HomeMy WebLinkAbout64-155RESOLUTION 64-155 OF THE CITY COUNCIL OF SANTA ANA URGING SUPPORT OF PROPOSITIONS A, B AND C APPEARING ON THE NOVEMBER 3RD, ~964 GENERAL ELECTION BALLOT WHEREAS, Orange County Propositions A and B are of vital concern to the citizens of the City of Santa Ana and to all of the citizens of Orange County in that they provide for 40-year General Obligation Bonds to provide adequate housing for vital County departments, that is, a County courthouse and branch court structures throughout the County of Orange and a new County maximum security jail; and WHEREAS, the County, of necessity, has been using temporary structures, leases and other wasteful procedures to inadequately house our courts throughout the County because of the failure of former bond issues to provide adequate financing for proper court structures; and WHEREAS, the present jail facility, which was adequate 35 years ago, ~ now wholly inadequate and must be replaced as has been consistently recommended by County Grand Juries these past years; and WHEREAS, Proposition C, presented by the City of Santa Ana to the voters, urgently requires a "YES" vote to provide for the acquisition of land to enlarge the Civic Center area to make room for the logical grouping of governmental buildings of the City, County, state and Federal; and WHEREAS, most of the cities throughout the County of Orange and the leading civic and service club groups within the County are urging the "YES" vote on Propositions A, B and C as necessary to the proper development and growth of the area. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: That this City Council urges all of the voters of the City of Santa Ana to vote "YES" on Propositions A, B and C as they appear on the Ballot at the General Statewide Election on November 3rd, 1964, and to urge a "YES" vote upon their friends and acquaintances throughout the County of Orange to insure against the continuation of the difficult wastefulness and intolerable conditions now existing in the housing of County departments and the handling of maximum security prisoners and to insure against a drastic increase in real property taxation throughout the County which would result in the increasing of rents and costs to owner householders. This City Council feels that the situation has now reached a point where action must be taken by the County and the City, either by the approval of General Obligation Bonds spread over a long period so that the users of these structures and this land will assist in paying for the cost, or by direct taxation which would put the entire burden on the present residents in 3 or 4 years time.
