HomeMy WebLinkAbout59-210RESOLUTION NO. 59-~10 OF THE CITY OF SANTA ANA EXPRESSING 0PPOSITI0!~ TO ~I Ii{ITIATIVE CONSTITU- TIONAL A~ND~t~Z~T TO REAPPORTION '±~HE CALIFOR.~IA STATE S~ATE ~W~EREAS, there is presently an attempt to promote a con- stitutional amendment requiring reapportionment of areas from which State Sen~ors are elected; and ~EREAS, the traditional syst~'n of legislative representation is a basic part and parcel of the American heritage of checks and balances in Government; has, particularly during the past forty year~ provided the legislative brach of our State Government with a deliberative group of legislators, free from the control of ward bosses and the order givers that all too often have assumed con- trol of voters in the highly congested areas or slum districts, where all too often the least able and least informed voters can most easily be directed, and as a result thereof has done much to preserve and safeguard traditional American Government forms and func t ioning. NOW, T[HEREFORE, BE IT RESOLVED BY THE CITY C0~CIL OF THE CITY OF SANTA ANA, CALIFOrnIA: That they hereby express their present opposition to any constitutional amendment seeking the re- apportionment of the basis, districts or areas from which State Senators are elected, in the firm belief that the State Senate as presently constituted offers one of the best safeguards, or at least retarding influence against control by organized crime, or by evil men who control organizations with expressed wort~ypurposes composed largely of masses of ignorant, unthinking, propagandized voters in areas of our greatest population density; and BE IT FURTHER RESOLVED: That the best interest of all the people of the State of California, particularly the large groups of controlle~uninformed voters, has been, is, and will continue to be better served, and the rights of said voters better and more economically protected by governmental services by the adherence to the traditional manner of electing our State Legislators.
