract' also commencing at the Southwest corner of
Lot Twenty-six (26) in Block "A~ of Hawkins Addition
as shown on a Map recorded in Book 13,page 26 of

RESOLUTION NO. 621.
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF SANTA
ANA, CALIFORNIA, GRANTING A PER~IT TO THE NEWPORT MESA IRRIGATION
DISTRICT TO LAY A PIPELINE.
The B~ard of Trustees of the City of Santa Aha do resolve
and declare as follows:-
~hareas, the Newport Mesa Irrigation District organized
under the laws of the State of California, is desireous of con-
structing a pipeline for the purpose of irrigation, and
Whereas, the City of Santa Aha owns a certain strip of
land 15 feet in width, for outfall sewer purposes and the said
Newport'Masa Irrigation District desires to cross the same with
its pipe line, now we, the undersigned owner of said land hereby
grant to the said Irrigation District to lay said pipe line for
the purposes of conveying water,provided, at all times that the
permit ia granted subject to the right of the grantor herein
to revoke the same upon failure of the grantee to maintain said
water pipe harmless to the grantor and to indemnify the ~antor
at all times for any and all expense and damages occasioned by the
faulty construction of said pipeline and provided further, that
this permit is granted with the said provision that when the grantor
shall desire and conclude to construct its sewer on and along said
premises then the grantee shall pay all expense and damages
additionally required by reason of said pipe line being constructed
across said land as contemplated under the provisions of this permit.

RESOLUTION NO. 623
A Resolution of the Board of Trustees of the Oity of Santa Ana,
California, amending Specifications No.~5 a~ adopted by Resolution
No.555 on the ~th day of October, 1917, Specifications for the
Construction of pavement of concrete base and crushed rook and
asphaltic oll surfacing in the City of Santa Aha, California, and
to be known as Specification No.65-a.
The Boaxd of Trustees of the City of Santa Ana do resolve and
declare as follows:-
Section 1. Resolved, that a new specification to be numbered
g5-a for the construction of pavement with concrete base and
crushed rock and asphaltic oil surfacing in the City of ~anta Aha,
California, is hereby adopted.
Section 2. That said specification shall conform to and
include all of the specifications and requirements of specification
Nc. S5 adopted and approved by the Board of Trustees of the City
of Santa Ana, California, and known as Resolution No.SgS, adopted
and approved by the Board of Trustees of the City of Santa Aha,
California, on the Sth day o£ October,191?, excepting certain pro-
visions, changes and alterations to said specification Nc.S5 as
follows to-wit:-
Concrete Base.
(1) The proportions of the concrete base, Portland cement 1 part
sand or stone screenings 2 parts, gravel or broken stone 4 parts.
Mixing and Placing Concrete.
Commencing with paragraph 6 at the bottom of page 5 of Specifica-
tion 85 shall read as follows:-
The mixer shall make at least ten (10) revolutions and in no
case less than (45) forty-five seconds of time, after a batch of
dry ingredients with the water has been completely placed in same
before any concrete is removed.
Ali concrete shall be used while fresh and before it has
taken an initial est. Re-tampering with additional water, any
concrete that ham partially hardened shall not be permitted.
The concrete shall be dUmped direct from the mixer spout on
t~e sub-grade a~d immediately shoveled into place and thoroughly
tamped with a template. Five minutes after the tamping process, the
concrete must be rolled transversely with a roller 5 feet long, 10"
to 12" in diameter, constructed of 1/$" sheet iron. After the rolling
process, the concrete shall then be floated by means of a metal float,
floating transversely across the pavement.
The floating to be continued until the concrete'has an even
surface, free from all wavy effect.
Sufficient water shall be added during the process of mixing
to produce a plastic mixture which will flush under tamping, which ~
can be handled without causing a separation of the coarse aggregate
from the water, in no case will sloppy concrete be used.
Should a deficiency of mortar exist, it shall be remedied by
varying the proportions of fine and coarse gravel or broken stone.,
and not by adding a greater portion of sand.

No concrete shall be used that shows evidence of having sst
or that has become unfit for good work from standing too long, or
from any other cause, and no re-mixing of concrete will be allowed.
The surface of the concrete shall be completely submerged in
water at least 12 days, and protected from traffic for at least 21
Wearing Sum face.
The word #sand~ being the last word in the last line of
paragraph ~ on page 6 under the heading of"wearing surface" shall be

ANA, CALIMORNIA, DECLARING ITS INTENTION TO PAVE GBAND AVENUE FRO~_
FOURTH STREET ON THE SOUTH TO THE CENTER LINE OF SANTA CLARA AVENUE
ON THE NORTH.
The Board of Trustees of the City of Santa Ana do resolve
and declare as follows:-
Resolved, that it is the intention of the Board of Trustees
of the City of Santa Ana, California, to order the following work to be
done and improvement to be made in said City of Santa Aha to-wit:-
Section 1. To pave Grand Avenue and portion of Santa Clara
Ave. the same being a public street in the City of Santa Ana, Oalifornl~
from Fourth Street on the South to Santa Clara Avenue OD the North with
a strip of paving lS feet in width in the center of said Avenue, the
same to be done and constructed in accordance with Specification~No.
gS-a, adopted and approved by the Board of Trustees of the City of
Santa Aha, California, on the 16th day of June.191~, with concrete base
and asphaltic oil surfacing, a copy of which specifications is now on
file in the office of the City Engineer of the City of Santa Ana,
California, and are referred to herein as a part of this Resolution.
Section 2. Notice is hereby given that on the ?th day of July,
1~19, at the hour of ?:30 o'clock p.m. in the Council Chamber of the
City Hall of the City of Santa Ana, California, any and all ps, sons haviqg

Section 1. Resolved, that certain grass, and weeds, grow-
ing upon or having grown or having been piled, gathered or placed
on each and all of the certain lots and lands or upon the walk,
parking or street in front thereof on Pine Street, Chestnut
Avenue, Myrtle, Camile, Bishop, Cypress. Streets, Orange Avenue,
Naple, Oak, Halladay, Mcfadden, Richland, Highland, Cubbon
Streets, Fairview Avenue, Birch and Ross Streets, Van Ness

Superintendent of Streets is hereby ordered to abate the same and

same to be posted on or near the Council Chamber Door in the
City of Senta Aha, California, for three days together with a
notice of the time when said report shall be submitted to the
aforesaid Board of Trustees of the City of Santa Aha, California,
for their confirmation and when the same shall have been confim-
ed or modified and confirmed the said Superintendent of Streets
shall turn over to the County Assessor and County Tax Collector
for the City of Santa Aha, California, a copy of said report for

work or improvement might meet before the Board of Trustees of

Trustees of said City having now acquired Jurisdiction to order

Resolved, that the public interest and convenience require
the work herein described and the Board of Trustees of the City of

Section 4. Notice is hereby given that on the let day
of December, 191~, at the hour of ?:30 o'clock p.m. in the
Council ~hamber of the City Hall, in the City of Santa Aha,
California, the Board of Trustees of the City of Santa Aha,
California, will hear any and all persona having objections to
the proposed work or' improvement and they may then and there
appear before said Board and show cause why said proposed im-
provement should not be carried out in accordance with said Reso-
lution or they may likewise then and there appear and make
protest against the proposed work or the manner in which the same
ia being performed or in any manner pertaining to said work or
improvement and show cause why said proposed improvement should --
not be carried out in accordance with this Resolution.
Section 5. The City Clerk shall cause this Resolution of
Intention to be published three times in' the Santa Aha Daily
Evening Register, a newspaper of general circulation in the City
of Santa Ana, Oallfornia, which paper is hereby designated for that
purpose by the aforesaid Board of Trustees of said City.
Section 6. The Street Superintendent shall cause to be oon-
spicuously posted along the line of said contemplated work or
improvement and in front of all the property liable to be assessed
for the payment of said work or affected in any manner by said
improvement notices of the passage of this Resolution of Intention
in the manner and form required by law.
All of the herein proposed work to be done in pursuance
of an Act of the Legislature of the State of California and designated
the Improvement Act of 1~5, approved March l~th, l~85, and amendments
thereto.
That the same is herein declared to be and is the es-
tablished grade of said First St. from the center line of Mabury
St. on the East to the center line cf Artesia St. on the West.
That the City Clerk is hereby instructed to cause this
Resolution to be published for two publications in the Santa Aha
Daily Evening Register a newspaper of general circulation in the
city of Santa Aha, California.

RESOLUTION NO.
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF
SANTA ANA, OALIFORNIA, CONFIRMING THE REPORT OF THE STREET SUPER-
INTENDENT AS TO CHARGES AGAINST CERTAIN PIECES AND PARCELS OF
LAND FOR THE REMOVAL OF WEEDS AND GRASSES, AND MAEING THE
CHARGES THEREOF A LIEN ON THE SAID PIECES AND PARCELS OF LAND.
The Board of Trustees of the City of Santa Aha, California,
does resolve and declare as follows:-
~nat whereas, the Board of Trustees of the City of Santa
Aha, County of.Orange, State of California, did on the 25th
day of August, 1919, by Resolution No.629, duly passed, approved
and adopted, declare certain weeds, g~asses, and waste on certain
ls~dm, lots, pieces and parcele of lands & fire menace amd a
public nuisance.
And that whereas, the same was then and there ordered to
be abated by the Superintendent of Streets of the City of
Santa Aha, County of Orange, State of California, by first causing
~o~ioes to be posted along said property notifying the owners
and agents and occupants of said lands to abate the same, or to
appear before the Board of Trustees of said City on the Zed day
of September,l~lg,. and show cause why the same should not be
abated by the City and the charges thereof be made a lien on
the said several pieces and parcels of land upon which said weeds
and grasses were situated and from which the same shall have been
caused to be removed by the Superintendent of Streets.
And whereas, by returns duly made by the Superintendent of
Streets on the 2nd day of September,1919, it wa~ f~lly shown and
made to appear that said Superintendent of Streets had fully
notified each and all of the owners, ~gents ~nd occupants of land
by the posting of notices as provided by law, and likewise had
set the date for hearing cf any and all complaints and remons-
trances by any and all concerned in said property, and no one
having appeared to protest or object in any manner, and l~he
Board having then and there by resolution ordered and directed
the said Superintendent of Streets to proceed with the wor~k of
abating said public nuisance, and to report his doing in the
premises and cause said report to be posted on this council
chamber door, for a period of more than three days prior %o this
hearing, and together with a notice of the time when this report
should be submitted to this Board for confirmation.
And this Board having so met and no one appearing to
protest or object to the confirmation thereof, and it further
appearing that said notice and report have been posted on said
chamber door for more than three days as provided by law, and
that notice of the date and time and place of hearing has been
posted by said Superintendent with said report.
Wherefore, be it Resolved:
Sec.1. That the report of said Superintendent of Streets
as posted on said Chamber Door is confirmed and adopted and
approved by this Board and the same as to charges therein are
correct and the same shall become a lien upon the several pieces
and parcels of land affected thereby.
Sec.2. That the Superintendent of Streets is hereby
directed and ordered to so apportion said charges againet t~e
several pieces and parcels of land, mentioned in said repc~t as
therein apportioned and that the same shall be a special assessment
against the same.
Sec.3. That the Superintendent of Streets is further
directed to turn over to the County Assessor and Tax Collector
of this County the assessor and tax collector of the City of
Santa Aha, California, a copy of this resolution, embodying the
aforesaid report.
Adopted and approved this 1st day of December,1919.
