AN ORDINANCE OF THE CITY OF SANTA ANA,
CALIFORNIA, PROVIDING FOR THE ISSUANCE OF
BONDS OF SAID CITY F0R THE ERECTION AND
CONSTRUCTION OF A CITY HALL IN SAID CITY.
WHEREAS, pursuant to Ordinance No. 988 of the,City of Santa Aha, a special
election was duly and regularly held in said City on the 19th day of December, 1933, at
which election there was submitted to the qualified voters of said 0ity the following
proposition, to-wit:
and
Shall the City of Santa Aha incur a bonded debt of $70,000.00, for
the purpose of erecting, constructing and completing certain
municipal improvements, to-wit:
The erection and construction of a City Hall and necessary appurt-
enances thereto, to be located on City owned property, at the south-
east corner of Third and Main Streets in said City; provided that
said bonds shall ce offered for sale ~nd sold only to the Reconstruct-
ion Finance Corporation, or to such other fiscal agency of the
United States of America as will purchase the same, and shall bear
interest at a maximum rate of five per cent (5%) p~r annum; and pro-
~vided,~further, that said bonds shall De sold only upon condition
that the Reconstruction Finance Corporation, or other Fiscal agency
of the United States, shall make a grant of $30,000 to the City of
Santa A~a for use in the erection and construction of said City Hall
and necessary appurtenances thereto,
WHEREAS, said proposition received the affirmative vote and assent of more
than two-thirds of all the qualified voters of said City voting at the said election and
the said city is uow authorized to issue bonds in the amount and for the purpose herein-
before specified:
NOW, THEREFORE, the City Council of the City of Santa Aha do ordain as follows
Section le That bonds of the City of Santa Ana in the amount of seventy
thousand dollars ($V0,000.00) be issued and sold for the purpose set out in the

numbered from one (1) to seventy (70), inclusive, and shall be of the denomination of
one thousand dollars ($1,000.00) each; all of said bonds shall be dated August l, 1934.
Said oonds shall mature in consecutive numerical order, three bonds annually from
August l, 1955 to August l, 194~, both inclusive, and four bonds annually from August
l, 19A5 to 195~, both inclusive.
Section 2. All of the bonds provided for herein shall bear ~nterest at the
rate of four per cent (4%) per annum, payable semi-annually on the first days of Februar
and August of each year. Both principal and interest of said bonds shall be payable
in any coin or currency which on the respective dates of payment of the principal of and
interest on the oonds is legal tender for the payment of public and private debts, at the
office of the City Treasurer of the City of Santa Ana in Santa Aha, California.
Section 3e That the executive of said City, to-wit, the Mayor and President
of the Board of Trustees and Council of said City, and the Treasurer of said City, are
hereby authorized and directed to sign all of said bonds and the City Clerk is hereby
authorized and directed to countersign said bonds and to affix thereto the corporate
seal of said City, and the Treasurer of said City is hereby authorized and directed to
sign the interest coupons of said bonds by his printed, lithographed or engraved
facsimile signature,

That said bonds shall be issued in accordance with the provisions
entitled "An Act Authorizing

municipal improvements, and regulating the acquisition, construction or completion
thereof," which became a law February 25, 1901, and acts ameudatory thereof and
supplementary thereto.
Section 5. That said bonds and coupons for the interest thereon shall

The City of Santa Aha, a municipal corporation of the State of
California, hereby ac~owledge~ itself indebted and for value received
promises to pay to the bearer (or. if this bond be registered, to the
registered owner hereof), on the 1st day of August, 19______, the stun
of ONE THOUSAND DOLLARS, and to pay interest hereon at the rate of
four per cent (4%) per annum, payable on February 1st and August 1st
in each year until maturity, upon surrender of the annexed coupons
as they severally become due (or, if this bond be registered as to
both principal and interest, to the registered owner hereof). Both
principal and interest of this bond are payable in any coin or
currency which on the respective dates of payment of the principal
of and interest on this bond is legal tender for the payment of public
and private debts, at the office of the City Treasurer in the City of
Santa Aris, Orange County, California. For the punctual payment of
this bond, with interest hereon as aforesaid, and for the levy and
collection of taxes sufficient for that purpose, the full faith and
credit of said City of Santa Ana are hereby irrevocably pledged.
This bond may be registered as to both principal and interest in
accordance with the provisions on the back hereof.
This bond is issued by the City of Santa Ana for the purpose of
the erection and construction of a City Hall in said City and by
virtue of a two-thirds vote of the qualified voters of said City of
Santa Ana voting at an election duly called and held on the 19th day
of December, 1933, and pursuant to the Constitution and Statutes of
the State of California, including an Act of the Legislature of the
State of California entitled "An Act authorizing the incurring of
indebtedness by cities, towns and municipal corporations for
~nicipal improvements and regulating the acquisition, construction
or completion thereof, which became a law February 25~ 1901, and
acts amendatory thereof and supplementary thereto.
It is hereby certified and recited that all the conditions, acts
and things required by the Constitution and Statutes of the State of
California to exist, to have happened and to have been performed,
precedent to and in the issuance of this bond exist, have happened,
and have been perfoEned, and that the issue of bonds of which this is
one, together with all other indebtedness of said City cf Santa Ana~
is within every debt and other limit prescribed by the Constitution and
Laws cf said State.

be signed in its name by the Mayor and President of the ~oard of
Trustees and Council cf the City cf Santa Aha and by the Treasurer cf

Section 6~ That said oonds have Oeen sold oy ~he City Council of said City
to the United States of America and that the proceeds of the sale of said City Hall
Bonds shall forthwith be ~ned over and placed to the credit of a fund of the City cf
Santa A~a, to be known as "1934 CITY HALL BOND FUND" and shall be used exclusively for
the erection and construction and completion of the ~m~cipal improvement descrioed in
the preposition set out in the recitals hereof.
Section ?. That for the purpose of paying the principal and interest of
maid City Hall Bonds, the City Council of the City of Santa Aha shall at the time of
fixing the general tax levy, and in the manner for such general tax levy provided,
lewy and collect annually each year until said bonds are paid or until thers shall be
sum in the Treasury of said city set apart for that p~rpose sufficient to meet all sttms
coming due for principal and interest of said bonds, a tax sufficient to pay the annual
interest on said bonds, and also such part of the principal thereof as shall become due
before the time for fixing the next general tax levy. Said tax shall be in addition
to all other taxes levied for municipal purposes and shall be collected at the time and
in the same manner as other municipal taxes are collected, and shall forthwith be
turned over and paid into a fund of the City of Santa Aha, to be known as "1934 CITY HAL
BONDS INTEREST AND BOND REDEMPTION FLrND". Said fund sha~l be used for no other purpose
than the payment of said bonds and accruing interest thereof.
Section 8~ That the City Clerk shall certify to the passage and adoption of
this ordinance by a vote of at least two-thirds of all the members of the City Council
of said City of Santa Aha at a regular meeting ef slid Council and to its approval
by the Mayor of said city and shall cause this ordinance to ce published three times
in the SANTA ANA DAILY EVENING REGISTER, a newspaper of general circulation printed
and published in slid City of Santa Aha .
Section 9.. That this ordinance shall take effect iEEediately.

ORDINANCE OF THE CITY OF SANTA ANA
FIXING THE COMPENSATION OF CERTAIN
OFFICERS OF SAID CITY
The Board of Trustees of the City of Santa Ana~ordains as follows:
SECTION 1. That the salaries of certain elective officers of the City of
Santa Ana shall be those hereinafter designated, t o-wit:
That the Clerk of said City shall receive a salary of $250.00 per month,
paysble monthly;

ORDINANCE NO. 1007
AN ORDINANCE PROHIBITING DANCE M~RATHON, ¥~ALKATHON,
TREE SITTING, POLE SITTING, PLATFORM ENDURANCE AND
OTHER CONTESTS OF SIMILAR CHARACTER 0R NATURE.
The Board of Trustees of the City of Santa Ana ordains as follows:
Section 1. The word person as used herein Bhall include any firm, co-
partnership, corporation, association, society, club or individual.
Section 2. Words used herein in the singular shall include the plural
and words used in the neuter shall include the masctuline and femztnin~.
Section 3. It shall be unlawful for any person to conduct or carry on
or to participate in any dance marathon contest or contests, exhibition or
exhibitions, or any walkathon or walking contest or contests, exhibition or
exhibitions, or any tree sit~ing, pole sitting or platfoEm endurance contest or
contests or exhibition or exhibitions or any endurance contest or contests of a
nature similar to any dance marathon, walkathon, tree sitting, pole sitting or
platform endurance contest or contests, exhibition or.exhibitions.
Section 4. If any section, sentence, clause or phrase of this ordinance
is for any reason held to be tmconstitutional, such decision shall not effect the
validity of the remaining portions of this act. The City Council hereby declares
that it would ~ve passed this ordinance and each section, sentence, clause,
phrase hereof irrespective of the fact that any one or more sections, sentences~
clauses or phrases be declared unconstitutional.
Section 5. That any person, firm, corporation, association, society or
club violating any of the provisions of this ordinance shall be deeme~i guilty of
a misdemeanor and upon conviction thereof shall be punishable by a fine of not
more than Five Hundred Dollars (5500.00) or by imprisoEnent in the County Jail of
the County of Orange for a pezdod of not more than six months, or by both such fin
and imprisonment.
Every person, lien or corporation shall be deemed guilty of a separate
offense for each day during any portion of which any violation of any provision of
this ordinance is conmuttted, continued or permitted by such person, firm or corp-
oration, and shall be punishable therefor as provided by this ordinance.
Section 6. That said so-called Marathon, Walkathon and walking contest;
tree-sitting, pole sitting and platform endurance contests are injurious and
dangerous to the health of the people who participate therein, and such~contests,
if permitted to be conducted, tend to disturb the public peace and are deteriment~
to the neighborhood adjacent to where the same are conducted and provide an
undesirable environment for the young people of the community, therefore this
ordinance is urgently required for the immediate preservation of the public peace,
health and safety of the people of the City of Santa Ana.
Section 7. That all ordinanc~or parts of ordinances in conflict with
this ordinance are hereby repealed.
Section 8. The City Clerk shall cause this ordinance to be published
once in the "Santa Ana Daily Evening Register", a daily newspaper printed and pub-
lished in the City of Santa Aaa, California, and thereupon and thereafter it shall
take effect and be in force.

That in addition to the thirty-four voting precincts situated within the
corporate limits of the City of Santa Ana aforesaid, there shall be two special
election voting precincts in that portion of the Santa Ana High School District
lying outside of the corporate limits of the City of Santa Ana, for the purpose of
voting only on members of the Board of Education~ five (5) in mumber, for the term
of fou~ (4) years, for said Santa Aha High School District, said special
consolidated election precincts being as follows:
CONSOLIDATED VOTING PRECINCT NO. 55~ comprising all that territory
embraced within the Paulerino 'School District and that portion of the Santa Ana
High School District outside of the City L~m~ts of Santa Aha, and thc polling
place shall be at Eddie Martir~'s Airport, South ~_In Street and Newport Road.
~ONSOLIDATED VOTING PRECINCT NO. 56~ comprising all that territory
embraced ~ithin the Greenville School District and the Diamond School District;
and the polling place shall be at .the Diamond School House.
SECTION 3. A Board of Election consisting of one inspector, one Judge
and two clerks, for each such consolidated precinct shall constitute the election
officers to have charge of such election, and the following are hereby appointed

Each of said election officers shall receive a compensation of $5.00 for his

SECTION 4. Said election shall be held and conducted in accordance with t he
laws regulating general municipal elections in cities of the fifth class, and with the
general election laws of the State of California, so far as the same may be applicable
thereto. The polls shall be opened at 6 A.M. on the day of said election, and shall
be kept open until 7 P.M. of said day, a t which time the polls shall b e closed.
SECTION 5. Notice of said election, containing a statement of the time of
said election and of the nsmes of the offices to be filled thereat, propositions to be
voted on, if any, ~ud briefly, a general description of the voting precincts and
location of the polling places, a nd of the time of the opening and closing of the polls,
shall be given by the City Clerk, by one publication in the "Santa Ana Daily Evening
Register", a daily newspaper published and circulated in said City of Santa Ana, not
earlier than the sixtieth day or later than the twentieth dM before the date of said
61ection.
SECTION 6. The City Clerk shall prepare and cause to be published a list of
the names o'f the nominees in alphabetical order, and the respective offices for which
they have been nominated, (together with a statement of any proposit~ ns to be voted
upon), twice before the day of said election in the "Santa Ana Daily Evening Register",
a daily newspaper published in said City of Santa Ana in the form as required by law.
SECTION V. The City Clerk shall prepare and cause to be printed official
ballots, in the form and nttmber as required by law, and shall procure all other supplies
necessary for the holding of said election as required by law.
SECTION 8- The City Clerk ~hall certify to the passage of this ordinance, and
shall cause the same to be published three times in the "Santa Ana Dsily Evening Registe~
a daily newspaper printed, published and circulated'in the City of Santa Ana; and this
ordinance shall take effect and be in force from th~ date of its final passage.

The City Council of the City of Santa Aha ordains as follows:
SECTION 1. That a certain doctnnent, three copies of which are on file in the
office of the City Clerk of the City of Santa Ana, being marked and designated as
"Uniform Building Code, 1930 Edition, Published May, 1~30, by Pacific Coast Building
Officials Conference"~ be and the same is hereby adopted as the building code of the
City of Santa Ana for the regulating of the erection, construction, enlargement, alter-
ation, repair, moving, removal, demolition, conversion, occupancy, equipment, use,
height, arsa, and maintenance of all buildings and/or structures in the City of Santa An~.
providing for the issuance of permits and collection of fees therefor; providing penal~Ims
for violation of such code; and each and all of the regulations, provisions, penalZies,
conditions and terms of such "Uniform Building Code, 19~0 Edition, published May, 1930,
by Pacific Coast Building Officials Conference", on file in the office of the City Clerk
are hereby referred~to, adopted and made a part hereof, as if fully set out in this
ordinance.
SECTION 2. That said "Uniform Building Code, 19~0 'Edition, Published May, 193~.~
by Pacific Coast Building Conference", is hereby amended as follows:
Section 20~. Amend the line reading, "For a total valuation of $50.00
or less, no fee", to ~ead: "For a total valuation from $20.00 to ~50.00, the
fee shall be ~l.O0."
That there is hereby added the following:

Section 2207 is hereby amended as follows:
"That no floor joist shell be spaced more than sixteen (16) inches from
center to center. No two (2) inch by six (6) inch joist shall have a maximum
span of over eight (8) feet; that the clearauce between t~e bottom of the floor
Joist and the ground surface shall be not less than twenty-four (24) inches."
Section ~208 is hereby amended as follows:
"That no ceiling Joist or roof rafters shall have a greater spacing
than twenty-four (~4) inches from center to center."
To Section 2204 there shall be added:
"That there shall be at least one oDening through the exterior foundation
walls not ~ss than sixteen (1 6) inches by twenty-four ~24) inches with movable door
or screened vent. If it is a screened vent, such opening may be computed as a part
of the required ventilation space."
Section 2409 is hereby amended as follows:
"Omit the use of lime mortar in one story buildings of solid masonry that do
not exceed sixteen (10) feet in height."
To Section 3701 there shall be added th~ following:
"The foundations for chimneys shall extend at least twelve (12) inches below
the natural grade line and shall be not less than twelve (12) inchee thick."

195~ Edition", published in 19~ by the Pacific Coast Electrical Bureau, be and the same
is hereby adopted as the standard electrical code of the City of Santa Aha, creating the
office of City ~ETectrical Inspector and prescribing his duties; providing for the issuanc,
of electrical perFAts, and for inspections and fixing the fees therefor; regulating the
installation, arrangement, alteration, repair, maintenance and operation of electrical
wiring, electric fixtures, and other electric appliances and equipment in the City of
Santa Ana, providing a penalty for the vio~ tion of the same, and each and all of the
regulations, provisions, penalties, conditions and terms of xuch "Standard Electrical Cod,
Edition, published by Pacific Coast Electrical Bureau", on file in the office of the
City Clerk, are hereby referred to, adopted and made a part hereof, as if fully set out
in this ordinance.
SECTION S: That said Standard Electrical Code, 19~$ Edition, published by the
Pacific Coast Electrical Bureau, be and the same is hereby amended as follows:
That Section 1O~1 is hereby added to said Standard ~,%ectricat Code, reading as
follows:
"SECTION 1~:
METAL DUCT OUTLET AND SIGN REQUIREMENTS.
A
All wires installed for the purpose of conducting electricity in or
on any building or structure of any~ature (except in or on single
family and/or single sto~y aud one or two car garages) and in or on
any building or structure of any nature within the Fire Zone, shall
be enclosed in approved metal conduit, metal wire ways, raceways or
gutter or other approved ducts, except as follows:
1. Radio Wires,
2. For installation in locations where excessive moisture, fumes or
corrosive vapors exist, or where this type of constE~ction is
impracticable. In these cases permission shall be obtained in advance,
in writing, from the City Inspector.
3. For installation of open wiring in buildings in process of con-
structure or in installation of open wiring used in lighting of
exhibitions, fairs, celebrations, and similar displays of a temporary
(not more than sixty days~) nature; and
4. For installation in central and sub-stations when such wires carry
a voltage that renders their installation in conduit impracticable.

At least one ll0 volt convenience outlet shall be installed in the
kitchen behind the stove location.

All letters of signs must be illuminated. All signs must be ten (10)
feet above the sidewalk. All signs running parallel with the ~ilding
must not extend out more than twelve (12) inches from the face of the
building.
It shall be unlawful to hang o~ to fix in position any electric sign or
sign designed for use as an electric sign, or which may be used as an
electric sign, until such sign has been inspected and approved by the
City Electrical Inspector.

SECTION 1:' It sb~ll be u3~lawfu! for any person, firm or corporation
to use, operate, employ or cause or suffer to be used, operated or employed any
system of eleotrlcal hoo~-up or oorn%eotlon, including, but not limited to, any
public address system, loud speaker system, sound amplifying system in the City
of Santa Ana for the purpose of crying, proclaiming, advertising, calling
attention to any goods, wares or merchandise or place of business or for the
purpose of directing attention to, advertising, publicizing or soliciting
patronage or custom, to or for any show, e~d~ibition or event, or entertaining, in
such a manner as to permit or allow the sound emitted therefrom or transferred
thereover, or carried through such system or systems to travel into, on or over
any public street, sidewalk, alley or any space occ~oled by any such public
street, sidewalk or alley, in tones or colume audible to a person of average
hearing faculties or capacity.
The provisions hereof shall apply whether the source of the sound is
from human voice or from any record, recording, electrical transcription, radio
broadcast, or musical tone.
It is provided, however, that the provisions hereof shall not apply
to the use of a radio receiving set being offered for sale by a duly and
regularly licensed radio receiving set dealer for the purpose of demonstrating
such radio receiving set where the volume of sound used or employed in such
demonstration is not more than is reasonably necessary for the purpose of
demonstrating such radio receiving set~ and provided that the sound therefrom
shall not be audible to a person of average hearing faculties or capacity at a
distance of more than twenty-five (25) feet from said receiving set, and pro-
vided further that the provisions hereof shall not apply to the use of any
vehicle while in motion, which vehicle is equipped with such system or systems
of the kind or character referred to herein and while such vehicle is being used
in accordance with and under a permit or license issued by the City of Santa Ana
SECTION £: It shall be unlawful for any person, firm or corporation
~oon any public street~ sidewalk, alley or place in the City of Santa Ana or
in any doorway or entrance to any building upon anypublic street, sidewalk,
alley or place, or within ten (10) feet from the front property line of any
property fronting upon or adjacent to any such public street, ~lley, sidewalk,
or place in the City of Santa Ama to sound or blow any bugle, horn, or trumpet
or to beat szQv drum or ring any bell or to make any loud or unusual noise for
the purpose of advertising, announcing or calling attention to, any goods, wares
or merchandise or for the purpose of advertising, announcing or calling attentio
to any show, exhibition, entertainment or event, or to play any musical
instrument, sing or in any way attract attention to the person or persons so
doing or to any goods, wares or merchandise which they may have in their
possession, custody or control, whether the same is offered for sale to the
public or given to the public, provided that nothing in this section shall
apply to the playing of music by a band or to the blowing of a bugle upon the public
street of said city for which a special permit in writing so t o do shall have flrs~
been issued by the Chief of Police of said City, which permit shall specify the time
or times ~hen and the place or places ~;~here such ~usic may be so played or such bugle
may be blovn~.
SECTION 3: That Ordinance No. 658 of the City of Santa Aha entitled "An
Ordinance Providingfor the Licensing of Business, Shows, Exhibitions and Games
Conducted or Carried on in the City of Santa Ana, F~xing the P~ate of License Therefore
and Providing for Collection Thereof", as amended, be and the same is hereby further
amended by the addition thereto of a new section at the end of Section 94 thereof,
which said new section shall be numbered Section 94-A and shall read as follows:
"Section 94-A: For every person, firm or corooration conducting the
business of advertising by means of any vehicle containing amplifiers, phonograph, loud
speaker, microphone, broadcasting radio or a device for public address, and which is
used for announcing or advertising upon the public streets or public grotuuds in the
City of Santa Aha, a license fee of ~48.00 for each vehicle per annum or fraction
thereof payable annually in advance, provided, however, that for a fee of $12.00 for
each vehicle per annum or fraction thereof, payable annually in advance, a license will
be issued to any person, firm or corporation having a license ttuder any other section
of this ordinance to advertise only his ova business by means of any such vehicle
regularly registered and licensed by the State of California to such licensee. It is
not intended by this section to grant a license for the creating of a disturbance or
for.licensing any loud or unusual noise and the Chief of Police and all Police Officers
of the City shall have authority to prevent any disturbance!or loud or unusual noise
caused by the use of the above described appliances.
SECTION 4: If any section, sub-section, sentence, clause or phrase of this
ordinance is for any reason held to be invalid or unconstitutional, such decision sha]l
not affect the validity of the remaining portions of the ordinance. The Council
of the City of Santa Ana hereby declares that it would have passed this ordinance, and

SECTION l: That Section 2 of Ordinance No. 892, entitled "An Ordinance
Establishing a City Planning Commission for the City of Santa Ana, with 5{embership,
Pore'ers and Duties as Provided by State Law" be and the same is hereby amended so as to
read as follows:
"SECTION 2: The members of the existing City Planning Commission shall
continue in office until the 30th day of June, 1955, and they and their successors
shall have the powers and duties as specified by State Law.
"The Planning Commission of the City of Santa Aha, from and after June
1935, shall consist of nine members, with powers and duties as specified by State Law,
of which six members shall be appointed by the Mayor of the City of Santa Ana with the
approval of the Council of said City, and three shall be ex-officio members who shall
be the City Engineer, the Chief of the Fire Department of the City of Santa Ana, and
the Mayor of said City. Of the members of the Com~nission first appointed after the
passage of this Ordinance, two shall be appointed for the term of one year, two for the
term of two years, one for the term of three years, and one for the term of four years,
which terms of office shall expire on th~ 30th day of June,l~936, 19~7, 19~8 and 1939,
respectively. Their successors shall be appointed for the term of four years each.
If a vacancy shall occur otherv~ise than by the expiration of term of office, it shall

"Section 1: There is hereby created a Board of Fore~try composed of seven
members, five of whom shall be appointed by the Mayor of the City of Santa Aha with
the approval of the City Council of szid City, and two ex-officio men, ers ~J£~o
be the Street Superintendent of the City of Santa Aha, and one member of the City
Council, to be designated by the ~&~yor. Vacancies in such Board shall be filled by
appointment in like manner for the unexpired term.
The members of such Board shall respectively hold office for the period of
three years, except that the respective terms of the members of such Board first
appointed under the provisions hereof shall so classify themselves by lot that one of
their number shall go out of office at the end of the current fiscal year, two at the
end of one year thereafter, and the other two at the end of two years thereafter.
Ail appointed members shall serve without compensation. The Board of Forestry shall
meet at least once a month, at such times and places as they may fix by resolution.
Special meetings may be called at any time by three members of the Board by written
notice served upon each member at least three hours before the time specified for the
proposed meeting. A majority of the Board shall constitute a quorum for the
transaction of business. Such Board shall select one of their appointed members as
president who shall serve for one year and until his successor is ~opointed and in
his absence shall select a president pro-rem. Such Board shall cause a proper
record of their proceedings to be kept.
Any appointee member of the Board of Forestry, notwithstanding his regular
term of office, may be removed by the ~ppointing officer at his pleasure with the
concurrence of the City Council. The terms of the ex-officio members shall correspond
with their respective tenure in office."

Ordinance creating a Board of Forestry of the City of Santa Aha undeE the Jurisdiction

857, approved October 29, 1928", is hereby amended by the sddition thereto of a new
section to be known as Section i-A and to be added to said Ordinance at the end of

"Section l-A: There is h~reby created the office of City Forester to be
known as Superintendent of Parks. He shall be appointed by and receive such

Superintendent of Parks shall serve at the pleasure of the appointing power.

by the Board of Forestry."

adding thereto at the end of Section 18 thereof a ne~ section to be known as
Section 18-A which said section 18-A shall read as follows, to-wit:
"Section 18-A: The Board of Forestry and the Superintendent of Parks
shall ex~rcise Jurisdiction and control over all public parks and playgrounds and
other public places of recreation~nder the control and Jurisdiction of the City
of Santa Aha and over the planting, maintenance and care of trees, plants,
flowers and shrubbery in all such public parks or places in the City of Bs~uta Aha
and it shall be their duty to prescribe all ~ules ~nd regulations for the use,
occupancy and enjoyment by the public of all such public parks and playgrounds in
the City of Santa Ana, and they shall have like control over such public parks and
playgrounds as is heretofOre given them in this ordinance over public ~treets,

CREATING THE OFFICE OF ASSISTANT CITY

THE COUNCIL OF THE CITY OF SANTA ANA DO 0RDAINASFOLLOWS:
SECTION ~: The City Treasurer of the City of Santa Ana is hereby
authorized and empowered to appoint a deputy City Treasurer who shall be knov~ as
Assistant City Treasurer. Such Assistant City Treasurer shall serve as such
Assistant City Treasurer without compensation and shall furnish bond for the
faithful performance of his duties to the City of Santa Ana in the sum of Twenty-
five Thousand($25,000.O0) Dollars. The City Treasurer and his bondsmen shall
be responsibl~ for all acts of such Assistant City Treasurer.
This ordinance shall not be construed to prohibit the appointment as
Assistant City Treasurer of any person who shall be employed as a bookkeeper, or
accountant by the City of Santa Ana.
The Assistant City Treasurer shall be appointed by the Treasurer subJecl
to the approval of the City Council of the City of Santa Ana, and before entering
upon his duties he shall furnish bond as herein required and shall take his oath
of office. Such deputy sDall hold office subject to the pleasure of such
Council and the City Treasurer, and cease to hold office at the pleasure of
either the City Treasurer or such Council.
SECTION 2: The City Clerk shall certify to the passage of this
Ordinance and shall cause the same to be published in three consecutive issues of
the Santa Aaa Daily Evening Register, a daily newspaper printed, published and
circulated in the City of Santa Ana, and hereby designated for that purpose, and
50 days thereafter shall take effect and be in force.

of the Act of the 27th day of March, 1890, and subsequent amendments thereto relative
to the assessment and collection of taxes for the municipal corporation of the City of
Santa Aha, California, and did in accordance therewith on or about said date file with
the Auditor of Orange County, California, a verified copy of said Ordinance pertaining
thereto as provided by law; and
WHEBEAS, the County Auditor of the County of Orange, State of California, on
the 19th day of August, 19~5, filed his statement in writing with the City Council of
the City of Santa Ana, California, showing the total value of all property within the
corporate limits for the year 19~$-~0, and equalized and collected by the Board of
Supervisors of Orange County, California, and fixed the sum as shown by the assessment
rolls for said year at 3~1,599,04~, exclusive of operative property, and showing the
total value of all property belonging to public utilities and used as operative property
of such public utilities within the corporate limits of sat8 City for the year
as determined and equalized by the Board of Equalization of the State of California,
amounting to the sum of 3~,~35,2~0, which said amounts make a total assessed valuation
for tax purposes within the City of Santa Ana of the sum of ~2Z,9~&,290, and
WHEREAS, the City Council elects to levy a total tax for the sum of ~1.~8
on each $100.00 of the taxable property of said City as provided by law, the amount of
money ascertained and fixed to carry on the various department~ of the City of Santa
Ana, and to pay the bonded indebtedness falling due for the current year 19~0-~8, is
the fixed sum of $370,981~80; and
~WHEREAS, said sum is to be apportioned among the various deo~rtments of the
said City of Santa Ana, and placed in the general and special f. unds to oay current
municipal expenses on the assessed value of all the real and personal orooerty within
such municipality, over and above the several sums to be raised as provided by law.
SECTION 1. That the total valuation of the taxable property of the City of
Santa Aha of $~$,9~4,290 shall be used as a basis for the levy of the taxes of the
City of Santa Aha, at the same time and in the same manner in which County levies are
made and collected.
SECTION E.That the rate of taxation for munici0al purposes and to pay the
bonded indeb't'~dness and interest of the City of Santa Ana, California, for the current
year 19~-~8 is hereby fixed at $1.55 on the taxable prooerty of said City, and that
said amount of 3370,981.00 in the aggregate and the rate sum of $!.80 on each 3100.00
of the taxable property of said City is hereby levied upon all the taxable property as
ascertained by the County Assessor and equalized by the Board of Supervisors of Orange
County, California, and as ascertained and equalized by the Board of Equalization
of the State of California, as aforesaid, and which said rate so fixed shall be aooort-

ANA, CALIFORNIA.
THE COUNCIL OF THE CITY OF SAS~TA ANA DO ORDAIN AS FOLLOWS:
SECTION 1. That no license to conduct, maintain or carry on any oublic
dance hall or dancing pavi!~.on in the City of Santa Ana shall be issued to any
person, firm or corporation except upon a permit in writing previously granted
by the City Council of said City and filed with the City Clerk authorizing the
issue of such licenses to such person, firm or corooration and specifying the
location of the dance hall; that the City Council shall have power to refuse to
issue any such permit or to revoke any such permit when it shall appear to or be
determined by said Council that the public dance or hall or pavilion of the
person, firm or corporation by whom such application is made or to whom such
permit has been given is or will be conducted in an illegal, disorderly or
improper manner, provided that in c~se a permit granted to any person, firm or
corporation for a ~ublic ~ance hall shall be revoked by said Council, a new
license shall not be issued to such person, firm or corporation until a new
permit therefor shall have been granted by said. Council.
That for the purpose of this ordinance, a public dance hall is hereby
defined to be a place maintained for the purpose of dsnclng therein and open to
the public for such purpose to which persons are admitted, or in which persons
are allowed to dance, upon the payment of a fee or charge.
SECTION 2. In the event that any person, firm or corporation holding
a permit to conduct a public dance hall shall violate or cause or permit to be
violated any condition of such permit, or any provision of this ordinance or of
any other ordinance relating to or regulating the maintenance, conducting or
carrying on of cub!lc dance hall, or otherwise cause or permit the same to be
conducted in an illegal, disorderly or improper manner, or shall cause or permit
persons attending said dance to conduct themselves in a disorderly, drunken or
improper manner in or near said dance hall or the neighborhood thereof, it sh~ll
be the duty of the City Council to revoke such permit in any manner hereinafter
provided, and such revocation shall be in addition to the other penalties pro-
vided for a violation of any of the provisions of this ordinance. No such
permit shall be revoked until a hearing shall have been had by the City Council
in the matter of the revoc~tion of such permit, notice of which hearing shall be
given in writing and served at least three days prior to the date of such he~ring,
upon the holder of such permit, or his or its manager or agent, or person in
charge of such public dance ha!]. Said notice shall sta~e the ground of
complaint against the holder of such permit, and shall also state the time when
and place where such hearing will be had. Said notice shall be served by
delivering the same personally to the holder of such permit, or to his or its
manager or agent, or person in charge of such public dance hall, if either of
them can be found. If the holder of such permit, or such manager or agent, or
person in charge of such cub!lc dance hall cannot after due diligence be found

in the City of Ssnta Ana, and personal service of such notice cannot be made, upon
either of them in the manner herein provided in said City, then a copy of such notice
shall be mailed, postage fully prepaid, addressed to such holder of such permit at his
place of business or residence, if knovm, at least three days prior to the dste of such
hearing, and if not known, then such copy of such notice shall be so mailed, addressed
to such person in the City of Santa Ana.
SECTION 3. It shall be unlawful for any person, firm or corporation to
conduct, maintain or carry on a public dance hall in the City of Santa Ana without a
permit therefor first granted, as provided in Section I of this ordinance.
SECTION 4. It shall be unlawful for any person, firm or coroorstion conduct-
ing, maintaining or carrying on a oublic dance hall, or having charge or control
thereof, or for any person employed in and about the same, to hold, conduct or carry
on, or to cause or permit to be held, conducted or carried on any dance or dancing in
any such oub!ic dance hall in the City of Santa Ana between the hours of Twelve o'clock
P.M. of any day and six o'clock A.I~. of the next day, or on any Sunday, except, upon
specisl permission in writing, signed by the Chief of Police of said City.
SECTION 5. It shall be unlawful for any minor under the age of sixteen (16)
years to enter or remain, or for any per,on, firm or corporation, conducting, maint~inin~
or carrying on a public dance ha!l, or having charge o~ control thereof, to permit to
be admitted to or remain in such oubtic dance hall, or to dance therein, any minor
under the age of sixteen years, at any time while a dance or dancing is in progress or
being held, conducted or carried on therein, unless said minor is accompanied and under

wise, carrying on, maint~inlng or conducting, a public dsnce hall or a public d~nce in
the City of Santa Ana shall permit any person or persons to dance with their
cheeks or heads touching; or to permit any person to indulge in boisterous
conduct or use profanity, or otherwise conduct himself or herself in a vulgar or
indecent manner in such oublic dance hall or in any of the hallways leading
thereto, or any room used in connection therewith or while near said dance hall;
or to permit any person or persons to dance any passion dance, lewd or suggestive
dance, indecent dance, vulgar dance or sensual dance, or permit any known
prostitute or any known mail or female procurer, Or known vagrant, or other
known or dissolute person or any person known to have plead guilty or to have bee:
convicted within the period of one year of being a vagrant or a lewd or dissolute
person, or any intoxicated person, to be present in any public dance hall or at
any public dance. It shall be unlawful for any person to commit any of the
acts herein mentioned as not permitted.
.~ECTION 9. Every person seeking admission to a public dance hall or
to any public dance, shall upon the request of the manager, proprietor or door-
keeper or managing agent of the proprietor of such public dance hall or oublic
dance, register his or her true name, age and address in his or her ov~
handwriting.
SECTION 10. The provisions of this ordinance shall not apoly to any
dance or ball given, held or conducted by any bonafide club, society or assoc-
iation organized or incorporated for benevolent, charitable, dramatic or literary
purposes, having an established membership of persons regularly elected or
admitted thereto, and which shall hold meetings, other than such balls or dances,
at regularly stated intervals, when the proceeds arising from such ball or
dance shall be intended to be used for the promotion of the purposes of such
club, society or association, or to any private dance or ball, held or conducted
for social purposes only and not for profit, to which persons are admitted or at
which persons are allowed to dance without the payment of a fee or charge
therefor, except such as may be required for the purpose of defraying the actual
expenses of holding or conducting such dance or ball; provided, however, that the
provisions of this ordinance shall apply to any dance or ball other than a dance
or ball of the character hereinbefore in this section referred to, when
invitations or tickets for admission to such dance or ball are sold or offered
for sale publicly, or to the public generally.
SECTION ll. Any person, firm or corporation who shall violate any of
the provisions of this ordinance shall be deemed guilty of a misdemeanor, and
upon conviction thereof shall be ounishable by a fine not exceeding one hundred
(~100.00) dollars or by imprisonment for a period not exceeding fifty (50) days,
or by both such fine and imprisonment; and upon such conviction any permit which
may have been granted to such person, firm or corporation, to conduct, maintain
or carry on any public dance hall, shall be rendered void ipso facto, and shall
be revoked by the said Council, as hereinbefore provided, without the hearing
and notice specified in Section 2 hereof.
SECTION 12. The City Clerk shall certify to the passage of this
Ordinance and shall cause the same to be published in three consecutive issues of
the Orange County Reporter, a daily newspaper printed, published and circulated
in the City of Santa Ana, and hereby designated for that ourpose. This ordinance is
necessary for the immediate preservation of the public peace, health and safety and the
facts constituting such urgency are as follows: that there are now being conducted in
the City of Santa Aha public dances as defined in this ordinance, which dances are
being conducted in such a lewd and disorderly manner that the public morals, health
and pe~ce of the community are being threatened by the conduct of the patrons attending
such public dances. This ordinance is designed to stop such conduct; therefore this
ordinance shall take effect from and after its adoption.

SECTION .l: That Section 2 of Ordinance No. 984 entitled "An O~dinance of
the City of Santa Aha, Fixing the License Fees to be Paid on Dogs, Establi.shing the
Office of Pound-keeper, and setting out the duties to be performed by him and fixing
his compensation" be and the same is hereby amended so as to read as follows:
',Section 2: That the office of poundkeeper is hereby established, which said
poundkeeper shall also be known as the poundmaster."
SECTION ..~: That said Ordinance No. 984 be and the same is hereby amended by
the addition thereto of the following sections at the end of Section ll of said Ordinanc~
No. 984, which said new sections shall be numbered and shall read as follows, to-wit:
"Section ll-A: It shall be the duty of the poundmaster and all police officer~
upon receiviD~ an affidavit from any person who has been bitten by a dog, or from any
person who has witnessed such occurrence, to notify the owner, possessor, or custodian
of such dog, in writing, to keep such dog at all times, on the property or premises
where such owner, possessor, or custodian ~esidee, or on the property or premises of
an~ person to whom the custody of such dog may be given, and to post a notice
conspicuously on such premises bearing the ~w~ds "Beware of Dog", in letters at least
one and one-half inches high, or to securely hold said dog or cause said dog to be
securely held by a leash or other device or means, so as to prevent said dog from wander.

"After ~he receipt by the ova~er, possessor, or custodian of such dog, of the
notice provided for in this section, said owner, possessor, or custodian shall, at all
times thereafter, keep such dog, or cause such dog to be kept, on the property or

premises where the person resides to whom the custody of such dog has been given, and
post a notice conspicuously on such premises, bea~ng the words ~Beware of Dog' in

device or means, to prevent said dog from wandering, straying, or getting beyond ~he

by any police officer or the poundmaster.
"Section l!-B: The poundmaster, or person in charge of said pound, shall not
give, sell or cause to be given, any live animal in his care, for the purpose of vivi-

"Section ll-C: It shall be unlavrful for any'person not the owner thereof,
without the consent of the ovn~er thereof, to hold or retain possession of any animal for
a longer period than twenty-four hours (£4) unless such person shall have reported the
same with true description thereof, name and address of person holding or having
possession of the same, to the person in charge of the city pound.

'~Section ll-D: It shall be unlawful for any person to attach any
current license tag to any dog, which tag was not issued to said dog, or to
remove a tag from any dog the property of another, or to counterfeit or imitate
a dog tag, or attach a counterfeit or imitation tag to any dog.
"Section ll-E: It shall be unlawful for any person ovming, having
charge, care or control of any dog, to allow the same to run at large within the
City of Santa Ama afte~ such dog has been declared to be a public nuisance by
the poundmaster. When complaint has been made by two or more people or any
peace officer that any dog is a nuisance, such dog may be declared by the pound-
master to be a public nuisance, and notice of such declaration shall be delivered
to the person having charge or control of such dog, and thereafter such dog shall
be secumely tied, kept in an enclosure, or on leash, and may be destroyed by any
police officer or the poundmas~er, if running at large.
"Section 1B-A: It is h~reby declared unlawful for any ox, steer, calf,
ass, bull, cow, horse, colt, Jack, mule, sheep, goat, hog or fowls to run at
large in the City of Santa Ana, or to be pastured or herded, staked or tied in
any of the streets, lanes, alleys, public squares, parks, public school grounds,
or other public places belonging to or under control of the City of Santa Ana, or
in such a way as to trespass in any manner upon aforesaid public places.
"Section 12-B: It shall be the duty of the poundmaster to take up,
impound, and safely keep any of the animals enumerated in this ordinance. When
an animal is so impounded, the poundmaster shall immediately notify the owner
thereof if known to him, or if such owner is unknown to the poundmaster, he shall
post three notices, one in front of the City Hall, and two other notices in other
public places in the City of Santa Ama; such notices shall contain a description
of said animal, and shall set forth that unless reclaimed said animal will be sold
at public auction to the highest bidder at a time and place to be specified in sal
notice, ~nich time shall not be less than five (5) days nor more than ten (10)
days ~rom the date of posting of said notices, and if said animals are not
reclaimed before the expiration of the time specified in said notices, the pound-
master shall proceed to sell the same at the time and place and in the manner
specified in said notices.
"Section 12-C: The o~ner of any animal impounded shall have the right
to reclaim the same at any time prior to the aale thereof, upon payment to the
poundmaster the cost and charges hereinafter provided in this ordinance for
impounding and keeping of said animal, or if sold, to receive the proceeds of the
s,~le thereof, less the costs and charges aforesaid and costs of sale, within
thirty (50) days after such sale, upon satisfactory proof of the ownership of
said animal sold, duly made before the City Clerk of the City of Santa Ana.
"Section 12-D: It shall be the duty of the poundmaster to safely keep
all animals impounded by him, and to give the same necessary food and water and
all ordinary attention necessary for the welfare of the animals.
"Section 12-E: The poun~m~-_ster shall collect from the owne~ or any
person seeking to reclaim any of the animals hereinafter mentioned, the following
sums, to-wit: for impounding any horse, bull, ass, cow, Jack, mule, steer, ox
or colt, two ($2.00) Dollars per head; for impounding any hog, sheep, goat, or
calf, One Dollar and fifty cents ($1.50) per head; for keeping any horse, bull,
a~s, ox, cow, Jack, steer, mule or colt, fifty cents ($..50) per head per day; for keeping
any hog, sheep, calf, goat or fowls, twenty-five cents ($.25) per head per day; for
posting notices and sale of any said animals, one dollar ($1.00) each.
"Section 13-A: Any person violating any of the provisions of this ordinance
shall be guilty of a misdemeanor and upn~ conviction thereof, shall be punished by a
fine not exceeding One Hundred ($100.00) Dollars, or by imprisonment in the County Jail
of Orange County, not exceeding thirty (30) days, or by both such fine and imprisonment,
and in the event of a failure to pay any fine so levied, the same may be collected by
imprisonment in the County Jail at the rate of One (1) day for each two dollars of the
fine."
SECTION 3: The City Clerk shall certify to the passage of this Ordinance and

RULES AND REGULATIONS GOVERNING ~ USE OF PUBLIC
PARF~ AND PLAYGROUNDS IN THE CITy~ 0F SANTA ANA.
TEE COUNCIL OF THE CITY OF SANTA ANA DO ORDAIN AS FOLLOWS:
SECTION l: That the follov~lng rules and regulations are hereby adopted
for the preservation of the public peace, health and safety and the further
enjoyment by the public of all parks, playgrounds and recreation centers in the
City of Santa Ana;
SECTION 2: It is hereby declared to be unlawful for any person, firm
or corporation either as employer, employee, principal or agent to do any of the
acts hereinafter specified ~lthin the exterior boundary lines of any public park,
playground or recreation center in the City of Santa Aha, to-wit:
(a) To hitch, fasten, lead, drive or let loose any animal or fowl of
any kind, provided that this shall not apply to dogs when led by a cord or chain,
nor more ths_u six feet long.
(b) To ride or drive any horse or other animal, or to propel any
vehicle, cycle or automobile, except in designated areas.
(c) To carry or discharge any firearms, firecrackers, rockets,
torpedoes or any other fireworks, or airgun or slingshot.
(d) To cut, break, injure, deface or disturb any tree, shrub, plant,
rock, building, cage, pen, monument, fence, bench or other structure, apparatus
or property; or to pluck, pull up, cut, take or remove a~ shrub, bush, plant or
flower; or to mark or write upon, paint or deface in any manner, any building,
monument, fence, bench or other structure.
(e) To cut or remove any wood, turf, grass, soil, rock, sand, gravel
or fertilizer.
(f) To swim, fish in, to bathe, wade in, or pullute the water of any
fountain, pond, lake or stream.
(g) To m-~e or kindle a fire except in picnic stoves provided for
that purpose, except by permission in ~riting from the Park Superintendent.
(h) To camp or lodge therein, except by permission in writing from
the Park Superintendent.
(i) To cook, prepare, serve or eat any lunch, herbecue ~r picnic
except at the places provided therefor.
(J) To wash dishes or to empty salt water or other waste liquids
elsewhere than in the sinks provided for such purposes.
(k) To leave garbage, cans, bottles, papers or other refuse elsewhere
than in the receptacles provided therefor.
(1) To play, or engage in any game, excepting at such place as shall
be especially set apart for that purpose.
(m) To play or bet at or against any game which is played, conducted,
dealt or carried on with cards, dice, or other device, for money, chips, shells,
credit or any other representative of value, or to maintain or exhibit any
gambling table or other instrument of gambling ~ gaming.
(n) To indulge in riotous, boisterous, threatening, or indecent conduct, or
ab usive, threatening, profane, or indecent language, or operate any radio or musical
instrument in such a manner as to disturb in any manner any picnic, meeting, services,
concert, exercise or exhibition.
(o) To disturb in any manner any picnic, meeting, services, concert,
exercise or exhibition.
~) To distribute any handbills or circulars, or to post, place or erect
any bills, notice, paper, or advertising device or matter of any kind.
(q) To sell or offer for sale any merchandise, article or thing, whatsoever,
except by permit from the City Council.
(r) To practice, carry on, conduct or solicit for any trade, occupation,
business or profession or to circulate any petition of whatsoever kind or character.
(s) To remain, stay or loiter in any public park between the hours of eleven
(ll:00) o'cl&ck P.M. and five (§:00) o'clock A.M. of the following day.
(t) To hold any meeting,~se~vice, concert, exercise or exhibition without
obtaining permission from the Park Superintendent of the City of Santa Ana se

(u) For any company, society or organization of more thantwenty persons to
hold or conduct any picnic, celebration, parade, service or exercise in any public park,
without first obtaining permission from the Park Superintendent; or for any person to

THE COUNCIL OF THE CITY OF SANTA ANA DO ORDAIN AS FOLLOWS:
S.ECTI.0.N 1: It shall be unlawful for any person, firm or corporation,
other than a duly licensed physician, surgeon or doctor of osteopathy, or a
duly licensed wholesale druggist or retail druggist, required by law to be or
have in his or its employ one or more registered pharmaclzts,to sell, offer for
sale, give away or otherwise dispose of any article, thing, device, apparatus,
compound, substance or medicine _designed, labeled., marked, advertised, manufacture
or compounded for' use as or capable of being used for the prevention of conception
or for the prevention of or treatment of any venereal disease.
SECTION 23 Any person who violates any provision of this ordinance
shall be guilty of a misdemeanor and upon conviction thereof, shall be punished
by a fine of not more than Three Hundred ($$00.00) Dollars or by imprisonment
for a period of not more than three (3) months or by both such fine and
imprisonment.
~ SECTION 3: If any section, subsection, sentence, claus e or phrase of
this or~.~."~nance is, for any reason held to be unconstitutional, such decision shal~
not affect the validity of the remaining portions of this ordinance. The Council
hereby declares th~%t it would have passed this ordinance, and each section,
subsection, sentence, clause and phrase thereof, irrespective of the fact that

SECTION 4: The City Clerk shall certify to the passage of this
Ordinance and shall~cause the same to be published in three consecutive issues
of the ORANGE COUNTY REPORTER, a daily new~spape~' printed, published and circulated
in the City of .Santa Aha, and hereby designated for that purpose,, and thirty (30)
days thereafter shall take effect and be in force.
PASSED AND ADOPTED by the Council of the City of Santa Aha at its
regular meeting held on the 2nd day of December, 1935.
