The Boerd of Trustees of the City of Santa Aha do
ordain as follows:
SECTION I. Public interest and conveuleuce require,
and it is the intention of the Board of Trustees of the said
city of Saots An~ to order an imrrovement made in said city,
which improvement is described ~s follows:
(s) The openiug end extending ~f that Portion of
South Sycsmore Ltreet in saidl city from the South line of
Wilshire Avenue to the North iline of Borchsrd Avenue,
excepting therefrom that portion shown as now being opened
and dedicated on map of ~ract No. 352, as Der map thereof re~
corded'in Book 15, pages 15 and 16, of Niscellaneous Maps,
Records of Orange County, California.
IT~e use of the work "improvement" in the ordinance
means and shall be held and construed to mean the extension
of the described street ~nd the opening thereof as extended.
SECTION II. It is necessary to take land in the
opening and extension of South Sycamore Street, ~nd the land
necessary to be taken therefor is described as follows:

Reference is hereby made to a map approved by the
Board of Trustees of the City of Santa Ana by Resolution No.
llT1 approved on the 14th day of January, 1924, and which ma
is now on file in the office of the Engineer of said city,
which map indicates by a boundary line in green tint thereon
the extent of the territory included in s~d assessment dis-
trict, and showing the land necessary to be taken in pink
tint and which map shall govern for all details as to the ex-
ten~ of the assessment district.
SECTION IV. The Street Superintendent of the City
of Santa Aha shall cause to be conspicuously posted along al]
streets and parts of streets, other public places-~nd rights
of way where any property is to be taken, and along and upon
tending and opening as extended of South Sycamore Street, and
SECTION III. A district will be benefitted by ex-

any private unimproved property which is to be taken for
the opening and extension of South Sycamore Street at not
less than three hundred (300) feet in distance apart, but
not lest than three (3) in all NOTICE OF PUBLIC V. 0RK, the

and in legible characters, said notice stating the fact and
date of the passage of this Ordinance, and briefly describ-
luE the improvement proposed and refer to this Ordinance of
Inteutlon for a description of the Assessment District, and

SECTION V. The Street S~perintendent shall also
cause a notice ~mflar in substances to be published by two
insertions in THE SANTA ANA DAILY EVENING REGISTER, e daily
newspaper, published and circulated in the City of Santa Aha,
which paper is hereby designated for that purpose.
SECTION VI. The Clerk of the City of Santa Aha
shall Immediately upon the publication of said notice, mail,
postage prepaid, to each property owner in the assessment dis-
trict, at his last known address, as the s~me ~rpears upon
the tax rolls of the City of Santa Aha, and where no ~ddress
so a~pears, to the General Delivery et Santa Ane, California,
~ postal card containing ~ notice which shall be in substen-
ti~lly the following form:
"You ~re hereby notified that on the 14th d~y of
J~nuary, 1924, the legislative body of the City of Santa Aha,
C~]Iforni~, by virtue of the Street Opening Act of 1903,
passed an Ordinance of Intention No. 737 for the extension
and open~n~ as extended of South Sycamore Street between the
South line of V~ilshire Avenue and the North line of Borchard
Avenue, excepting therefrom that portion shown as now'being
opened and dedicated on map of Tract No. 352, as per map
thereof recorded in Book 15, pages 15 and 16, of Niscell~ueous

The Board of Trustees of the City of Santa Ana do
ordafn as follows:
SECTION I. (a) That all milk produced, used or
distributed in the City of Santa Aha, in private homes,
hotels, restaurants, c~feteriss, or solft drink stand, or
otherwise for human consumption, be psste~rized~
where foods a~e 8e~-ee~.~-ehatl secure a persr~t from.the Count
~ealth.
(b) ~e~at t~e permit referred ~ in Section XX, sub-
section (~)of ~bis ordAnance, shall hot be issued until th
applieant~ .i~r such permit presents a certificate slg~ed ~
by a regular licensed rractis!ng physician, settlmg forth
that the exa~iratfon shows the applicant to be free from
any contagious or infectious disease, and.not a carrier of
the same.
That the applicant must also present to the County:
Health Officer a Certificate showing that urine and feces
specimens have been eXamined bacteriologically by a labora-
tory approved by the California State Board of Realth, and
have been found to be negative.
SECTION III. That any firm, person or corporatio~
violating any of the provisions of this ordinance shall be
guilty of a misdemeanor, and upon convfctiou thereof shall
be punishable by a f~ne of not more than Three Rundred
($~00) Dollars, cr by imprisonment in the County Jail for
a period of not more than ninety (90) days, ~ by bot~ suc~
fi~e and imprisonment.
SECTION IV. The City Clerk shall certify to the
passage of t?is ord!~ance ~nd cause the same to be pub-
li~ed twice iu the Santa Aha Daily Evening aegister, a
newspaper of general circulation, published and circulated
in the City of ~anta £na, California.
The said Board of Trustees determines and declare~
that this ordinance is passed to correct a~d remedy certain
conditions which have helped to spread disease in the City
of Santa Aha, and t~at tSe time necessary to make the
usual publications of ordl~ances would seriously endanger

AN ORDINANCE OF THE CITY OF ~ANTA ANA, A~ENDING
ORDINANCE NO. V31, BEING AN ORDINANCE PROVIDING FOR THE
APPOINTNENT OF A PLUNBING INSPECTOR, DEFINING }{IS DUTIES,
AND FIXING HIS CONPENSATION; REGULATING THE METHOD OF CON-
STRUCTING PLUMBING WORK, HOUSE DRAINING, GAS FITTING, ETC.
The Board of Trustees of the City of Santa Ana, do
ordain as follows, to,wit:
1. That Ordinance No. ~31 of the City of Santa Ana,
be amended by the following corrections, additions, and in-
sertions:
That sub-section (a) be added to Section V as follows:
The Plumbing Inspector shal~ make one inspection
of the rough plumbing, and one inspection of the finish, any
additional inspections for any cause ahsll be charged for at
the rate of One ($1.00) Dollar per inspection, and when any
changes or alterations ordered are completed, n~ ice shall be
given, so that re-inspection can be made, providing however,
that on buildings where the character of the construction is
such thst one inspection is not sufficient, additional in-
spections shall be made as the work progresses without addi-
tional fees.
That sub-sections (a) end (b) be added to Section
28 as follows:
(a) Every house or structure or occupied build-
ing, or each occupied part thereof located upon any lot
abutting upon any street, slley or place within said city,
having an accepted city sewer constructed therein or located
within 200 feet of such street, alley or place must be pro-
vided with at least one toilet. Every room in which there
is a toilet must be well ventilated, and lighted, and when
vented through the roof the aperture shall be not less than
eight inches by eight inches.
(b) Depositing Rubbish in Sewer
No person shall throw or deposit or cause to be
thrown or deposited in any vessel or receptacle connected
with a public sewer, any garbage, vegetable p~rings, ashes,
cinders, rags, carbide, lime, oil, grease, etc.
That sub-section (a) be added to Section 48 as fol-
lows:
(a) All refrigerator wastes over four feet in
length shall be trspped as close to the refrigerator as possi-
ble.
That Section 50 be amended to teas as follows:
Where a send trap is connected to a sewer or cess-
pool, it shall be constructed in the following manner,

tains.
The Sand Trap shall be connected to the sewer
through s A" cast iron soil pipe drain, and said Trap (draw-
ings of which can be obtained at the Plumbing Inspector's of-
lice) shall be made according to these specifications. The
walls and bottom shall be at least Z" in thickness, and built
of Concrete; the size of the trap shall be not less than 48"
by l~", and not leas than 24" in depth, inside measurements.
The trap shall be divided by s 3" partition wall into two
chambers, the size of the discharge chamber shall be 24" in
length, and of the receiving chamber 18" iu length. The out-
let shall be constructed with a 4" combination Y and eight
bend or sanitary Tee with s brass bodied clean out lu the end
thereof, and shall be inverted so as to form a trap seal of
not less than 8". A 4" quarter bend shall be installed in
the partition wall between the two cham~ers with the end in-
verted into the receiving chamber. The flow line of this
fitting shall be on the same line ss the flow line of the dis~
charge. A cast iron cover shsll be provided for the dischar~
chamber, and a grating for'the receiving chamber. These cov-
ers shall rest on a csst iron angle frame of sufficient size
as to hsvea one inch bearing on the concrete ws]ls cf the
trap.

be equipped with a valve controlling the water supply to said
water heater, end skall be provided with a Vent Pipe of not
less than ~" in diameter, and not less than the smoke or fume
outlet from said heater. On ell new work where the heater
vent would have to pass through any room other than where the
heater is installed before going through the roof, there shall
be installed in the partition wall nearest to the water heater
a vent constructed of brick, terra-cotta or cement. The ca-
pacity of this vent shall exceed that of the vent outlet on
the water heater. The vent shall be firmly set upon s header
or other secure support, and shall continue undiminished in
size uo through roof. Each section shall be Jointed with ce-
meut or fire clay, and secured firmly in place with band iro~
or other suitable material, the galvanized vent from the wa-
ter heater shall enter this partition vent through a vent
collar drilled with air ports, and at a point not nearer to
the ceiling than 12". On other work where the vent can be
taken directly through the roof without passing through any
other room, except where the water heater is installed, the
water heater shall be provided with a vent pipe not less than
3" in diameter and not less than the smoke or fume outlet
from said water heater, and extending through and undimintsh-
ing in size, and at least 4" above the roof of the building
where the s,me is or shall have been installed.: --Around every
such vent at all unexposed places to the outside view where
the same shall pass from the room in which the aforesaid wa-i
ter heater shall have been installed, there shall be a galva-I
nized iron sleeve extending the full length of the concealed !
portion of said pipe with a clear air space around said vent I
of not less than l", and where this vent goes through a ceil-I
ing a vent collar with air ports shall be attached to said
vent pipe sleeve, and be secured with at least two screws to
the ceiling. The outlet for the vent through any wood roof
or roof constructed of combustible material shall be at least
V" in diameter, and all offsets in vent pipes shall be made
in the room where the water heater is installed and not above
the ceiling thereof. All wood, sheathing, rafters or ceiling
Joists shall be so placed so as not to be closer than 4" to
the vent pipe at anyplace except where it makes exit through
the roof. All vents shall be cepned with s suitable "T" heac

For each 5/8" x 3/4" meter for residence, the con-
sumer shall pay a minimum monthly rate of $1.25 for 1,O00 cu-
bic feet, and 12 1/2 cents ~er 100 cubic feet for all water
used in excess thereof. Each person paying a minimum monthly
rate of $1.25 for 1,000 cubic feet of water for domestic use
only, shall be entitled to a credit in water for the unused
portion of 1,000 feet so allowed,. The credit is accumula-
tive and shall be carried forward from year to year. Credit
is not transferrable.

filed his statement in writing with the Board of Trustees of
the City of Santa Aha, California, showing the total value of
all property within the corporate limits for the year 1924-
1025 as equalized and collected by the Board of Supervisors
of 0range County, California, and fi×ed the sum as shown by
the assessment rolls for said year at $1V,988,21~.00, exclu-
sive of operative property, and whereas, the amount of money
ascertained and fixed to carry on the various

are made and collected.
Section 2. That the r~te of taxation for municipal
purposed ~nd to pay the bonded indebtedness and interest of
the City of S~nta Aha, California, for the current year 1924-
1925 is hereby fixed st $1.65 on the taxable property of said
City and that said amount of $17,988,215.00 iu the aggregate
and rat~ sum of $1.65 on each ~100.00 of the taxable property
as ascertained by the County Assessor and equalized by the
Board of Supervisors of Orange County, California, as afore-
said, and ~hich said rate so fixed shall be apportioned
among special funds to pay the current expenses, bonded in-
debtedness, and interest and other indebtedness of said City,
falling due for the current fiscal year 1924-1925 and other

colors or defaces in any manner, eny public highway, street,

SECTION II. The said railroad spur track shall
at all times conform ss nearly as practiceble to the offi-
cial grade of said street as now established, or as may
hereafter be established, and that the grantee of this
franchise or its assigns sba]] at all times keep the road
bed flush with tbs streets and provided with good and suit-
able crossings, and shall be paved with the same material
as the adjoining street, and for at least two feet on each
side thereof whenever and wherever ordered by the Board
of Trustees or other legislative body of said city, so to
do, and in the event of a f~ilure to comply with the re-
quirements hereof for ten days after notice so to do, then
the city shall cause its Superintendent of Streets to pro-
ceed to construct the required work in a good and substan-
tial manner sad the grantee of this franchise or its as-
signs, by acceptance hereof agrees to pay the cost thereof
within thirty days after the presentation of a bill for
the same, and the gutters upon said streets shall be con-
stru6ted upon said streets as to permit the pass,ge of
storm water a]on~ and under said track.
SECTION III. That within thirty days after the
passage of tb~s ordinance the grantee or its assigns shall
file with the City Clerk a written acceptance of this ordi-
nance and all of its terms, conditions and requirements.
SECTION IV. That no train, engine or ear shall be
left standing on said spur track across East Fourth Street,
and that the said company shall not obstruct said street by
any train, engine or car except when the same are in motion.
SECTION V. The City Clerk shall certify to the
passage of this ordinance and shall cause the same to be
published three times in the "Santa Ana Daily Evening Re,is-
tar", a newspaper published and circulated in said city.

The Board
ordain as follows:
SECTION I. That whereqs
citizens of the City of Santa Aha,
of Trustees of the City of Santa Ana do
affidavits from certain
owning property and living
on what has been known as Baker Street fnr i period of some
thirty or forty years; and whereas, said affidavits show the'
Baker Street for a width of fort~ feet has been in the use o
the public as a public highway for travel for a period of
within forty years last past, the Board of Trustees ordains
that Baker Street between Eighth Street a~d Seventeenth Street
in the City of Santa Aha, be accepted es dedicated by the
user and that the same is hereby accepted ss an open public
street for a width of forty feet from Eighth Street to Seven-
teenth Street in the City of Ssnta Aha, and it is hereby de-
clared that said portion of street be, and is henceforth,
and open public highway in the City of Santa Ana.
SECTION II. This 0rdinsnce shall be published
three (3) times in the Santa Aha Daily Evening Register, a
daily newspaper printed, published and circulated in the City
of Santa ~na, and shall take effect and be in force thirty
(30) days after its passage.
The above and foregoing Ordinance No. VS1 was ragu
larly introduced before the Board of Trustees of the City of
Santa Aha, at a regular adjourned meeting thereof held on the
8th day of December, ~2~, and passed and adopted by the said
Board of Trustees et ~ regulsr meeting thereof held on the
