ORDINANCE NO. 935
AN ORDINANCE AMENDING ORDINANCE NO. 658~ AS
AMENDED, REPEALING THAT PORTION OP SAID
ORDINANCE PROVIDING FOR THE LICENSING OP REAL
ESTATE SALESMEN.
The City Council of the City of Santa Aha do ordain as follows:
Section 1. That Section 2SA of Ordinance No. 688, as amended, is
hereby amended to read as follows:
"Section 28A. For every person conducting, managing or carrying
on the business cf a real estate broker, three dollars ($3.00) per quarter".
Section 2. That portion cf Section 28 of Ordinance No. 658, as
amended, pertaining to real estate salesmen is hereby repealed, the purpose of
this ordinance being to repeal that portion of Ordinance No. 658 requiring a
City License from real estate salesmen in said City.
Section 3. The City Clerk shall certify to the passage of this
ordinance and cause the same to be published three (3) times in the Santa Ana
Daily Evening Register, a daily newspaper printed and published and circulated
in the City of Santa Aha, and said ordinance shall take effect thirty (30) days
from the d~te of its final passage.
The foregoing ordinance is approved this 9th day of February, 1931.

ORDINANCE NO. 936
AN ORDINANCE PROVIDING FOR HOLDING A GENERAL MUNICIPAL
ELECTION IN THE CITY OF SANTA ANA, CALIFORNIA, ON THE
13th DAY OF APRIL, 1931, FOR THE ELECTION OF CITY
OFFICERS IN SAID CITY, AND VOTING UPON THE PROPOSITION
FOR THE INCREASE 0F THE SALARIES 0F THE MEMBERS OF THE
CITY COUNCIL; GIVING NOTICE OF SAID ELECTION; DESIGNATING
THE POLLING PLACES, THE HOURS DURING WHICH THE POLLS SHALL
BE OPENED, THE OFFICERS TO BE ELECTEd, AND APPOINTING
ELECTION OFFICERS TO SERVE AT SAID ELECTION.
The City Council of the City of Santa Aha do Ordain as follows:
Section 1. A general municipal election shall be held in the City of Santa
Aha, California, by the qualified electors of said City, on the second Monday, in
April, 1931, the same being the tSth day of April, 1951, for the election of the follow-
ing named officers:
1. A board of five (5) trustees, to be known as the City Council, for the
term of four (4) years.
2. A Beard of Education, to consist of five (5) members, for the term of
four (4) years.
3. A Recorder, who shall be known as the City Judge, for a term of four (4)
years.
A. A Treasurer for the term of four (4) years.
§. A Clerk, for the term of four (4) years.
8. An Attorney for the term of four (4) years.
?~i~ A Ma~bal, who shall be known as the Chief of Police, for the ter~ef
years.
Section 2. There will~ be thirty-two (32) voting precincts for the purpose
of holding said election, consisting of a consolidation of the regular election
precincts established for holding the last general State and County election as follows:

special election voting precincts in that portion of the Santa Ana High School
District lying outside the Co~pqrate limits of the City of Santa Ana, for the
purpose of voting only on members of the Board of Education, five in number,
for the term of four years, for said Santa Aha High School District, consisting
of a consolidation of the regular election precincts established for holding
State or County electiona as fo~lows:
' Consolidated Voting Precinct No. 33. comprising all that territory
embraced 'within the Delhi School Distric-~an-~-Paularino School District,' and the
polling place thereof shall be at the Paularino School House.
Consolidated Voting Precinct No. 34, comprising aid that territory embraced
within the Greenville School District; and the Diamond School District and the polling
place thereof shall be at the Greenville School House.
Section 3. A Board of Election consisting of one Inspector, one Judge and
two Clerks, for each such consolidated precinct shall consistute the election officers
to have charge of such election, and the following are hereby appointed to hold,
conduct and make returns of said election as required by law, to-wit:

Each of said election officers shall receive a compensation of $8.00 for his or her
services.
Section 4. Said election shall be held and conducted in accordance with the
laws regulating general municipal elections in cities of the fifth class, and with the
general election laws of the State of California, so far as the same may be applicable
thereto. The polls shall be opened at six o~clock A.M. on the day of said election an~
shall be kept open until seven o~clock P.M. of said day, at which t~me the polls shall
be closed.
Section 5. Notice of said election, containing a statement of the time of
said election and of the names of the offices to be filled thereat, propositions to be
voted on, if any, and briefly a general description of the voting precincts and location
of the polling places, and of the time of the opening and closing of the polls shall be
given by the City Clerk, by one publication in the Santa Aha Daily Evening Register, a
daily newspaper published and circulated in sa~d City of Santa Aha, not earlier than the
sixtieth day, or later than the twentieth day before said election.
Section 6. The City Clerk shall prepare and cause to be published a list of
the names of the nominees in alphabetical order, and the respective offices for which
they have been nominated, (together with a statement of any propositions to be voted
upon), twice before the day of said election in the Santa Ana Daily Evening Register, a
daily newspaper published in said City of Santa Aha in the form as required by law.
Section 7. The City Clerk shall prepare and cause to be printed official
ballots, in the fo~m and number as required by law, and shall procure all other supplies
necessary for the holding of said election as required by law.
Section 8. The City Clerk shall certify to the passage of this ordinance and
shall cause the same to be published three times in the Santa Ana Daily Evening Register

and this ordihance shall take effect amd be in force from the date of final
passagee

SHALL BE INCREASED°
The City Council of the City of Santa Aha do ordain as follows:
Section 1.~ That the proposition, "Shall the salaries of the respective

mitred to the electors at the general municipal election to be held in the City of

AN ORDINANCE AMENDING ORDINANCE NO. 817 REGULATING
TRAVEL AND TRAFFIC UPON THE PUBLIC STREETS; ESTAB-
LISHING A CENTRAL TRAFFIC DISTRICT AND PROVIDING A
PENALTY FOR THE VIOLATION THEREOF.
The City Council of the C~ty of Santa Aha do ordain as follows:
Section 1. That Section i of Article I of Ordinance No. 817 defining
CENTRAL TRAFFIC DISTRICT IBt is hereby amended to read as follows:
"CENTRAL TRAFFIC DISTRICT B:
In Addition to ~hose portions of streets enumerated in Ordinance No.
817, and amendments thereto, as CENTRAL TRAFFIC DISTRICT lBt, the following
portions of streets are hereby declared to be ~in CENTRAL TRAFFIC DISTRICT ~Bt

Walnut Street, from the West line of Orange Avenue to the East line of
Patton Street.

and any portion of any ordinance in conflict herewith to that extent is hereby
~epealed.
Section 3. The City Clerk shall certify to the passage of this
Ordinance and cause the same to be published three times in the Santa Ana Daily
Evening Register, a newspaper printed and published in and generally circulated
in the City of Santa Aha, and the newspaper designated for the publication of
this ordinance, and the same shall take effect thirty days from the date of
final passage.

under the terms and conditions set forth in that certain trust agreement dated
May 28th, 1924, executed by C. W. Bowers and Ada A. Bowers, his wife, as Trustors
and The First ~ational Bank of Santa Aha, a corporation, as Trustee, wherein the
following described real property is offered as a gift to the City of Santa Ana,
together with all the remainder of the trust estate, created by said agreement,
now remaining in th~ hands of said Trustee, on condition that said real property
shall be used exclusively as a building site for a Charles W. Bowers Memorial
Museum; that the City of Santa Aha shall begin and thereafter continue construct-
ion of a suitable Museum Building on said real property within one year from the
date of death of the last surviving Trustor named in said agreement, using the
funds derived from the residue of the trust estate towards the erection and
ishing of said building and beautifying the grounds; that said Museum Building is
to be known as the "CHARLES W. BOWERS MEMORIAL MUSEUM", to be of fire-proof con-
struction, and should the trust estate not be sufficient to build a suitable
Museum, suitable for a City of the size of'Santa ~tua, that the City of Santa Aha
is to raise sufficient funds to be added to the ar~ount received from the trust
estate, to construct said building and furnish the s.~ne and beautify the grounds
in a suitable manner acceptable to the Trustee named in said trust agreement; and
that said City of Santa Ana will accept and agree to maintain the same for all
time as a Charlos ~. Bowers Memorial Museum; that the Historical Society of Santa
Ana is to be allowed the free use of the building for their meetings, and that
said Historical Society, for that privilege, be permitted to assist in the furn-
ishings of displays, furniture and fixtures for said buildings.
SECTION 2. That the real property hereinbefore ~eferred to.and upon
which said Museum Building shall be built is located at 2010 North Main Street,
the City of Santa Ana, County of Orange, State of California, and is particul~rly
described as follpws:
All of Lots One (1) and Two (2) in Block "B", except the West
twenty (20) feet of said Lots; '
all of Lot Three (8) in Block
"B"; and all of Lot Eight (8)~ in Block "B", except the West
280 feet of said Lot Eight (8); all in the Resubdivision o£
Blocks "A" and "B" of the Orange Grove Tract of Santa Ana~ as
shown on a Map recorded in Book l, page l~, of Miscellaneous
Maps, Records of Orange County, California.
That the City of Santa Ana in accepting said property and the residue
of the trust estate under said trust agreement is required to submit to the
Trustee plans acceptable to the Trustee, of the Muse~nn Building and furnishing of
the same, together with outline of beautifying the grounds, before construction
shall begin.
SECTION 3: That there .is hereby created a Board of Nuseum Trustees, consistin
of five members, to be appointed by and hold office at the will of the City Council of
the City of Santa Ana. That said Board of Museu~ Trustees shall receive no compensatio
for their services. They shall act in an advisory capacity to the said.City Council
of the City of Santa Ana in the adoption of suitable plans For the building to be con-
structed on said premises, as hereinbefore provided for, the furnishing of said building
and the beautifying of the grounds. They shall elect one of their members as Chairmmn
and one as Secretary, and shall hold meetings at such times and places as shall be fixed
by said Board of Nuseum Trustees. They shall recommend to the City Council of the City
of Santa Aha such person or persons as may be required to superintend said Musetun
~uilding and grounds, and shall from time to time recormnend to the City Council of said
City 'the acquisition of suitable displays and objects for said Museum. ~ey shall
perform such other duties and have such other powers as the City Council of said City
shall Erom time to time prescribe. They shall make an annual report to the City
Council of the City of Santa Ana showing the general condition of s~id MuseLun and what
said Board of Museum Trustees have accomplished during the preceding year.
SECTION 4~ The City Council of the City of Santa Ana shall proceed to employ
a competent architect to prepare suitable plans and specifications for the building to
be constructed upo~ said grounds, and for beautifying the said grounds, and perfoEn such
other acts as are required to be done under the terms of said trust agreement, within
the time and in t~e manner therein specified.
SECTION 5: That the City Clerk shall certify to the passage of this ordinance
and cause the same to be published three times in the Santa Ana Daily Evening Register,
a daily newspaper printed and published in the City of Santa Ana, and thirt~ days after
its final passage this ordinance shall take effect and be in force.

Section !. The Pacific Telephone and Telegraph Company, a Corporation,
having sold all of ~ts telephone and telegraph properties, franchise rights and
interests of every character in Southern California to the Southern California
Telephone Company, a Corporation, and the Southern California Telephone Company,
a Corporation, having requested the consent of the City of Santa Ana to the
transfer and a signment of the franchise rights within the City of Santa ~na
granted to the Pacific Telephone and Telegraph Company by~10~dinance No. 848, and
now in full force and effect, which ordinance requires that upon a sale of such
franchise rights the said City of Santa Ana shall by ordinance consent to such '
transfer in order that such sale shall be valid and binding upon the City of Sant~
Aha.
Section 2. The City Council of the City of Santa Ana upon considering
said application and deeming that the public interest and convenience will be
benefited, and that it is for the best interests of said City that said transfer
be consummated, does h~reby consent to the transfer an~ assignment of all franchts

The City Council of the City of Santa Aha do ordain as follows:
Section 1. That Section 1VA of Ordinance No. 658 is hereby amended to read as
"Section 17A: It shall be unlawful for any person, firm, corporation or
association to sell, dispose of or offer for sale in the City of Santa Ana, at public
auction, or to cause or permit to be sold, disposed of or offered for sale in the City
of Santa Ana, California, at publio auction~ any platinum, gold, silver or plated ware,
precious stones or semi-pre~i~us stones, watches or other Jewelry, or furniture, rugs or
other house furnishings, whether the same shall be their own property or whether they
shall sell the same as-agents or employees of others, except Judicial sales or those mad.
by executors or administrators.of the estates of decedents; and, excepting, also sales
made at public auction of the stock on hand of any person or persons or corporation that
shall-for the period of one year.next preceding such sale have been c~ntinuously in
business in the City of Santa Aha, California, as a retail or wholesale merchant; provid,
that in the latter case, before such merchant may hold an auction he must obtain a pex~mit
therefor which shall be applied for and issued in the following manner. Said merchant
shall not less.than fifteen (1§), nor more than thirty (30) days previous to conducting

be investigated by the Chief of Police and a report made thereon by him to the City
C~uncil as to the character of the applicant and his auctioneer, the bona fide nature of
the purpose of the sale and whether the place where it is proposed to carry on said
sale is a proper place. The City Council must be furnished also with satisfactory
evidence that the merchandise proposed to be sold is a bona fide part of the merchant's
stock in trade and not secured, purchased or brought into said place of business, for,
or in anticipation of said sale. The City Council in considering the application and
attending faets~ sh~ll exercise a reasonable and sound'~iscretion in granting or denying
the pe~ applied for, provided further, thst such sale at public auction shall be held
on ~m$~$msive days, Sundays and legal holidays excepted, and shall not continue for more
~ (30) days in all from the co~mmencement of the sale, and shall be permitted
only where such merchant is bona fide disposing of his stock for the purpose of retiring
from business; and that said auction shall be conducted during the day time between the

The City Council of the City of Santa Aha do ordain as follows:
Section 1. That Section 37 of Ordinance No. 658 as amended by Section 6 of
Ordinance No. 710 is hereby amended to read as follows:
"Section 37. For every person, firm, corporation or association owning,
maintaining, conducting or ~resenting a carnival, tent.show, or show in the open air~
or in a hall or building not specifically constructed for theatrical purposes, wherein
vaudeville, comic, dramatic or operatic productions or performances are given, or
motion pictures shown or exhibited as an independent business, and not as a part of
any other business or entertainment, the license fee shall be the sum of One Hundred
Fifty Dollars ($150.00) p~r day, payable in advance. Nothing in this section con-
tained shall be deemed or construed to authorize the holder of any license provided
for in this section to conduct, maintain or carry on any other business in connection
with such carnival, exhibition or show, without first obtaining a license so to do as
in this ordinance provided, in the event that a license to conduct, maintain or carry
on any such business is required under the provisions of this ordinance."
Section 2. That all ordinances or p~rts of ordinances in conflict herewith
are to that extent hereby repealed.
Section 3. That the City Clerk shall certify to the passage of this ordinanc
and cause the same to be published three times in the Santa Aha Daily R~ening Register~
a daily newspaper published and circulated in the City of Santa Aha, and the same shall

of the City of Santa Ana, California, showing the total value of all property within the
corporate limits, for the year 1931-19~2, and equalized and collected by the Board of
Supervisors of Orange County, California, and fixed the sum as shown by the assessment
rolls for said year at $20,253,010, exclusive of operative property;
~ AND, WHEREAS, the City Council elects to levy a total tax for the sum of $1.~
on each $100.00 of the taxable property of said City as provided by law, the amount of
money ascertained and fixed to carry on the various departments of the City of Santa
Aha, and to pay the bonded indebtedness falling due for the current year 1931-19~2,
is the fixed sum of $368,604.78;
AND, WHEREAS, s~id sum is to be apportioned among the various departments of
the said City of Santa Ana, and placed in the general and special funds to pay current
municipal expenses on the~assessed value of all the real and personal property within
such municipality, over and above the several~sums to be raised as provided by law.
Section 1. That the total valuation of the taxable property of the City of
Santa Ana of $20,253,010.00, shall be used as a basis for the levy of the taxes of the
City of Santa Aha, at the same time and in the same manner county levies are made and
collected.
Section 2. That the rate of taxation for municipal purposes and to pay the
bonded indebtedness and interest of the City of Santa Aha, California, for the current
year 1931-$932 is hereby fixed, at $1.82 on the taxable property of sai~ City, and that
said amount of $368,604.78 in the aggregate and the rate sum of $1.82 on each $100.00
of the taxable property of said City is hereby levied upon all the taxable property as
ascertained by the County Assessor and equalized by the Board of Supervisors of Orange
County, California, as aforesaid, and which said rate so fixed shall be apportioned
among special funds to pay the current expenses, bonded indebtedness and interest and
other indebtedness of said City, falling due 2or the current fiscal year 1931-1932~
and other several sums to be raised as fixed and provided by law, as followm, to-wit:

SECTION 78 OF ORDINANCE 658e
The Board of Trustees of the City of Santa Ana do ordain as follows:
SECTION 1. That Section 78 of Ordinance No. 688 be, and the same is hereby
amended so as to read as follows:
SECTION 78. For a~y ~erson, firm or corporation engaging in the business of
a "transient merchant" in the City of Santa Ana, $§.00~per daye
The words, "Transient Merchant", as used in this ordinance, shall be deemed
to mean and include any person or persons, either principal or agent, employer or
employee, who engages in a temporary business in the City of Santa Aha by selling or
offering for sale, goods, wares, merchandise, or'things or articles of value, for a
period of not more than ninety (90) days, and who, for the purpose of carrying on such
business, hires~ leases or occupies any room, building, structure or stand on any real
property, or on or adjoining any street or public place in the City. The person, firm
or corporation so engaged shall not be relieved from the provisions of this ordinance
by reason of associating temporarily with any local dealer, trader, merchant or
auctioneer, or by reason of conducting such temporary business in connection with, or
as a part of any local business,

Every person, firm or
or in the name of any local'dealer, tra~er, merchant
corporation, before commencing to engage in or set up
any business or occupation in the City of Santa Ana for the purpose of selling or
offering for sale any goods, wares, merchandise or things or articles of value in any
~oom, buiSding, structure or stand on real property, or on or adjoining any street or
public place, hired, leased or occupied by him or it, shall deposit with the City Clerk
cash in the sum of Four Hundred and FifSy Dollars ($480.00), or a bond executed by the
bounden principal and any reliable surety company in favor of the City of Santa Ana in
the stun of $450.00, and inuring to the benefit of the City o'f Santa Aha.
Such bond shall be conditioned that if such business or occupation shall
actually be conducted during a continuous period of not less than ninety (90) days,
the said bond shall be null and voi$~ and shall provide that in the event such business
or occupation is not actually conducted during all of said period, then the principal
and. sureties on such bond shall be liable thereon to the City of Santa Ana in the sum
of $8.00 for every day or fraction thereof such business or occupation has been
conducted. Such bond also shall provide that it shall not be exonerated or discharged
for a period of ten (10) days from and after the expiration of ninety (95) days from the
execution thereof, unless proof be made to the City Clerk that all the conditions of
the said bond have been complied with. Such bond shall be filed with the City Clerk
and by the City Attorney before any person, firm or corporation shall be permitted to
commence to engage in or set up any business or occupation for the purpose of selling
or offering for sale any goods, wares, merchandise, or things or articles of value in
the City of Santa Ans.
Provided, however, that any merchant making application for a license to do
business in the City of Santa Ana who accompanies his application for such license
with a bona fide lease covering the location specified in said application for license~
the terms of which shall be for one year or more, with the first and last monthts rent
paid in advance, shall be exempt~from the provisions of this Section relative to
bonds.
The provision~ of this section shall not apply to Commercial Travelers
or Selling Agents selling their goods to dealers for the purpose'of resale,
whether selling for ~resent or future deliveries by sample or otherwise, nor to
persons selling fruit, vegetables, butter, eggs or other farm or ranch products
raised or produced by themselves.
SECTION 2. The City Clerk shall certify to the passage of this
ordinance and cause the same to be published three times in the ~'Santa Aha Daily
Evening Register", a daily newspaper printed, published and circulated in the
City of Santa Ana~ and said ordinance shall take effect thirty (30) days from the
date of its final passage.

SECTION 67 of ~RDINANCE NO. 658, AS AMENDED BY
ORDINANCES NO. 710 and 771.
The~ Board ofTrustees of the City of Santa Ana do ordain as follows:
SECTION 1.~ That Section 67 of Ordinance 658 as amended by Ordinance No. 710
and No. 771, is hereby amended to read as follows:
SECTION 67. Every person, firm. or corporation engaged in the business
or occupation of a solicitor, $5.00 per day for each solicitor.
A "solicitor" within the meaning of this ordinance is defined to be any
person who goes from house to house or from place to plach in the City of Santa Ana,
selling or taking orders, or offering to sell or take orders for goods, wares or
merchandise, or any article for future delivery, or for service to be performed in the
future, or for the making, manufacturing or repairing of any article for future delivery.
Any person seeking a license to engage as a solicitor within the City of
Santa Aha shall make application therefor to the City Clerk on forms to be provided,
stating the name and address of the applicant, the kind of goods offered for sale, or
the kind of service to be performed. Such application shall be accompanied by either
cash in the sum of $500.00, or a bond in the sum of $500.00, executed by the bounden
principal and any reliable surety company in favor of said City of Santa Aha, and shall
enure to the benefit of the City of Santa Aha and to any person or persons and to all
employors of said licensee. .The conditions of this bond shall be stated in
substantially the following language: Such bond shall be conditioned upon the making of
final delivery of the goods ordered or services to be performed in accordance with the
terms of such order, or failing therein, that the advance payment on such order be
refunded.
Any person aggrieved by the action of any such solicitor shall have the right
of action on the bond for the recovery of money or damages, or both. Such bond shall
remain in full force and effect for a period of ninety (90) days after the expiration
of any such license, and in ca~e of a cash deposit such deposit shall be retained by
the City of Santa Aha for a like period of ninety days after the expiration of any such
license.
This section shall not apply to any employee, agent or representative of any
person~ firm or corporation that is paying a vocational tax to the City of Santa Ana as
specified in any other section of this ordinance.
SESSION 2. All ordinances or parts of ordinances as the same affect this
ordinance, are to that extent repealed.
SECTION 3. The City Clerk shall certify to the passage of this ordinance and
cause the same to be published three times in the "Santa Ana Daily Evening Register", a
daily newspaper printed, published and circulated in the City of Santa Aha, and said
ordinance shall take effect thirty (30) days from the date of its final passage.

The Board of Trustees of the City of Santa Ana do ordain as follows:
SECTION 1. That Section 4 of Ordinance 641 is hereby amended to read as
Section 4. It shall be unlawful for ary person, firm or corporation, to keep
or maintain turkeys, ducks, geese, chickens, pigeons or other fowls, or rabbits, within
fifty (50) feet of any family residence or building designed for human occupancy, their
own included, within that certsin portion of the City of Santa Ana, included within
those certain zones, known as Business District, Neighborhood Business District, First-
class Apartment District, and Court and Apartment District, as defined by Ordinance No.
809 entitled: An Ordinance to be known as the Zoning Ordinance of the City of Santa
Aha, California, prescribing the classes of buildings,structures and improvements and
uses or additions in the several zones to be created by this ordinance; and providing
the penalty for the violation of the same.
In that portion of the City outside of the certain zones mentioned above, it
shall be unlawful for any person, firm or corporation to keep or maintain turkeys, duck~
geese, chickens, pigeons or other fo~ls, or rabbits, within fifty (50) feet of any
family residence or buiSding designed for human, occupancy, with the exception of their
own, where the limit of distance shall conform with the State regulations for same.
SECTION 2. It sh~ll be unlawful for any person, firm or corporation to keep
or maintain more than twenty-five (25) in number of any turkeys, ducks, geese, chickens,i
pigeons, or other~fowls, or rabbits, within the city limits of Santa Aha, unless a
special permit shall be issued therefor by the City Council of the City of Santa ~na,
subject to the rules or regulations provided for herein by the Health Department of the
City of Santa Ana.
That any persoD, fir~ or corporation maintaining more than twenty-five (2S) in
.number of any turkeys, ducks, geese, chickens, pigeons, or other fowls, or rabbits,
shall be considered as conducting, ma%ntainlng and carrying on a co~mmercisl poultry
yard, and shall be subject to the following rules and rogulations of the Health Depart-
ment of the City of ~anta Ana appertaining thereto:
REGULATIONS
(a) Ail buildings, Gens, r~ms or other places where such rabbits, chickens,
turkeys, ducks, geese, pigeons or other fowls are k~pt, shall be located at least fifty
(50) feet from ~ny residence, their o~v~ e~cepted.
(b) The floors of every such building shall be sr~ooth and tight, an~ ms,n-
rained so as to prevent ace~mulation of filth or w~ter or harborin? of ro~ents thereunde
