BE IT RESOLVED BY THE COUNCID OF THE CITY 0F SANTA ANA: That the First National Bank of Santa Ana, as Trustee of the Bowers~ Memorial Trust No. 88, be and they are hereby authorized by the City of Santa Ana, the beneficiary under said trust, to transfer, assign and deliver to the City Treasurer of the City of Santa Aha, but as Trustee thereof, for the City of Santa Ana, those certain securities which at the present time have no market value, described as follows, to-wit: 281& shares Pickwick Corporation, preferred. 21 rights, of United Gas Corporation, Optional warrant to purchase common stock. 100 shares Western 0il and Refining Company which ~ent into bankruptcy. 8~ shares of First National Bank of Santa Ana. I~,000.00 Central Building Investment Company, 7% bonds. 3,000.00 Blackstone Apartments, 8% bonds of Long Beach, California. 807 shares The Ever Ready Drug Co. 85 shares Pacific Steamship Co. stock, which went into bankruptcy. l0 shares People's Finance and Thrift Company of America. Said securities are to be held by said Trustee in trust for the City of Santa Ana. (SEAL). 435 RESOLUTION NO. 2469 RESOLUTIONAPPROVING SECONDANENDNENT TO THE ID~ AND G~ANT AGREENENT BETWEEN THE CITY OF SANTA ANA, ORANGE COUNTY, CALIFORNIA, AND THE UNITED STATES OF A~ERICA, AND AUTHORIZING ITS EXECUTION. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF 5~NTA ANA: Section 1. That the Loan and Grant A~reement between the City of Santa Ana, Orange County, California, and the United States of America, under and subject to the terms o~ which the United States agreed to loan and grant not exceeding in the aggregate the sum of $105,100.00, as aid to said City of Santa Aha, California, in financing the construction of a three-story and basement City Hall, be and the same is hereby amended a second time in accordance with that certain second amendatory agreement thereof, a copy of which is filed among the public recordE of the City of Santa Ana in the office of the City Clerk, which said second amendatory agreement is hereby made a part hereof, and which said second amendatory agreement is hereby in all respects approved. Section 2. That the Eayor of said City be and he is hereby authorized and directed to execute such second amendatory loan and grant agreement in triplicate on behalf of the City of Santa Ana, and the Clerk of said City be and he is hereby authorized and directed to impress or affix the official seal of said City of Santa Ana to each of said three copies of said second amendatory loan and grant agreement and to attest such seal. Said notices shall be so posted at least five (5) days prior to the time for hear- ing objections and protests by the City Council of said City, and shall be con- spicuously posted in front of the property on which, or in front of which such nuisance exists, and not more than one hundred (!00) feet in distance apart, but not less than three ($) in all. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: WHEREAS, it has come .to the knowledge of the City Council of the City of Santa Ana that certain members of the special committee appointed for the purpose by the State of California, are considering the establishment of a State prison in the County of Orange, and WHEREAS, the members of this Council have made diligent search and inquiry to ascertain the sentiment of the general public in this community toward such an institution, and have found that a great majority of the public is opposed to such an institution being established in or near this City; NOW, THEREFORE, the City Council of the City of Santa Ana do hereby resolve as follows: That it is the oonsenmus of opinion of this City Council that the establishment of a State prison in or near this City would be seriously detrimental to the public peace and comfort and would seriously and adversely affect the values of all property in and near this municipality, and would seriously handicap the future growth and development of this community, which is destined to become thickly populated and settled in the very near future; Be it therefore, further resolved that this City Council on behalf of the citizens of this municipality do hereby protest against the establishment of a State penal institution in the County of Orange. Ve~ely City Clerk and Ex-officio Clerk of the City Council of the City of Santa Ana. 4 RESOLUTION NO.. £472 Wt~2tEAS: This Honorable Body did, on the 25th day of February, 1955, by a unanimous vote adopt a Resolution memora!izing the Congress of the United States, to give to the TOWNSEND OLD AGE REVOLVING PENSION PLAN, the consideration to which this Council believed, and still believes that the merits of the PLAN entitle it, and WHEREAS: A large percentage of the citizens and voters of this community are firmly convinced of the merits of the PLAN, as an economic measure, and as a means of restoring our Nation to its former prosperity and resurrecti~ and reanimating the business and industrial activities of the United States, and WPIEREAS: It is the belief of the citizens of this community, that it~is not the purpose of the personnel of the Congressional Committee to conduct a fair and impartial investigation of the merits of the PLAN, but that the sole aim and purpose of the investigation, is an attempt of the Committees, by unfair and UNAMERIC^N proceedure, to cast aspersions upon the founders and leaders of the PLAN, to the end that the movement may be disrupted: NOW THEREFORE BE IT RESOLVED that the City Council of the City of Santa Aha, Orange County, California, hereby~-~eaffirms its belief in the merits of the TOWNSEND OLD AGE REVOLVING PENSION PLAN, as an economic measure, and hereby, declares it continued and unshaken'faith in the honesty, integrity and wholehearted devotion of Doctor Frances E. (SEAL). ¸41 44 2 RESOLUTION NO. 2473 A RESOLUTION ORDERING THE STREET SUPERINTENDENT TO ABATE THE PUBLIC NUISANCE HERETOFORE DECLARED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA TO EXIST IN THE CITY OF SANTA ;iNA, T0-WIT: WEEDS WHICH BEAR SEEDS OF A WINGY OR DOWNY NATURE AND ATTAIN SUCH A LARGE GROWTH AS TO BECOME A FIRE MENACE WHEN DRY AND WHICH ARE NOXIOUS AND DANGEROUS, GROWING UPON CERTAIN STREETS, ~SIDE- WALKS AND PRIVATE PROPERTY IN THE CITY 0F SANTA ANA, BY ~VING THE WEEDS REFEP~qED TO REMOVED. THE CITY COUNCIL OF THE CITY OF SANTA ANA DO RESOLVE AS FOLLOWS: SECTION l: Pursuant to provisions of an A~t of the Legislature of the State of California, entitled "An Act Authorizing Municipalities to Declare Noxious or Dangerous Weeds Growing upon the Streets or Sidewalks or Private Property within Municipalities to be a Public Nuisance, Creating a Lien upon the Property Fronting upon such Streets or Sidewalks or upon which such Nuisance Exists for the Cost of Abating the Same", approved May 26, 1915,' and amendments thereto, the City Council of the City of Santa Ana, having acquired Jurisdiction so to do, hereby orders the Street Superintendent of said City to abate the public nuisance heretofore declared to exist in said City of Santa Ana, to-wit: Weeds which bear seeds of a wingy or downy nature and attain such a large growth as to become a fire menace when dry and which are noxious and dangerous, growing upon the streets or ~dewalks in front of or upon all that private propert described in Resolution No. 2470 of the City Council of the City of Santa Ana passed and adopted on the 6th day of April, 1958, to which Resolution reference is hereby made for further particular description of said private property. SECTION 2: Any property ovmer shall have the ~ight to have any of said weeds removed at his own expense, providing the same is done prior to the arrival of the Street Superintendent or his representatives to do the same. SECTION 5: The Street Superintendent shall keep an account of the cost of abating said nuisance in front of or on each separate lot or parcel of land where the work is done by him or his deputies, and shall render an itemized report, in v2iting to the City Council of the City of Santa Ana showing the cost of removing such weeds on each separate lot, or 2n front thereof, or both, pro- vided, that before said report is submitted to said City Council, a copy of the same shall be posted for at least three days prior thereto, on or near the Chamber Door of said City Council, together with a notice of the time when said report shall be submitted to the City Council for confirmation. At the time fixed for receiving and considering said report, the City Council shall hear the same, together with any objections which may be raised by any of the property ov~ers liable to be assessed for the work of abating said nuisance and thereupon make such modifications in the report as they deem necessary, after which said report shall be confirmed.
