RESOLUTIONS NO. 2 ASID NO. 3, AND URGING THE CONGRESS
OF THE UNITED STATES TO CALL A CONVENTION IN ACCORD-
ANCE WITH ARTICLE V OF THE CONSTITUTION OF THE UNITED
STATES FOR THE PURPOSE OF ~'~L~NDING SAID CONSTITUTION
TO ALLOW BIC2~4ERAL STATE LEGISLATURES TO BASE ELECTION
OF ~LTJ~BERSHIP IN ONE HOUSE ON FAC~£ORS OTHER THAN
POPULATION
WHEREAS, Senate Joint Resolution NO. 2 requests the Congress
of the United States, under authority of Article V of the Constitution
of the United States, to call a convention in accordance with said
Article for the purpose of providing a new amendment to said
Constitution to allow states with bicameral legislative bodies to
provide for membership in one of said bodies on a basis other than
population; and
WHEREAS, Senate Joint Resolution No. 3 urges all legislators
of all states to petition the Congress of the Un~ ed States to call
such a convention for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Santa Ana, California, that it endorses Senate Joint Resolu-
tions No. 2 and NO. 3, joins in the petitions and requests expressed
in each, urges all state legislatures to adopt and forward to the
Congress of the United States an urgent request for the calling of
a special convention to amend the Constitution of the United States
as requested in Senate Joint Resolution No. 3; requests the Congress
of the United States to call a convention in accordance with
Article V of the Constitution of the United States as requested in
Senate Joint Resolution NO. 2; urges each Member of Congress to
support, work for, and vote for the calling of such convention; and
urges all citizens of the City of Santa Ana to write their United
States Senators and Representatives to enlist their support and vote
for the calling of such a convention.
PASSED AND ADOPTED by the City Council of the City of Santa
Ana at its regular meeting held on the 1st day of February, 1955.
