THAT ~VHEREAS, the City Council of the City of Santa Aha finds it necessary and required that an immediate purchase be made of material for the City Reservoir; and WHEREAS, it is the belief of the members of the City Council of the City of Santa Aha that an emergency e~it~B with reference to the purchase of said material; and WHEREAS, if bids were called for in regular order, that a fire hazard would exist; and WHEREAS, the amount of material so required without an emergency would require advertising for bids: NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Ana does hereby declare that an emergency exists with reference to the purchase of the material for the purposes herein contained; and the Auditor of the said City of Santa Aha is hereby authorized to make such purchase by reason of such emergency. RESOLUTION NO. 2349 WHEREAS, there has been introduced in the Assembly by Assemblyman Ted Craig, Bill No. 1172, commonly known as the League of Calif~rni~ Municipalities' Gas Tax Bill, and ~;~tEREAS, this bill provides for a direct allocation to the cities of a portion of the gasoline tax moneys now received by the State of California, and expended on State Highways, thereby providing a more equitable distribution of said funds, and WHEREAS, the results to be obtained from this direct allocation means a definite amount of money available for the maintenance and construction of streets within the cites and under this direct allocation a definite reduction of city tax rates will be possible, and WHEREAS, this bill as proposed is the only definite plan by which a direct saving can be made to the tax payers and actually reduce taxes, NOW, THEREFORE, BE IT RESOLVED, that the City of Santa Ana hereby ~records its approval and urges the passage of Assembly Bill No. 1172 as proposed and referred to in this Resolution. The Clerk of the City of Santa Ana is hereby directed to mail copies of this Resolution to the following members of the State Legislature: Senator N.T. E550 WHEREAS, steps are being taken to organize the Orange County Water District, which would include the City of Santa Aha; and WHEREAS, the ostensible purpose of said district is mainly to supplement the water supply available for the district ar~a; an6 ~Et!EAS, in 1928, the City of S~uta Aha, foresc:eing a future water shortage, allied itself with the Metropolitan Water District of Southern California, and thereby provided a smpp$em~ntal water supply from the Colorado River sufficient for its future needs, and ~EREAS, by that action this CSty has incurred a very large obligation, which we believe will provide us with needed water at a cost must less than any other possible plan; and ~EREAS, the tax-payers of this City cannot afford to assume further obligatio~ as proposed by said Water Bill, which creates another tax-levying agency; and ~E~EAS, the City of Santa Aha is interested in pledging itself to aid in protecting the water rights of this City and other communities in Orange County from enc~oachmeuts in the Upper Santa Aha Basin: NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa Ana go on record as being opposed to the Orange County ~¥ater Bill as now proposed, and urges the representatives from Orange County to exclude the City of Santa Ana from the said Orange County Water District. RESOLUTION NO. 2351 THAT V,7{EREAS, the City of Santa Aha, by reason of the recent earthquake, has suffered much property damage to city property, and has been compelled to incur indebtedness, extraordinary in charac)er, to meet such an emergency; and ?,~EREAS, there was recently enacted into law an emergency appropriation of ~150,000.00 to aid the cities in the stricken area of Southern California, in so far as the removal of the debris is concerned and the maintenance and repairs of streets caused by said earthquake disturbance: NOW, THEREFORE, BE IT RESOLVED, that the Hayor and City Clerk of the City of Santa Ana be authorized to enter into an agreement with the StaTe of California to procure funds from said State for the purposes outlined above. RESOLUTION NO. 2356 THAT ~WHEREAS, there was pending before the State Legislature, Assembly Bill No. llV2, pertaining to the diversion of the Gasoline Tax to the different cities throughout the State of California; and ~EREAS, Senator N. T. Edwards, of Orange County, was contacted con- cerning the passage of said bill; and ~THEREAS, a communication was received from Senator N. T. Edwards, advising that he could not give his support to said Bill, but favored another plan concerning said Gasoline Tax; and ~WHEREAS, the officials of the different citie~ of Orange County have heretofore adopted a resolution conc~rning the diversion of the Gasoline Tax to the different cities throughout Orange County; and ~WHEREAS, the City of Santa Aha joined in the Resolution adopted by the cities of Orange County, and a copy of said Resolution was forwarded to the Board of Supervisors of Orange County: NOW, TH]~REFORE, BE IT RESOLV~I~D that the Board of TrusteeE of the City of Santa Aha goes on record as opposed to the plan set forth in Senator Edward's letter concerning the disposition of the Gasoline and Vehicle taxes. BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to Senator Edwards, and that a copy of the Resolution adopted by the different cities throu~aout Orange County and forwarded to the Board of Supervisors of the County of Orange, be also sent to Senator N. T. Edwards. (SEAL). 2 RESOLUTION NO. 2357 THAT ~%~E~REAS, an initiative petition has been filed with the City Council, calling for the adoption or rejection of an ordinance legalizing the sale, etc. of beer and other spirituous liquors in the City of Santa Aha; and 'A~EHEAS, said initiative petition has been duly checked by the City Clerk, and the Clerkfs certificate has been filed, showing that a sufficient nuraber of signers of said petition had qualified to entitle the petitioners to have a special election called for the people to vote upon the adoption or rejection of said o~'dinance; and V~TEREAS, it is the duty of the Legislative Body of the said City of Santa Ana to consolidate said special election with any state or county election to be held within six months from the date of the Clerk's certificate concerning said initiative petition; and 7YHEREAS, it has been decided to hold a State and County election to w)te upon State issues on June 27th, 190~; and ?gHEREAS, it is the sense of the Board of Trustees of the City of Santa Aha that said special City Election be consolidated :with the State Election to be held on June 27th, 19ZO; and '~¥HEREAS, the Board of Supervisors of the County of Orange is the Legislative Body calling said election and to make decision with reference to the consolidation of the said special City Election; N~V, THEREFORE, BE IT REi~OLVED, that the Board of Supervisors of the County of Orange be requested to consolidate the special City Election upon the said initiative petition with the State Election to be held on June 27th, 19S~. RESOLUTION NO. 2365 WHEREAS, the present a~m~nistration of the Board of Trustees of the City of Santa ~a has consistently and without ~ffecting the efficiency of the administration of local municipal affairs, cut all expenditures for municipal purposes to the bone, and has reduced the salaries of municipal employees very materially, and eliminated municipal employees where possible, consistent with good business Judgment; and WHEREAS, all of the above actions on the part of the members of the Board of Trustees of the City of Santa Aha has been with the one thought in mind, to lessen the burden upon the tax-payer; and WHEREAS, it is the opinion of the members of the Board of Trustees of the City of Santa Ana that the present administration has lessened the burden upon the tax-payers; and WHEREAS, the citizens of our connnunity, in order to maintain existence and carry on business, are compelled to patronize three public utilities operating in our City; and WHEREAS, the service furnished by these utilities consist of gas~ electricity and telephones; and WHEREAS, the said public utilities are subject to orders from the State Railroad Commission concerning the operation and control of said public utilities; and WHEREAS, it is the sense of the Board of Trustees of the City of Santa Ana that reductions in rates to the consumers using said public utilities have not been made in keeping with the business conditions existing at this time; and WWEREAS, in an effort to further lessen the burden of taxes levied upon the tax-payers: NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the City of Santa Ana petition the Railroad Commission of the Stateof California to call a hearing for th purpose of reducing the rates existing in this City on the following public utilities, to-wit: Southern California Edison Company, Southern Counties Gas Company, and the Southern California Telephone Company.
