and Parks program of Santa Aha, California during those years when the city experienced its greatest growth in population,
its largest eccpansion of the Park program in the history of the City, ~t the establishment of an organized recreatioa
program which has now com~ to be recognized as or.- of the best in the State of California; and

officers of the City and for and on behalf of the citizens who have benefited by his freely given time during this
trying period of rapid population growth.
