EXISTS, THAT WORK OF LEVELING THE SANTA ANA 9J.V~

~THE CITY
WHEREAS, there have been undue and repeated delays in obtain-
ing possession of several parcels of real property in the Santa Ana
Civic Center due to Court delays, and
WHEREAS, the contract for the constr~ction of the Public
Library Building on said Civic Center Site has been entered into
and there still remain three parcels of real property in said Civic
Center which have not yet been obtained, and
WHEREAS, it is immediately necessary that possession to all of
said Civic Center be obtained, that the same be immediately cleared
of structures smd leveled, and
'~EREAS, no bids have been received for the leveling of said
area or the rental of equipment.
NOW, THE~FORE, BE IT PdtSOLVED: That the City Co~nacil determines
and declares that, in its opinion, based on an estimate submitted
by the C't y Manager, the work of leveling the land in the City Civic
Center Area may be better and more economically performed by the City
with its own employees, for the reason that the area has been and
will hereafter be obtained one lot at a time, and after the house
movers remove the structures will be available for work at unpre-
dictable times, and a lot st a time, making a contract for leveling
impracticable and unduly expensive, and the '~)irector of Public ~orks
is directed to level said area as the possession of said land is
obtained, to rent such equipment as may he required for such pur-
pose, and is con~ended for the expeditious manner in which he has
leveled t~e area already obtained in time for the July 7th ground-
breaking. The hiring of equipment necessary to the work heretofore
accomplished is hereby approved.
