AN ORDINANCE OF THE CITY OF SANTA ANA, PROHIBITING PEDDLERS
AND HAW~ERS WITHIN CERTAIN ZONES, AND PROVIDING A PENALTY FOR
THE VIOLATION OF SAID ORDINANCE.
The City Council of the City of Santa Ana do ordain as follows:
· ~ection 1. That it shall be unlawful for any person, f~rm or corporation,
either directly or by agent, to hawk, peddle or sell goods, wares or merchandise, or
any other article of personal property, upon any street or sidewalk within the business
district of said City, including that territory bounded on the North by Sixth Street, on
the South by First Street, on the East by French Street and on the West by Ross Street,
and including the said streets mentioned; provided that this ordinance shall not apply
to the sale from tx-ack or wagon of f~uits or vegetables at wholesale by farmers or
other persons selling the same at wholesale to merchants within said territory having
regularly established places of business and who retail such merchandise therein.
Section 2. That any person, firm or corporation who shall violate any of
the provisions of this ordinance shall be guilty of a misdemeanor and upon conviction
thereof shall be punished by a fine of not more than fifty dollars ($50.00), or by
imprisonment in the County Jail of the County of Orange, for not more than thirty (30)
days, or by both such fine and imprisonment.
Section 3. That all ordinances or parts of ordinances in conflict with t~
pr~visions of this ordinance shall be and the same are hereby repealed.
Section 4. That the City Clerk shall certify to the passage of this c~dinance
and cause the same to be published three (3) times in the Santa Aha Daily Evenlng
Register,

ORDINANCE NO.
AN ORDINANCE OF THE CITY OF SANTA ANA AMENDING
ORDINANCE NO. 81V REGULATING TRAVEL AND TRAFFIC
UPON THE PUBLIC'STREETS, ETC., AND REPEALING ALL
ORDINANCES IN C~FLICT HEREWITH.
The City Council of the City of Santa Ara do ordain as follows:
Section 1. That Section 1 of Article 1 of Ordinance No. 81V, defining
CENTRAL TRAFFIC DISTRICT, is hereby amended to read as follows:
"CENTRAL TRAFFIC DISTRICT A:
Fourth Street, from the East line of Ross Street to the East line of
Mortimer Street.
Bush Street, from the North line of Third Street to the South line of
Fifth Street.
Main Street, from the North llne of First Street to the South line of
Eighth Street.
Sycamore Street, from the North line of First Street to the South line
of Sixth Street.
Broadway, from the North l~ne of First Street to the South line of Fift~
Street.

Section 2. There is hereby added to ArEicle V. of Ordinance No. 817,
a new Section, to be known as Section XXVI-1/2, which, shall re~d as follows:
"Section XXVI-1/2/
TEN MINUTE PARKING ZONE.
The Street Superintendent is hereby authorized to mark and maintain wit~
green paint and white lettering, or metal plates, p~inted with green paint and
white lettering, in CENTRAL TRAFFIC DISTRICT A, zones allowing ten (10) minute
parking only, which shall not include more than three parking spaces on each side
of the street in any one block, and it shall be unlawful for ~he operation of
any vehicle to park said vehicle in any ten (10) minute parking z~ne for a period
of time longer than ten (10) minutes. Th~ Street Superintendent is hereby
authorized and directed to erect and maintain signs designating the provisions
of this section."
Section 3. That all the provisions of

809 TO CHANGE THE ZONE UPON THAT CERTAIN
REAL PROPERTY SITUATED ON THE SOUTHWEST
CORNER OF FLOWER AND PINE STREETS, FROM
SINGLE FAMILY RESIDENCE ZONE TO NEIGHBORHOOD
BUSINESS ZONE.
The City Council of the City of Santa Ana do ordain as follows:
Section 1. That Zoning Ordinance No. 80~ of the City of Santa Aha is
hereby amended, and the zone upon all that certain real property situated on
the Southwest corner of Flower and Pine Streets is hereby changed from Single
Family Residence Zone to Neighborhood Business Zone, as defined by Zoning
Ordinance No. 809.
Section 2. The City Clerk shall certify to the passage of this
ordinance and cause the same to be published three (3) times in the S~ ta Ana
Daily Evening Register, a daily newspaper printed and published amd circulated:

ORDINANCE NO. 88~
AN ORDINANCE PROVIDING THE RULES AND REGULATIONS REGULATING
THE HANDLING~ KEEPING~ STORING~TRANSPORTING AND USE OF
INFLatABLE LIQUIDS IN THE CITY OF SANTA ANA, AND PROVI~NG
OTHER FIRE PREVENTIVE MEASURES IN SAID CITY; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH AND PROVIDING A PENALTY FOR
THE VIOLATION OF SAID ORDINANCE.
The City Council of the City of Santa Ana do ordain as fol~!ows:
Section 1. ADOPTION OF CODE OF RULES AND REGULATIONS.
That three copies of a Code in book fo~m establishing rules and regulations
regulating the handling, keeping, storing, transporting and use of imfl~.~.~able liquids
in the City of Santa Ana, and providing other fire preventive measures in said City have
heretofore been filed with the City Clerk of the City of Santa ~na, and said Code is
hereby adopted and made a part of this ordinance by reference as though the same were
set forth in full herein.
Section 2. PENALTY FOR VIOLATION OF THIS ORDINANCE~
That any person, firm, company or corporation who shall violate any provision
of this ordinance or disobeys, omits, neglects or refuses to comply therewith, or who
resists or opposes the execution of any of the pr~vi.sions of said ordinance shall be
guilty of a misdemeanor, and upon conviction thereof sh~ll be punished by a fine of not
more than Three Hundred Dollars ($300.00), or by imprisonment in the County Jail of the
County of Orange, for not more than six (8) months, or by both such fine and imprisonme~
and every such person, firm, company or corporatisn shall be deemed guilty of a separate
offense for every day such violation, disobeyance, omission, neglect or refusal shall
continue, and shall be subject to the penalty imposed by this Section for each and every
separate offense.
Section 3. CONSTITUTIONAL DECLARATION.
If any section, sub-section, sentence, clause or phrase of this o~dinance is
for any reason held to be unconstitutional such decision shall not affect the validity
of the remaining portion of this ordinance. The City Council hereby declares that it
would have passed this ordinance, and each section, sub-section, sentence, clause and
phrase thereof irrespective of the fact that any one or more sections, sub-sections,
sentences, clauses or phrases be declared unconstituti,~nal.
Section A. ORDINANCES ~PEALED.
THat all ordinances or parts of ordinances in conflict with the provisions of
this ordinance shall be, and the same are hereby repealed.
Section 8. PASSAGE OF THIS ORDINANCE.
That the City Clerk shall certify to the passage of this ordinance and cause
the same to be published three ti~es in the Santa Ana Dai~y Evening Register, a daily
newspaper printed and published in the City of Santa &ua and thirty (30) days after its
final passage said ordinance shall take effect and be in force.

NO. 839, ESTABLIStIING WATER RATES AND PRESCRIBING RULES
AND REGULATIONS GOVERNING CONSUMPTION OF WATER IN SAID
CITY.
The City Council of the City of Santa Ana do ordain as follows:
Section 1. That Section i of Ordinance No. 839 shall be and is hereby
amended to read as follows:
"Section 1. The City of Santa Ana shall charge and collect in advance for
each tap and attachment made with its system of water works as follows:

meters, etc., and shall pay for the water furnished to him or it by the City

No fire lines shall be used for any purpose other than for the
extinguishment of fire, unless the same be equipped with a meter, in which

Upon failure to pay the annual charge hereinbefore s~ecified, water
will be shut off until such charge is paid.
Fire hydrants are provided for the sole purpose of extinguishing
fire, and shall be opened and used only by .the Water and Fire Departments, or
such persons as may be authorized to do so by the Water Department.
Ail persons using water through fire hydrants, or other hydrant owned
or controlled by the City of Santa Aha, shall be required to obtain a permit so
to do from the Water Department, which shall issue no such permit to any
person who has violated any of the proMisions of these rules, or whose
indebtedness to the City of Santa Aha for water used or damage to hydrants is
delinquent.
Ail persons permitted to open fire hydrants will be required to
replace caps on the outlets when the same are not in use. Failure to do so
will be sufficient cause to prohibit further use of the hydrants, and the

Section 5. That all other sections and provisions of Ordinance No.
except as herein amended, shall remain and be in full force and effect, and all pro-
visions of said Ordinance No. 839 providing the penalty, etc. shall be applicable to
the provisions hereof.
Section 6. That the City Clerk shall certify to the passage of this
Ordinance, and cause the same to be published three times in the Santa Ana Daily
Evening Register, a daily newspaper printed, published and generally circulated in
the City of Santa Ana, and the same shall take effect and be .in force thirty (50)

ORDINANCE NO. 866
AN ORDINANCE OF THE CITY OF SANTA ANA AMENDING
ORDINANCE NO. 792, AS ~ENDED BY ORDINANCE NO.
V9V OF THE CITY OF SANTA ANA, BEING AN ORDINANCE
REGULATING THE MOVING OF BUILDINGS THROUGH OR
UPON PUBLIC STREETS, ALLEYS, LANES, ETC.
The City Council of the City of Santa ^ns. do ordain as follows, to-wit:
Section 1. That Ordinance No. 792 as amended'by Ordinance No. 797 of
the City of Santa Aha be and the same is hereby amended to read as follows:
"Section 4. Before the issuance of any permtt~hereunder, the applicant
shall deposit with the Street Superintendent the sum of One Hundred Dollars
($100.00), plus the estimated cost of services of all public utilities to be
affected by such movinE, and the charges made for the permit to be issued; and
from said deposit for public utilities the following deductions shall be made;
.The sum of $20.00 for each twenty-four (24) hours, or fraction thereof,
during which said building referred to in said permit occupies any portion of a
in the operation of moving, in excess of the first twenty-four
public street
(24) hours.

space of more than 200 square feet must first procure a license and
file with the City Clerk a bond in the sum of One Thousand Dollars ($1,000.00),
issued by a surety company authorized to do business in the State of California,
in the form approved by the City Attorney of Santa Ana, cc~ditioned that if the
principal shall fail to fully pay any person, firm or corporation, including the
City of Santa Aha, who shall suffer any damage that may be done to the streets or
improvements thereon, or to any person or property of any ~escription as a result
of the moving of such building, the surety will pay for such damage, not exceedi~
the amount of such bond. Said bond shall further provide that the damage cover¢
by same may be recovered upon such bond by civil action in the name of the person
firm or corporation so injured.
The cost of a permit for moving a building having a total floor space
of not more than 500 square feet, including the floor space of any floor or part
thereof above the first floor, shall be.~lO.00, and three cents (~.03)~ for each
additional square foot or part thereof in excess of SO0 square feet; provided,
however, that any building weighing 12,000 lbs. or less and containing not more
than 200 square feet of floor space and which is moved on an o~dina~y truck, the
cost of a permit shall be .~2.80.
The Street Superintendent shall deduct from said deposit required from
persons desiring to move any building having a total floor space of m~ e than 200
square feet as aforesaid the cost of the services rendered by any employee of
said ~ity in protecting, trim~ing or cutting any trees along the route of moving.
In the event that it becomes necessary to remove or ~eplace, or otherwise change
any poles, conduits, standards, wires or other property of public utilities in
the streets, which are placed and located according to law, franchise, or
regulations of the Railroad Commission of the State of California, governing
such locations, the reasonable expenses of removal and replacement of same shall
be borne by the house mover, provided the person, firm or corporation ovming or
controlling such poles, wires, etc. shall have filed With the Street Superintende~
'of said City an estimate of said'cost within forty-eight hours after the time of the
service of the Notice of Application for Building Moving Permit, as hereinbefore
provided.
?~enever such poles, wires, etc. are placed with less clearance than that
provided in the ordinances, laws and regulations pertaining to such matters, the
expense of removal.and replacement shall be borne by the person, firm, corporation
or municipality owning or'operating the same."
Section 2. That all other parts of ordinances Nos. 792 and 797 not in
conflict herewith shall remain in full force and effect.
Section 3. The City Clerk shall cause this ordinance to be published three
times in the Santa Ana Daily Evening Register and it sh~ll take effect and be in
force thirty (30) days after the date of final passage.

Apartment House District of not more than two (2) stories in height~Zone, as
defined by Zoning Ordinance No. 809.
Section 2. The City Clerk shall certify to the passage of this
ordinance and cause the same to be published three (3) times in the Santa Ana
Daily Evening Register, a daily newspaper printed, and published and circulated in
the City of Santa Ana, and said Ordinance shall take effect thirty (30). days from

IN SAID CITY.
The City Council of the City of Santa Aha do ~rdain as follows:
Section 1. That Section 2 of Ordinance No. 381 of the City of Santa Ana
restricting the running of freight cars along Fourth Street in said City, except
between the hours of l0 P.M. and 6 A.M. is hereby amended by striking from said
Section 2 of Ordinance No. ~81 that portion restricting the running of f~eight cars
over and along the tracks of the Pacific Electric Railway Company on Fourth Street in
the City of Santa Aha, between the hours of ten o'clock P.M. and six o'clock A.M., and
hereafter it shall be lawful for freight cars to be run over the tracks of the Pacific
EleCtric Railway Company in said City, during any hour of the day.
Section 2. The City Clerk shall certify to the passage of this ordinance
and cause the same to be ~ublished three times in.~the Santa Aha Daily Evening Register,
a ~da~ly newspaper printed, published and circulated in the City of Santa Ana, and said
ordinance shall take effect thirty (30) days from the date of its final passage.

TO DNPLEX AND TWO FAMILY APARTmeNT HOUSES.
The City Council of the City of Santa Ana do ordain as follows:
Section 1. That Section IV. of Ordinance No. 809 be and the same is
hereby rescinded, and hereafter all duplex, two family apartment houses and
bungalow courts shall be classified under Special Uses, as defined by Section X.
of said Ordinance No. 809, and all permits for the erection of such buildings
shall be governed by the provisions of said Ordinance regulating Special Uses.
Section 2. The City Clerk shall certify to the passage of this
Ordinance and cause the same to be published three times in the Santa Ana Daily
Evening Register, a daily newspaper printed, published and circulated in the
City of Santa Ana, and said Ordinance shall take effect thirty (30) days from the
date of its final passage.

The City Council of the City of Santa Aha do ordain as follows:
Section 1. That Section 20 of Ordinance No. 658 is hereby amended to read as
Section 4 of Ordinance
"Section 4.

"Section 20. For every person, lien or corporation conducting, managing or
carrying on the business of a barber shop, or beauty parlor, $1.00 per quarter for ever
barber shop o~ beauty parlor of one chair, andfor every barber shop or beauty parlor
containing more than one 'chair, $1.00 per quarter for the first chair, and $1.00 per
quarter for every additional chair; provided that if one or more manicurists be
employed in connection with any barber sho~, or beauty parlor, there shall be paid an
additional license of $1.00 per quarter for each person so employed."
Section 2. That Sections 31 and 34 of Ordinance No. 658, as amended by
No. 710, is hereby amended to read as follows:
That Sections 31 and 34 of Ordinance No. 658 shall be combined
· or every person, firm or corporation conducting, managing or carrying on a
dancing academy or a club, where instructions in dancing are given or received, for
which an admission or fee is charged, $3.00 per quarter.
For the pt~rpose of this ~ dinance, a dancing academy is defined to be a
regularly established place of business or entertainment where instructions in dancing
and dancing lessons are given or taught, and a fee charged for such instructions or
lessons is made, or paid or received."
Section 3. That Section 53 of Ordinance No. 658 is hereby amended to read
as follows:
"Section 53. That it shall be unlawful for any person to carry on or l~actice
the business or art of astrology, palmistry, phrenology, life-reading, fortune-telling,
cartomancy, clairvoyance, clair-audience, crystal-gazing, hypnotism, mediumship,
prophecy, augury, divination, magic or necromancy, irregardless of whether such person
demands or receives a fee for the exercise or exhibition of his art therein, directly
or indirectly, either as a gift, donation or otherwise, except the same be a part of
the performance of any regularly established theater in said Cltyp p~ovided, however,
the f~regoing.shall not prohibit the conducting or participating by any person in
any religious ceremony or service when such person holds a certificate of ordination
or endorsement as a medium, healer or clairvoyant from any bona fide church or
religious association having branches or churches in this or other States, and which
has a creed or set of religious principles that is recognized by all of such churches
Or branches; provided, further, that the fees,gratuities, emoulments and profits
thereof shall be regularly accounted for and paid solely to or for the benefit of said

WHERE~S, a special election was held in that territory known as "North Flower
Addition", on Thursday, the 18th day of April, 1929, pursuant to the pr~visions of an
Act of the Legislature of June ll, 1913, relating to the annexation of territory to
municipalities, and found in the Statutes of 1913, Page 887, as subsequently amended, at

Section 1. That the portion of Section 6 of Article 6 of the Code of Rules an~
Regulations regulating the handling, keeping, storing, transporting, dispensing and use
of inflammable liquids in the City of Santa Ana adopted by Ordinance No. 864 on the 28th
day of January, 1929, pertaining to the storing, and keeping of inflammable liquids is
hereby amended to read as follows:
"No Class One inflammable liquid shall be dispensed in any basement or cellar
or premises which is lower than the adjoining curb level or actual adjoining ground
leval. All Class One Inflammable liquid shall be kept underground with the following
exceptions:

AN ORDINANCE OF THE CITY G~ SANTA ANA REGULATING
THE USE OF DEVICES OR APPARATUS WHICH INTERFERES
WITH RADIO BROADCAST RECEPTION; A~gD PROVIDING
THE PENALTY FOR A VIOLATION THEREOF.
The City Council of the City of Eanta Ana do ordain as follows:
Section 1. It shall be Unlawful for any pers6n, firm or corporation to
operate in the City of Santa Ana any apparatus generating or causing high frequen¢
oscillations which interferes with radio broadcast receiving apparatus, or
wireless receiving apparatus, between the Hours of six o'clock P.M. and eleven
o'clock P.M.; except that a person duly licensed to practice medicine, osteopathy
chiropractic or dentistr~ by the State of California, in a case of absolute
emergency arising in the course of practice of his profession, and which case
demands immediate treatment between the aforementioned hours, may operate, or
cause to be operated under his direct supervision, any machine necessary to give
an emergency treatment in such case.
Section 2. Any device or apparatus such as violet Ray Machines, machln
using the Tesla Coil or principle, X-Ray Machines and Diathermy machir~s which
interfere with the intelligibility of radio ~ece~$iQn, u~®~ all the following
conditions shall be considered as coming within the terms of this Ordinance:
(a) Such device or apparatus must be situated One Hundred (100)
£eet or more from the receiving equipment with which it interferes.
(b) The radio receiving equipment interfered with shall be operated
on a volume comparable to a person speaking in a normal tone of vo~ e.
(c) The broadcasting station whose program is being received when the
i~terference occurs must have a power output of at least I K.~. and ~ust be
located not more than forty (40) miles distant from the receiving set.
It is expressly understood and provided, however, that this Ordinance
shall not apply to radio stations, either broadcast, commercial, or amateur,
licensed by the Federal Government, or which are engaged in interstate
public utilities under the supervision of the State Railroad
commlnuication, or to
Commission.
Section 3.
The City Electrician of the City of Santa Ana shall have
the right to enter upon any premises in said City, at all reasonable hours,
for the purpose of inspecting the installation and working of all apparatus
coming within the terms of this Ordinance and it shall be unlawful for any
person, f~rm or corporation to interfere with the City Electrician in making such
inspection, or to refuse to permit the said City Electrician to enter the
premises £or such purposes.
Section 4. ~nen an inspection and test shall have been made by the
City Electrician as herein provided for, and it is found that equiMnent or
apparatus coming within the terms of this Ordinance is being operated in violatio
of the terms hereof, the person or persons responsible for the ope~ation of
such equipment shall be notified in writing to discontinue the use of such
machine or apparatus, or to make additions, repairs or modifications thereof
in order that the same may be operated in a manner ~.£nich complied with the
provisions of this ordinance. The mailing of a registered letter, enclosing sucl
notice, addressed to the owner or operator of the machine or ap~Rratus at the
premises ~vhere such machine or apparatus is located, shall constitute a sufficient
no,Lice for the purpose of this Ordinance, In the event that the owner or operator
of such machine or apparatus does not within forty-eight (4~) hours after receipt of
such notice to repair or discontinue the use of such machine or apparatus, either
entirely discontinue the use of same during the hours when the use of such machine or
apparatus is prohibited by this Ordinance, or repair the samc, or make the necessary
additions or modifications thereof so that it complied with the .provisions of this
Ordinance, such owner shall be deemed to be operating such machine or apparatus in
violation of the provisions of this Ordinance, and such person shall be subject to the
penalties hereinafter provided for such violatLon.
Section 5. .¢ny person, firm or corporation violating any of the provisions
of this Ordinance shall be deemed gu~ ty of a misdemeanor, and upon conviction thereof
shall be punishable by a fine of not more than One Hundred Dollars ($100.00), or by
imprisonment in the County Jail of the County of Orange for ,a period of not more than
sixty (60) days, or by both such fine End imprisonment.
That each day during which any person s~all Violate the provisions of this
Ordinance shall be deemed to and shall constitute a separate offense and be subject to
the penalties herein provided.

AN ORDINANCE OF THE CITY OF SANTA AMA DECLARING RESULT
OF ELECTION IN "DELHI ADDITION"
WHEREAS, a special election was held in that territory known as "Delhi
Addition", on Tuesday, the 9th day of July, 1929, pursuant to the provisions of an
Act of the Legislature of June ll, 1913, relating to the annexation of territory to
municipalities, and found in the Statutes of 1913, Page §87, as subsequently amended,
at which election there was submitted the question of whet~er said new territory
hereinafter described should be annexed to, incorporated in and made a part of the
City of Santa Ana; and
WHEREAS, notice of said election was given by publication, in the time,
form and manner as required by said Act, as appears fr°mthe affidavit of Orange
Daily News, on file with the City Clerk; and
WHEREAS, it appears that said special election was held in accordance with
law and said notice on Tuesday, the 9th day of July, 1929, and that the polls for
said election were kept open during the time required by law, to-wit, from six o'clock
A.M. to seven o'clock P.M. of said day, and that said special election was held and
conducted, and the votes received and canvassed, and the result thereof determined
'and declared, in the time, form and manner required by law; and
WHEREAS, the City Council of the City of Santa Aha did on Monday, the 18th
day .of July, 1929, being the time provided for its regular meeting next after the
expiration of three (3) days from and after the date of said election, meet and procee~
to canvass the returns of said special election as required by law.

cast therein in favor of annexation was seventy-nine (vg), and the number of votes
cast therein against annexation was fifty-three (§~); and
WHEREAS, it appears from the canvass of the returns of said election held

in the territory proposed to be annexed to said City of Santa Aha that the
majority of all the votes cast in said outside territory on the question of said
annexation are in favor of annexation.
IT IS FURTHER ORDAINED, that the annexation of said territory be and
the same is hereby approved, and it is hereby ordered that a certified copy
of this ordinance, giving the date of its passage under the seal of said City
of Santa Aha, be, transmitted to and filed with the Secretary of the State of
California, from and after the date of which filing the annexation of such
territory shall be deemed to be complete, and thenceforth said annexed
territory shall be to all intents and purposes a part of the City of Santa Ans.
IT IS HEREBY ORDERED, that a record be made and entered upon the
Minutes of the City Council showing the total number of votes cast upon said
question at said election, the number thereof cast in favor of annexation,
and the number thereof cast against annexation.
The City Clerk is hereby directed to cause this ordinance to be

AN ORDINANCE PROHIBITING THE SALE OF WINE TONICS
AND BITTERS IN THE CITY OF SANTA ANA, REPEALING
ALL ORDINANCES AND PARTS OF ORDINANCES IN CON-
FLICT HEREWI~{ AND PROVIDING PENALTIES FOE THE
VIOLATION THEREOF.
The City C~uncil of the City of Santa Ana do ordain as follows:
Section 1. DEFINITIONS. The following words and phrases in this ordinance
shall have the signification attached to them in this section, unless otherwise clearly
apparent from the context.
A. PERSON. The word "person" shall mean and include both the singular and
plural and shall also mean and include all natural persons, firms, associations, clubs,
co-partn~rslzips, corporations and all associations or combinations of persons, whether
acting by themselves or by a servant, agent or employee..
B. WINE TONICS. The phrase "wine tonics" shall mean and include any tonic
whether medicated or not or any medicinal preparation containing one-third of one per
cent or more alcbhol by volume, which is capable of being used as a beverage.
C. BITTERS. The word "bitters" shall mean and include any spir~tuous liquor
in which botters, herbs or roots have been steeped, whether medicated or not, and which
contains more than one-third of one per cent of alcohol~by volume, ~hich is capable
of being used as a beverage.
Section 2. It shall be unlawful for any person within the City of Santa Ana,
except registered pharmacists duly conducting drug stores, wherein prescriptions are
compounded, to manufacture, have, keep, store, transport, purchase, possess or have in
his possession, any wine tonics, or bitters.
Section 5. It shall be unlawful for any person within the City of Santa Ana
to sell, barter, deliver or furnish any wine tonics or bitters, except that registered
pharmacists may sell the same and persons may purchase and possess the same, and that he
in good faith, believes that the use of such wine tonics or bitters as a medicine, by'
such persons is necessary and affect relief to him from some known ailment; and provided
further that any registered pharmaeist~who sells such wine tonics or bitters shall
immediately affix his label to same; provided further that each bottle of wine tonics
or vitters sold under the terms of this ordinance shall have plainly written on the label
a reference to the number and date of sale.
Section 4. Any person violating any of the provisions of this ordinance shall
be deemed guilty of a misdemeanor and upon conviction thereof, shall be p~nished by a
fine not to exceed Five Hundred Dollars ($800.00), or by imprisonment in the County Jail
of the County of Orange for a period not exceeding six months, or by both such fine and
imprisonment.
Section S.. All ordinances and parts of ordinances in conflict herewith are
hereby repealed.
Section 8. The City Clerk shall certify to the adoption of this ordinance
and cause the same to be published three time in the Santa Ana Daily Evening Register, a
daily newspaper in circulation printed, published and circulated in s aid City, and
thirty (30) days after its final passage it shall take effect and be in force.

The City Council of the City of Santa Aha do ordain as follows:
Section 1. That Section Ten (lC) of Zoning Ordinance No. 809 of the City of
Santa Ana, is hereby amended to read as follows:
"SECTION X. SPECIAL USES.
Under the special uses are to be included garages, oil stations, hospitals,
undertaking parlors, chicken ranches, dairies, duplex dwellings, waste disposal plants
and the~manufacture of explosives, and such other buildings, structures or uses as do nc
come under either or any of the zones herein specifically mentioned; provided, that
school buildings and buildings erected by the City, County or State, shall be permitte~
in any zone without any hearing upon the same, and shall not be included under the terms

the report from the City Planning Commission and after having held a hearing, the City
Council may grant or refuse to grant a permit for such special uses.
In case of refusal the applicants may modify their request in order to remove
any or all of the objections raised, but such renewal of application shall follow the
same procedure as outlined for the first application. In case of a second refusal,
the applicant may not again apply for a period of three months from the time of the
refusal of the application and official action by the City Council."

Section 1. That ~ection 2 of Ordinance No. 828 is hereby amended to r~ad as
follows:
"Section 2. That all demands or warrants for salaries heretofore fixed by the
City Council, or which may hereafter be provided for by the legislative body of said
City, together with-all wages for employees performing work or labor for said City,
and whose demands have been approved by the City Auditor of said City, shall be paid
out of the Pay-Roll Account by warrants signed by the City Clerk or the Chief Deputy
Clerk, and countersigned by the City Auditor, or Secretary to the City Auditor,
provided however, that no check upon said Pay-Roll account shall be valid unless either
the City Clerk or the City Auditor shall sign,the same. That said checks may be drawn
upon said Pay-roll Account at any time of the month during which said work and labor for
said City was performed when payment for the same shall be due."
Section.2. That Section 3 of Ordinance No. 828 is hereby amended to read as
follows:
"Section 3. That all demands for wages or salaries paid from the Pay-Roll
Account as hereinbefore provided for shall be audited by the Finance Committee of the
City Council and approved by said City Council in the same form and manner as other
demands against said City, a t the first regular meeting in the month following the ftli~
of such demands, and said demands charged against the respective funds from which the
same should be paid, and the City Clerk and City Auditor shall be liable thereon for
any payment made from the Pay-roll Account which the said City Council shall not approve
as aforesaid."
Section 3. That Section 4 of Ordinance No. 828 is hereby amended to read as
follows:
/~Section 4. 'l~at the City Clerk and the City Auditor of said City shall each
furnish a good and sufficient bond, approved by the City Council, in favor of the City
of Santa Ana~ in addition to the bond now required of either of said officers, to cover
the duties performed by them under this Ordinance, in the penal sum of Ten Thousand
Dollars ($10,000.00), which bonds shall be filed with the Mayor of the City of Santa Aha.
Section 4. That all ordinances or parts of ordinances in conflict with this
Ordinance shall be, and the same are hereby repealed.

The City Council of the City of Santa Aha do ordain as follows:
Section 1. That Section 1VO of the Building Code adopted by Ordinance No. 819
of the City of Santa Aha relating to the type of building under school requirements is
hereby amended to read as follows:
"Every school building of more than three stories in height, or any building
of more than three stories ~n height shall be a building of Class A, or Class B, any
school building or school in a building of three stories in height shall be a building
o~ Class A, Class B, or Class C. Every building of more than two stories in height shai
be at least a ouilding of Class D, and the first floor thereof shall not De more than
seven (V) feet above the adjoining ground levels.
Section 2. That such Section 1VO of said Building Code, except as amended, by
the foregoing paragraph, shall remain and be in force as set forth in the Building Code,
adopted by Ordinance No. ~19 as aforesaid.
Section 5. That the City Clerk shall certify to the passage of this ordinance
and cause the same to be published three (5) times in the Santa Aha Daily Evening

The City Council of the City of Santa Ana, California, do ordain as
follows, to-wit:
THAT, WHEREAS, the City of Santa Aha, California, did on the 28th day of
December, 1914, by Ordinance elect and determine to avail Itself of the provisions
of the Act of the 27th day of March, 1895, and ~ubs.equent amendments thereto
relative to the assessment and collection of taxes for the municipal corporation
of the City of Santa Ana, California, and dad in accordance therewith on or about
said date file with the Auditor of Drange County, California, a verified copy of
said Ordinance pertaining thereto as provided by law;
AND, ~EHEAS, the County Auditor of the County of Orange, State of
California, on the 5th day of August, 1929, filed his statement in Writing with
the City Council o~ the City of Santa Ana, California, showing the to~al value of
all property within the corporate limits for the year 1~29-1930, and equalized and
collected by the Board of Supervisors of Orange County, California, and fixed the
sum as shown by the assessment rolls for said year at $21,051,600.00, exclusive
of operative property.
AND, WHEREAS, the City Council.elects to levy a ~otal tax for the sum of
$1.89 on each $100.00 of the taxable property of said City as provided by law, the
amount of money ascertained and fixed to carry on the various departments of the
City of Santa Ana, and to pay the bonded indebtedness falling due for the current
year 1929-1930, is the fixed sum of $39V,8VS.24;
AND, W~EREAS, said sum is to Oe apportioned among the various department~
of the said City of Santa Ana, and placed in the general and special funds to pay
current municipal expenses on the assessed value of all the real and personal
property within such municipality over and above the several sums to be raised as

of Santa Ana, of $21,051,800.00, shall be used as a basis for the levy of the taxe
of the'City of Santa Ana, at the same time and in the same manner county levies

Section 2. That the rate of taxation for municipal purposes and to pay
the bonded indebtedness and interest of ~he City of Santa Aha, California, for the
current year 1929-1930 is hereby fixed at $1.89 on the taxable property of said
City and that said amount of $597,875.24, in the aggregate and the rate sum of
$1.89 on each $lO0.O0 of the taxable property.of said City is hereby levied upon
all the taxable property as ascertained by the County Assessor and equalized by
the Board of Supervisors of Orange County, California, as aforesaid, and which
said rate so fixed shall be apportioned among special funds to pay the current
expenses, bonded indebtedness and interest and other indebtedness of said City;

The City Council of the City of Santa Ana do ordain as follows:
Section 1. A City Planning Commission in and for the City of Santa Aha, is
hereby established, with membership, powers and duties as provided by Statutes of the ~
State of california.
Section 2. The members of the existing City Planning Conanission shall
continue in office until the expiration of their respective te~ms or until a vacancy
occurs, with powers and duties ~as specified by State law, in addition to the powers and

SET-BACK LINES UPON EAST WASHINGTON AVEN~, UPON
BOTH SIDES OF SAID STREET, FROM LINCOLN AVENUE TO
GRAND AVENUE.
The City Council of the City of Santa Aha do ordain as follows:
Section 1. That the public interest and convenience requires, and there is
hereby established set-back lines upon the following street in the City of Santa Ana,
California, between which and the respective street lines of said street it shall be
unlawful for any person, lien or corporation to erect any building or structure, or to
place any structure thereon, to-wit:
East Washington Avenue from Lincoln Avenue to Grand Avenue, on both sides
of said street, forty (40) feet Northerly and forty (40) feet Southerly from the surveye~
center line of Washington Avenue between the said Lincoln Avenue and Grand Avenue.
Said set-Back line on the Northerly side of Washington Avenue being ten (10)
feet outside of the present Northerly line of said Washington Ave~e and the set-back
line on the Southerly side of.said Washington Avenue being the following line, to-wit:
Beginning at a point in the Easterly line of Lincoln Avenue, said
point being fifteen (15) feet Southerly from the Southerly line of
Washington Avenue; thence Easterly and parallel to the Southerly line
of Washington Avenue seven (7) feet to a point in the Westerly line of
Lot 24 of Dean's Addition as per map thereof on file in Records of
Survey, Book 1, Page 22, Records of Orange County, California; thence
continuing Easterly and parallel to the Southerly line of Washington

Section 2. That the foregoing set-back lines are established after a Resoluti,
of Intention was duly passed and adopted and a hearing held thereon, after notice by
publication and posting in the manner prescribed by Ordinance No. 813 of the City of
Santa Aha, entitled "An Ordinance Prescribing the Method of Procedure for Establishing
Set-back Lines in the City of Santa Ana'~, and the City Council having heard and passed
upon all protests or objections filed or made to the establishment of said set-back
lines.
Section 3. That the Building Inspector of the City of Santa Aha shall refuse
to issue any permit for any building, or structure proposed to be erected within the
space between the present street lines of the above mentioned street and the set-back
lines established by this Ordinance.
Section 4. That any person, lien or corporation violating any of the pro-
visions of this ordinance shall be deemed guilty,of a misde~e~or amd upon conviction
thereof shall be punished by a fine of not more th~m Five Hundred Dollars ($800.00), or
by imprisonment in the County Jail of the County of Orange for a period of not more than
six months, or by both such fine and imprisonment. Each such person, firm or corporati,
shall be deemed guilty of a separate offense for each day duringany portion of which
any violation of this Ordinance shall be pe~n~itted, continued or committed by such
person, firm or corporation, and shall be punishable therefor as provided by this
Ordinance.
Section 5. That the City Clerk shall certify to the passage of this

Section 1. · That Section 5 of Ordinance No. 821 shall be and the same is
hereby amended to read as follows:
"Section 5. Bond. Every master plumber before he is granted a license
shall give a bond to the City of Santa Aha in the sum of Two Thousand Dollars ($2,000.0
with two good and sufficient sureties, for the faithful discharge of his duties as
master plumber to secure any person ordering work done by him against damage by reason
of faulty wor~nanship, which sureties shall qualify that they are worth said sue in
pr0perty, over and above all liabilities and exemptions, which bond shall be approved
by the City Council~of said City, and shall be filed with the City Clerk thereof.
That said bond shall also be sufficient to cover and in lieu of Furnishing a separate
bond as required by the Ordinance of the City of Santa Ana for making sewer connections
with the sewer of the City of Santa Ana when made by such master plUmber. At the
e~piration of his yearly license every person carrying on a business of plumbing, withiz

FREIGHT TRAFFIC OVER CERTAIN STREETS IN SAID CITY.
The City Council of the City of Santa Aha do ordain as follows:
Section 1. ~That Section 2 of Ordinance No. ~81 of the City of Santa
Aha, as amended by Ordinance No. 868, making it lawful for freight cars to be
run over the tracks of the Pacific Electric Railway C~mpany du~ing any hour of
the day, on Fourth Street is hereby amended, and h~reafter it shall be unlawful
to propel'or ~ ~reight cars along Fourth Street in said City, over the tracks
of the Pacific Electric Railway Company, except between the hours of ten o'clock
P.M. and six otclock A.M.
Section ~. That Ordinance No. 868 and all other ordinances or parts
of ordinances in conflict herewith are hereby repealed.
Section 3. That this is an ordinance for the immediate preservation
of the public peace, health and safety for the following reasons:
That the Pacific Electric Railway Company has been running freight
cars along Fourth Street during all hours of the day and during the times when
traffic is very congested and hearth, along s aid street, and there is great danger
of persons being injured and property damaged unles~ this ordinance shall take
effect immediately upon its passage, and for said reasons this ordinance shall
take effect immediately upon its final passage.
Section 4. The City Clerk shall certify to the passage of this
ordinance and cause the same to be published three times in the Santa Aha Daily
Evening Register, a daily newspaper printed, published and circulated in the City
of Santa Ana, and said ordinance shall take effect immediately upon its final
passage.

ING SET-BACK LINES UPON NORTH FLOWER STREET. ON
BOTH SIDES OF SAID STREET, FROM THE NORTH L~NE OF
TRACT NO. 748 TO THE SOUTH LINE OF SANTA CLARA
AVENUE IF EXTEND~) WESTERLY.
The City Council of the City of Santa Aha do ordain as follows:
Section 1. That the public interest and convenience requires, and
there is hereby established set-back lines upon the following street in the City
of Santa Aha, California, between which and the respective street lines of said
street it stmll be unlawful for any person, firm or corporation to erect any
building, wall, fence or other structure, or place any structure thereon, to-wit:
North Flower Street, on both sides of said street, from the North line
of Tract No. 748 to the South line of Santa Clara Avenue if extended Westerly~
forty (40) feet outside of the present East and West lines reapectively of said
street.
Section 2. That the foregoing set-back lines are established after a
Resolution of Intention was duly passed and adopted and a hearing held thereon,
after notice by publication and posting in the manner prescribed by Ordinance No.
813 of the City of Santa Aha, entitled, "An Ordinance Prescribing the Method of
Procedure for Establishing Set-Back Lines in the City of Santa Ana", and the City
Council having heard and passed upon alS protests or objections filed or made to
the establishment of said set-back lin~s.
Section 3. That the Building Inspector of the City of Santa Ana shall
refuse to issue an~ permit for any building, wall, fence or other structure
proposed to be erected within the space between the present street lines of the
above mentioned street and the set-back lines established by this Ordinance.
Section 4. That any person, firm or corporation violating any of the pre
visions of this erdinance shall be deemed guilty of a misdemeanor and upon.convict-
ion thereof shall be punished by a fine of not more than Five Hundred Dollars
($§00.00), or by imprisonment in the County Jail of the County of Orange, fo~ a
period of net more than six months, or by both such fine and imprisonment.
Each such person, firm or corporation shall be deemed guilty oS a separate offense
for each day during any portion of which any v~lation of this Ordinance shall be
permitted, continued or committed by such person, firm or corporation~ and shall be
punishable therefor as provided by this Ordinance.
Section ~. T~at the City Clerk shall certify to the passage of this
Ordinance and cause the same to be published three times in the Santa Ana Daily
Evening Register, a daily newspaper printed, published and generally circulated in
the City of Santa A~a, and the same shall take effect and be in force thirty (~0)
days from the date of its final passage.

WHEREAS, a special election was held in that territory known as
"Glorletta Addition" on Thursday, the 5th day of December, 1929, pursuant to the
provisions of an Act of the Legislaturs of June 11, 1913, relating to the annex-
ation of territory to municipalities, and found in the Statutes of 1913,~ Page 587,
as subsequently amended, at which election there was submitted th~ question of
whether said new territory hereinafter described should be annexed to, incorporate¢
in and made a part of the City of Santa Aha; and

BUILDING ORDINANCE NO. 819, REQUIRING;PERMITS ~
FOR LATHING, PLASTERING AND STUCCO WORK IN
SAID CITY.

The City Council of the City of Santa Ana do ordain as follows:
Section 1. That ~ilding Ordinance No. 819 of the City of Santa Aha
is hereby amended by the addition of a new section to the Building Code, adopted
by said Ordinance, to be known as Section 20~ and to read as follows:
"Section 20~. That before any person, firth or corporation, shall do
any lathing, plastering or stucco work, upon any building or structure in the
City of Santa Aha, he or they shall first file an application with the Building
Inspector of said City, and pay to him the fees hereinafter stated, in addition t
all other fees required by said Building Ordinance of said City, and receive a
pe~t therefore before said lathing, plastering or stucco work is commended,
which fees are as follows, to-wit:
One cent per yard (plasterer's measurements) for the first 1500
yards, or portion thereof, exterior and interior;
One half cent per yard for the next additional 1500 yards or
portion thereof;
One fourth cent per yard £or all over 3000 ~ards.
The minimum fee for such pel~rait shall be ~l.00; provided,
however, that for patching and repair work where the total cost
of labor and material shall not exceed $25.00, shall not require a
· permit hereunder.
That in all cases requiring a permit under this section, the Building Inspector
or his representative shall make at least three inspections during the progress o:
said work, including the lathing, scratch coat and final inspection, and see that
all requirements of said Building Ordinance are complied with."
Section 2. That the City Clerk of the City of Santa Ana, shall certify
to the passage of this ordinance and cause the same to be published three times
in the Santa Ana Daily Evening Register, a daily newspaper printed and published
in the City of Santa Ana, and thirty days after final passage said ordinance shal
take effect and be in force.

ORDINANCE NO. 906.
AN ORDINANCE OF THE CITY OF SANTA ANA DEFINING,
REGULATING AND LICENSING THE ERECTION, CONSTRUCT-
ION AND/OR MAINTENANCES OF SIGNS, AND REPEALING
ALL 0t~DINANCES AND PARTS OF ORDINANCES IN CON-
FLICT HEREWITH.
The City Council of the City of Santa Ana ordains as follows:
Section 1. DEFINITIONS. Unless it is apparent from the context that another
meaning is intended, the following words when used herein shall have the meaning
attached to them by this section.
(a) "Advertising structure" shall mean~any structume erected upon the surface
of the ground or attached to the wall of a building and used exclusively for advertising
purposes upon which any poster, bill, painting, device or other advertisement of any
kind whatsoever may be placed, posted, printed or fastened; or any statuary, sculpture~
moulding or casting used for advertising purposes; but this definition shall not be held
to include any board, sign or surface used exclusively to display official notices
issue8 by any court or public office o~ posted by any public.officer in performance of
a public duty or-~a private person in giving a legal notice; nor shall it be held to
include any real estate sign advertising the property upon which it stands or the person
fimn or corporation having the list~ug of such property, provided such real estate sign
has not a surface area greater than twelve (12) square feet.
(b) "Sky sign" shall mean any sign constructed above or upon the roof of any
building.
· (c) "Electric sign" shall mean any sign or device, attached to the wall of
any building, the surface of which is composed in part, of glass or other transparent
material and illuminated by electricity or the figures of which or any part thereof
including the outline, is illu_minated by a row or series of incandescent lamps or gas
filled or luminous tubes which are lighted by the use of electricity.
This definition shall not be held to include any sign which is illuminated by
reflected lights.
(d) "Face or wall of a building" shall mean the general outer surface of any
main exterior wall of a building.
(e) "Outdoor advertising" shall be the business of painting of signs or
advertisements on exterior walls of buildings or the erection and maintenance of
advertising structures electric or sky signs by one person, fi~m or corporation for com-
pensation paid by another person, firm or corporation.
· (f) "Sniping" shall be the business of advertising by the posting, pasting,
sticking, tacking, affixing or placing of cloth, paper or cardboard bills, cards or
posters, or tin signs to or upon fences, posts, trees, building or other structures or
surfaces other than advertising st~/ct~ea with or without the written consent of the
owner, holder,~lessees, agent or trustee thereof on which said sniping is done, but this
definition shall not be held to include any sign or notice issued by any court or public
Dffice or posted by a public officer in perfoEnance of a public duty or a private
person in giving a legal notice, or an~ sign giving notice of any meeting to be held on
~the premises where said sign is erected, or any cloth, paper or cardboard sign advertisin
for sale or lease the property upon which it stands.
(g) "Street" shall mean all public thoroughfares except ~lleys.
Section 2. PAYMENT OF LICENSE~
(a) It shall be unlawful for any person, firm or corporation to engage in or
carry on the business or occupation of Outdoor Advertising or sniping in the City of
Santa Ana withou~paying the. license fee as imposed by ordinance of said City..
Section 3. PROHIBITED IN RESIDENTIAL ZONES
(a) It shall be unlawful for any person, firm or corporation to erect, con-
struct, or m~Intain upon any lot. or parcel of land in the City of Santa Ana any advertisi~
sky ~sign or electric sign or any other sign or device exceeding twelve ~12) square feet
in area when said lot or parcel of land is restricted by ordinance of the City of Santa
Ana to residential purposes.
Section 4. SET BACK LINES
(a) It shall be unlawful for any person, firm or corporation to erect or con-
struct any advertising structure upon any lot ~r parcel of land within the City of Santa
Ana in such a manner that any portion of said advertising stz-ucture is nearer to the
line of any street than the established set back line in the block as established by
Ordinance of the City of Santa Aha or~ any amendments thereto~ provided, however, that in
any block ~here no set back line has been established or created by ordinance, no
advertising structure shall be built nearer to any street than~the front line or face of
the nearest building, on the same side of the street, in the same block, provided, howeve
that if said adve2tising structure is erected at a distance greater than 100 feet from
the ~earest building on the same side of the street in the same block~ then said
advertising structure may be built closer to the line of the public sidewalk, street~
alley or ether public place than the front line of the nearest building.
Section 5. HEIGHT OF ADVERTISING SURFACE
(a) .It @hall be unlawful for any person, firm or corporation to erect or con-
~truct or to cause ct permit to be erected or constructed, any advertising
structure of a surface~sign.space of more than ten (10) feet six (8) inches in
height. An ornamental moulding or cornice not to exceed two (2) feet in width
be placed around the surface sign space and ornamental posts or pilasters may b~
placed at each end of said sign space.
Section 6. HEIGHT ABOVE GROUND
(a) It shall be unlawful for any person, fiEn or corporation to erect
or construct within the City of Santa Ana any advertising structure unless all
~ortions of the base line of the advertising structure thereof be at least eightee~
l@) inches above the surface of the ground upon which the said structure is
erected and no portion of such base line shall be more than five (8) feet above the
surface of the ground, provided, however, that when the surface of the ground
upon which any advertising structure is erected is below the level of the street,
then said base line of the advertising structure shall not be more than five (8)
feet above the level of the street upon which the structure faces, provided,
however, that on lots or premises used for parking stations, automobile service
stations or other commercial activities, then the base line of an~advertising
structure may be in excess of five (5) feet but not more than ten (lC) feet above
the surface of the ground or above the level of the street on which such advertisir
structure faces.
(b) The space between the base line of the advertising structure and
the ground shall be kept clear or there shall be maintained between the base line
of the advertising structure and the ground, lattice work running the entire lengtk
of the structure, but the members of said lattice work shall be so spaced that
the open or clear spaces between the members shall be at least equal to the greate~
width of any member thereof. Sub-pilasters or orns~nental brackets-may be placed
between the base line and the ground but shall not be over two (2) feet in width
~nd shall not be nearer than ten (10) feet from the center to center.
(c) The provisions of this section shall not apply to any advertising
structure the full length of which is fastened to or the vertical supports of
which a~e placed against the side or wall of a building.
Section 7. SBECIFICATIONS. All advertising structures with an
advertising surface in excess of thirty (30) square feet shall be constructed
according to the following specifications:
The surface of the advertising structure shall be securely fastened to
a framework, the posts or uprights of which shall be redwood not less than four (4)
inches by six (6) inches in dimensions, said posts to be spaced not more than eight
(8) feet spart and shall extend to the top of the advertising structure, said
posts to be set nQt less than three (3) feet in the ground and the earth about
them shall be securely.tamped into place. ~The material which comprises the
surface of the advertising structure shall be securely attached to wooden stringers
which stringers shall run continuously the entire length of the structure. There
shall not be less than one (1) stringer, two (~) inches by £our (4).inches in
dimensions for each four (4) 2eot or fraction thereof that the surface of such
advertising structure is in height; provided, however, that when the advertising
surface of an advertising Structure does not exceed ten (10) feet, six ~(6) inches
in height, three (3) two (2) inch by six (6) inch. wood®n stringers may be employed.
Each wooden stringer shall be attached to each post with three (3) 30d nails.
The ~ertical posts shall be braced ~y wooden braces two (2) inches by
six (6) inches in dimensions, one brace to eac~upost; each brace to be securely
attached to the top or within two (2) feet of the top of each post with three (~)
40d nails. The lower end of each brace shall be securely attached with three (3)
40~ nails to be a redwood anchor post not less than four (4) inches by siX (6)
inches by five (8) feet in dimensions, said anchor post shall be set back of the
vertical post a distance equal to one-half (1/2) of the total height of the
advertising structure above the ground, and said anchor posts shall be set no less
than four (4) feet in the ground and in such a pos~tl~n~ast~ make an angle of
approximately ninety ~(95) degrees with the brac. e. A cross-piece fourteen (14)
inches long of two ~2) inch by six (6) inch redwood shall be sect~ely nailed with
three (3) 30d nails across the back of the lower end of the anchor post and a piec~
of redwood two (2) inches by six (6) inches by eighteen (18) inches in dimensions
shall be securely nailed with three (3) 30d nails across the front of the anchor
post six (6) inches below the ground surface. Redwood anchor posts not less than
four (4) inches by six (6) inches by five (5) feet in dimensions or concrete or
steel anchor posts or other types of equal strength may be substituted for the
foregoing.
Nothing in the section shall be deemed to prohibit the erection of
advertising structurew built according to other specifications or other material,
which will, in the opinion~of the Building Inspector of the City of Santa Aha, witt
stand a wind pressure of twenty (20) pounds per square foot of exposed sur£ace.
The specifications herein conained shall not be deemed or construed as applying to
any advertising structure the full length of which is securely fastened to or
the vertical supports of which are placed against the side of a building and which
advertising structure is, in the opinion of the Building Inspector, safely and
'securely built.
Section 8. SURFACE OF STRUCTURES. It shall be unlawful for any person,
firm or corporation to erect or construc$ or to caus® ~r permit to be erected or
constru6ted within the City of Santa Ana any advertising structure unless the
Surface of the same be built or constructed of metal or other non-combustible
mater~al. The framework or standards upon which the structure rests and the
ornamental moulding, cornice, braces, pilasters or columns and lattice work may
be of wood.

Section 9~ METAL SL~qFACE REQUIRED FOR ALL SIGNS. It shall be unlawful ~or
any person, firm or corporation to paate, post, nail, tack or otherwise fasten any
cloth, paper or cardboard banner, handbill, poster, sign or notice made of inflammable
material upon any wooden-faced advertising structures, fences, enclosure, bulkhead or
other frame structure except where a surface of metal has been provided.
Section 10. ADVERTISING PROHIBITED ON PUBLIC PROPP~RTY. It shall be unlawful
for any person, firm or corporation except a public officer or employee in performance
of a public duty to paint, paste, print, nail, or tack or otherwise fasten any
card, b~nner, handbill, sign, poster ox advertisement or notice of any kind or cause the
same to be done on any curbstone, lamp post, pole, hydrant, bridge, wall or tree upon
any public sidewalk, street, alley or other public place except as may be required by
ordinance or law.'
Section 1~. ADVERTISING STRUCTURE PROHIBITED ON PUBLIC PROPERTY. It shall be
unlawful for any person, ~irm or corporation to erect or construct, or to cause o~
permit to be erected or constructed or maintained, any advertising structure, sky sign,
electric sign, banner or sign device upon any sidewalk, street, alley orother public
place except as may be permitted or required by ordinance or law.
Section 12. NAME OF OWNERS ON ALL SIGNS..It shall be unlawful for any person,
firm or corporation own'ing or controlling any advertising structure within the City of
Santa Ana to fail, refuse or neglect to cause the name of the person, firm or corporation
erecting, constructing, owning or controlling such advertising structure or surface to
be plainly marked, painted or outlined upon or above such advertising structure, sky sign
or electric sign in a conspicuous place thereon.
Section 13. R~OVAL OF ~EEDS AND RUBBISH. It shall be unlawful for any person
firm or corporation ere%'ting', constructing, owning or controlling any advertising
structure within the City of Santa Aha to fail, refuse or neglect to remove or cause to
be removed any weeds, rubbish or any other inflammable waste or material from within
three feet of the base of any advertising structure.
Sectiom 14. PROHIBITS IMMORAL 0R UNLAV~UL ~IDVERTISING. It shall be unlawful
for any person, firm or corporation to exhibit post or display, or to cause or permit to
be e~hibited, posted or displayed, upon any'advertising structure, sky sign, or electric
sign, any statement, words or sign of an obscene, indecent, or immoral nature or any
picture, illustration or delineation of any htunan figure in such detail as to offend
public morality or decency; or of any lewd or lascivious act, or any other matter of
thing of any obscene, indecent or i~noral nature, or offensive to the moral sense; or
any murder, suicide, robbery, holdup, shooting, stabbing; clubbing or beating of any
human being, wherein any such act is shown in gruesome detail, or in arevolting manner,
or in any mauner objectionable to the moral sense.
Section 15. PROHIBITS SIGN Z~ICH CONFUSE TRAFFIC. It shall be unlawful for
any person, firm or corporation to erect, construct or maintain or to cause or permit
to be erected, constructed or maintained.any advertising.structure, sky sign or electric
sign of any kind or character for the purpose of advertising the wares, goods,
merchandise o~ business of.any such.person, firm or corporation when such advertising
structure or sign device dmsplays or makes use of the wor~s, "STOP", "LOOK", "DRIVE IN",
!'DANGER", or any other word, phrase, symbol or character in such a manner as to
interfere with, mislead or confuse traffic.
Section 1~. LITTERING OF STREETS AND SIDEWALKS. It shall be unlawful for any
person, firm or corporation, to scatter, daub or leave any paint, paste, glue or other
substance used for painting or affixing advertising matter~ upon any p~blic street or
sidewalk, or scatter or throw or permit to be scattered or thro~rn any bills, waste ~a$t~r
paper, clot~ or material of whatsoever kind removed from advertising structures on any
public throughfare or on private property.
Section 17. REQUIRES FACE OR SIGN TO BE SMOOTH. All advertising structures
which are constructed on Street lines or w~thin four (~)~feet thereof, shall have a
smooth surface and no nails, tacks or wires shall be permitted to protrude therefrom,
except electrical reflectors and devices which may extend over the top and in front of
the advertising structures.
Section 18. ELECTRIC SIGNS. No electric sign or any portion thereof shall be
attached to any fire escape or s~and pipe. No electric sign or any portion thereof
shall extend in front of any window or any portion thereof above the first story of any
building, nor shall it extend Ln front of any window or any portion thereof in the first
story of any building unless the sigm or portion thereof in front of any such window is
at least twelve (12) feet in height above the ~idewalk, ~treet, alley, property or ground
adjoining the exterior wall of the building under the sign. ~
Section 19. ELECTRICAL SIGNS. (a)~ No advertising structure, sky sign or
electric sign having in connection therewith any electrical wiring or electric lights
shall be coralected to such electrical wiring or electric lights, and no additional
wiring shall be done in connection with any such sign unless ~he same has been inspected
and approved by the City Electrician, as provided in Ordinance No. 80J of the City of
Santa Aha, known as She Electrical Code, and amendments thereto, or any addition made to
or work done on any electric lights or wiring in connection with any sign together with
any and all electric lights and wiring which may be in or on said sign ~t the time of
its erection shall comply in all respects with the provisions of Ordinance of the City
of Santa Ana kno~rn as the Electrical Code, and amendments thereto.
(b) No electrically illuminated extensible or swinging sign shall be
erected or constructed hereaftsr which projects from the building to which it is to be
attached or swings over any street, sidewalk, alley or public place.
Section 20. SKY SIGNS. No sky sign erected upon or above the roof e£ any
building shall excee~ a total height in any part thereof of more than fifty (50) feet on
any building as measured vertically from the leve$ of the top of the fire or
parapet wall nearest the sign or from the highest point of the roof directly
under the sign in case there is no fire or parapet wall.
No portion of any sky sign erectedupon or-above the roof of any
building except the necessary structural framework and braces shall be within
six (6) feet of any portion of the roof ~ro¥ided, however, that ornamental metal
pilasters may be installed every twelve (12) feet and exZend below the sign in case
such pilasters are not more than twenty (20) inches in width at any point within
four ~4) feet of the roof and are not_more than thirty-six (36) inches in width at
~ny point within six (6) feet of the roof.
No p~rtion of any such sky si~n including the framework, braces and
o~namental pilasters shall be within (3) feet of the inner face of any fire or
parapet wall or within three (3) feet of the outer face of the exter or wall in cas
there is no fire or parapet unless there is a clear vertical height of at least
six (6) feet from the level of the top of the fire or. parapet wall or above the
roof directly under such portion of the sign in case there is no fire or parapet
wall, and in no case shall any portion of any such sign extend or project beyond
the outer fa~e of any exterior wall of the building.
Every sky sign erected upon or above the roof of any building shall be
supported by a framework of structural steel.
Section 21. CONSTRUCTION OF SKY AND ELECTRICAL SIGNS. Every sky sign
erected upon or above the roof of any bUilding and every electric sign shall be
constructed entirely of non-combustible materials.
Every sky sign and every electric sign shall be constructed in a neat~
workmanlike, durable manner and no material, part, portion or equipment thereof
or therefor shall be used which might become dangerous because of vibration or
because of corrosion or disintegration when exposed to the weather or for any
other reason whatever and. shall be so constructed as to be capable of withstanding
a wind pressure of twenty (20) pounds per square foot of s~£ace area.
CaSles, chains, wires or other flexible Or loosely connected members
shall not be considered as providing lateral bracing or as supporting any sky sign,
nor shall such members be considered as providing lateral bracing for any electric
sign unless provision is made by a turnbuckle or other equally effective method
for tightening and keeping taut such member, s.
Section 22, PERMISS~0N OF PROPERTY 0~VNER. It shall be tmlawful for any
person, firm or corporation to erect or construct any advertising~structure, sky
sign, or electric sign upon.any property or building with6nt the w~itten consent
of the owner, holder, lessee, agent or trustee thereof and a w~ltten permit from
the building t~spector.
Section 23. BUILDING PERMIT. Any person~ firm or corporation desiring
such building permit shall file with the-building ihapector on a form to be
~'fu~nished by him, an application therefor. Such application shall set forth the
location on which it is proposed to erect such advertising structure, sky sign or
electric ~ign,. describing the same by lot or block or by any other description
by which the same may be readily located and identified, together with such
plans and specifications or any other information which the building inspector may
require. If the application shows that the erection, construction and maintenance
of the proposed advertising structu e, sky sign or electric sign is inaccordance
with all the requirements of this ordinance, the building inspector shall issue a
building permit upon the payment by the applicanb of a fee as specified by
Ordinance of the City of Santa Aha and known as the Building Co~e~ for a structure
of the same original cost, but not less than one dolla~ ($1.00) which fee shall
accompany his application for a permit.
Section 24. ENF~R~k~r~T. It shall be the duty of the building inspector
and police department to enforce the provisions of this ordinance.
Section 28. ~....EMPT EXISTING SIGNS. The ,provisions of this ordinance
shall not apply to any a~vertising structure, sky sign, electric sign or any sign
device constructed and insballed prior to the adoption cE this ordinance but no
such advertising structure, sky sign, electric sign, or sign device shall be
altered or reconstructed unless the same when so altered or reconstructed shall
comply w~th the requirements of this ordinance.
Section 26. PENALTY. Any person, firm or corporation, as principal~
office, agent, clerk or~ee, whether acting for himself or for another person
firm or corporation, who or which shall violate any provision of this ordinance,
shall be guilty of a misdemeanor, and ~pon conviction thereof shall be punished
by a fine not exceeding three hundred dollars ($300.00) or by imprieenment in the
County Jail of the County of Orange not exceeding six (6) months, or by both fine
and imprisonment.
Section 27. CONSTITUTIONALITY. If any section, subsection, sentence,
clause or phrase of this ordinance is for any reason held to be invalid, or
unconstitutional by the decision of any Court of competent Jurisdiction, such
decision shall not affect the validity of the remaining portions of the ordinance.
The City Cott~cil hereby declares tha$ it would have passed this ordinance and eac
section, sub-section, sentence, clause and phrase thereof, irrespective of the fact
that any one or more of the sections, sub-sections, sentences, clauses or phrases
thereof be declared invalid or unconstitutional.
Section ~8. REPEALING OE~I~ANCES. That all ordinances, or parts of -
ordinances, inconflict H~rewith are to that extent hereby, repealed.
SE0$iOn 29. CERTIFICATION AND PUBLICATION.
The City Clerk shall certify to the passage of this ordinance and cause the
same to be published three times in the Santa Ana Daily Evening Register, a daily newspap
printod, published and circulated in the City of Santa Ana, and said ordinance shall take
effect thirty (30) days from the date of its final passage. ~

AN ORDINANCE OF THE CITY OF SANTA ANA, DECL.ARING
RESULT OF ELECTION IN "~f~ST ORANGE ROAD ADDITION"
WHEREAS, a special election was held in that territory known as "West
Drange. Road Addition", on Tuesday, the 17th day of December, 1929, pursuant to the
provisions of an Act of the Legislature of June ll, 1913, relating to the annexatio
o~ territory to municipalities, and found in the Statutes of 1913, Page 587, as
subsequently amended, at which election there was submitted the question of whether
said new territory hereinafter described should be annexed to, incorporated in and
made a part of the City of Santa Ana; ~nd
WHEREAS, notice of said election was given by publication, in the time,
form and manner as required by said Act, as appears from the affidavit of Laurine
E. Arguello, of ~the Orange Daily News,. on filewith the City Cl~rk~ and
WHEREAS, it appears that said special election was held in accordance
with law and said notice on Tuesday, the LVth day of December~ 1929, and that the
polls for said election were kept open during the time required by law, to-wit,
from six o'clock A.M. to seven o'clock P.M. of said day, and that said special
election w~s held and conducted, and the votes received and canvassed, and the
result thereof determined and declared, in the time, form and manner required by
law; and
WHEREAS, the City Council of the City of Santa Ana did on Monday, the
23rd day of December, 1929, being the time provided for its regular mbeting next
after the expiration of three (3) days from and after the date of said election,
meet and proceed to canvass the returns of said special election as required by
law.
WHEREUPON, the result of said canvass having been found to be as herein-

The City Council of the City of Santa Ana do ordain as follows:
1. That the new territory proposed to be annexed to said City of Santa
Ana as aforesaid is particularly described as'follows, to-wit:

in a straight line to a point in the Northeasterly boundary line of the
said City of Santa Ana, said point being distant 130 feet Northerly,
measured'at right angles from the Northerly line of that certain parcel
of land conveyed to Michael Witt by deed recorded in Book 16, Page 290
of Deeds, Records of Orange County, California; thence Southeasterly
along said Northeasterly boundary line of the said City of Santa Ana to
an angle point in said boundary line; thence Easterly along said boundary
line of the said City of Santa Ana to the point of beginning.
2. That there was but one election precinct established and provided for
the holding of said special election, the boundarios of which were the boundaries
of said territory.
3. That the whole number of votes cast upon Said proposition in the
territory to be annexed as aforesaid was twenty-five (25), and the number of
votes cast therein in favor of annexation was nineteen (19), and the number of
votes cast therein against annexation was six (6); and
V~EREAS, it appears from the canvass of the returns of said election held in th
territory proposed to be annexed to said City of Santa Ana that the majority of all the
votes cast in said outside territory on the question .of said annexation are in favor of
annexation.
IT IS FURTHER ORDAINED, that the annexation of said territory be and the same
is hereby approved, and it is hereb~ orderod that a certified copy of this ordinance~
giving the date of its passage under the seal of said City of Santa Ana, be transmitted
to and filed with the Secretary of the State of California, from and after the date of
~ich filing the annexation of such territory shall be deemed to be complete, and thence-
forth said annexed territory shall be to all intents and purposes a part of the City of
Santa Aha.
IT IS HEREBY 0RDER~lkl), that a record be made and entered upon the Ninutes of
the City Council showing the total number of votes cast upon said question at said
election, the number thereof cast in favor of annexation and the number thereof cast
