THE UNITED STATES TO ADOPT LEGISLATION PROVIDING
FOR MORE E~ITABLE APPRGPRIATION OF FUNDS TO BE
EXPENDED UNDER THE NATIONAL SYSTEM OF INTERSTATE
AND DEFENSE HIGHWAYS
WHEREAS, as presently operated l~der the Federal Highway Act
of 1956, the funds for construction of the National System of Inter-
state and Defense Highways is .inequitable, unreal istic and unjust,
in that the ~tate of California produces from gas tax payments approx-
imately 10% of all monies distributed under said Act but receives by
expenditure within the State boundaries only 5.7% of all such monies;
and
WHEREAS, the highway problems in the State of California are
as complex, and the highways as important to the National System as
defense highways, as the highways of m~y State in this Union, and the
rapid population increase makes the problem in said State constantly
more acute;
NOW, ~EHEFORE, BE IT RESOLVED that the City Council of the City
of Santa Aha hereby petitions Congress to adopt at its next regular
session the necessary concurrent Resolution to authorize the Secretary
of Commerce to appropriate funds among the several states for con-
struction and completion of the National System of Interstate and
Defense Highways in a ratio which the estimated cost of completing
the system in each State bears to the sum of the estimated cost of
completing the system in all of the states, as provided in Subsection
(d) of Section 108 of the Federal-Aid Highway Act of 1956, and that
the Clenk is hereby directed to send copies of this Resolution to
our Senators and Congressmen for their information.
