A SPECIAL ELECTION IN THAT CERTAIN TERRITORY
HEREIN DESIGNATED "HARBOR AND EDINGER EAST
ANNEXATION" TO SUBMIT THE QUESTION OF ANNEXATION
TO THE CITY OF SANTA ANA TO THE ELECTORS RESIDING
IN SAID TERRITORY, AND GIVING NOTICE OF THE DAY,
HOUR AND PLACE FOR PROPERTY OWNERS TO SHOW CAUSE
WHY SAID TERRITORY SHOULD NOT BE ANNEXED
WHEREAS, heretofore, at the request of residents and property
owners within the area hereinbelow described, and after approval and
recommendation favoring said annexation from the Santa Ana Planning
Commission, the City Council of the City of Santa Ana adopted a
Resolution NO. 62-172 giving consent to the commencement of proceedings
under the Annexation Act of 1913; and
WHEREAS, thereafter, the proponents of said annexation published
notice of intention to circulate petitions for said annexation and
accompanying statement and filed a copy of said notice and statement
of reasons, together with the affidavit of publication thereof, with
said City Council, and said City Council adopted Resolution No. 62-204
which, among other things, approved circulation of a petition for
annexation of said area to the City of Santa Ana; and
WHEREAS,thereafter, said petition was duly circulated and filed
with the Clerk of the Council and examined by said Clerk and by the
County Clerk of Orange County, California; the voters records have
been examined and certifications of said two Clerks have been received
and filed certifying that said petition represents more than one-fourth
of the qualified electors residing within said territory as shown by
the County Registration of Voters.
NOW, THEREFORE, BE IT RESOLVED: That the City Council of the
City of Santa Ana hereby finds that said petition requesting annexation
of the territory hereinbelow described is signed by more than one-
fourth of said qualified electors residing within said territory; and
BE IT FURTHER RESOLVED: That said City Council hereby declares
its intention to call a special election to submit to the electors
residing within said territory the question of annexation of said
territory to the City of Santa Ana, which said territory is hereby
designated as "HARBOR AND EDINGER EAST ANNEXATION", an appropriate
name by which said territory may be referred to upon the ballots used
in said election.
BE IT FURTHER RESOLVED: That the 4th day of March, 1963, at
the hour of 7:30 P.M. in the Council Chambers of the City Hall, Third
and Main Streets, Santa Ana, California, is hereby designated as the
day, hour and place where any person owning real property within said
territory may appear before this legislative body and show cause why
said territory should not be annexed to the City of Santa Ana. At
any time not later than said day and hour any owner of real property
within said territory may make written protest against said election.
Such protest shall state the name of the owner of the property affected
and the street address or other description of the property sufficient
to identify it on the last equalized assessment roll, as provided for
by Section 35120 of the Government Code of the State of California.
BE IT FURTHER RESOLVED: That the territory herein referred to
lies in the Councy of Orange, State of California, and is described
Beginning at the intersection of the Easterly prolongation
of the North line of the South one-half (S. 1/2) of the
Northwest one-quarter (NW 1/4) of the Northwest one-quarter
(NW 1/4) of Section 22, Township 5 South, Range 10 West,

San Bernardino Base and Meridian, with the existing City
boundary of the City of Santa Ana as established by the
Sullivan and Edinger Annex., Ordinance No. NS-366, said
point of beginning being a point on the Easterly right of
way line of the Channel of the Santa Ana River; thence
Southwesterly along said right of way line and along said
existing City boundary, a distance of 315 feet, more or less,
to a line parallel with and 300.00 feet South measured at
right angles from said North line of the South one-half (S. 1/2);
thence, departing from said city boundary, North 89° 32' 42"
West along said parallel line a distance of 360 feet, more
or less, to the Westerly right of way line of the Channel of
the Santa Ana River; thence Southwesterly along said right
of way line, which is on the arc of a curve concave North-
westerly having a radius of 22,743.33 feet, an arc distance
of 4470 feet, more or less, to the intersection of the
Westerly line of Parcel "Q" as described in a deed to Orange
County recorded in Book 4129, Page 240, Official Records of
Orange County, California, and to an angle point in the
existing City boundary of the City of Fountain Valley; as
said boundary was established by Annexation Number 2, certified
by the Secretary of State on September 25, 1958; thence along
the following 12 courses, all on said boundary of the City of
Fountain Valley, North 16" 38' 53" West along said Westerly
line of said Parcel "Q", a distance of 252.27 feet to the
beginning of a tangent curve concave Easterly having a radius
of 1108 feet; thence Northwesterly along said tangent curve an
arc distance of 217.81 feet; thence radially South 84° 36' 55"
East 10 feet, to a point on a curve concentric to last-mentioned
curve; thence Northerly and Northeasterly along said concentric
curve having a radius of 1098.00 feet an arc distance of 647.53
feet to a tangent line; thence North 28° 24' 17" East along said
tangent line a distance of 244.33 feet to an angle point in said
Parcel "Q"; thence South 61° 35' 43" East a distance of 10 feet;
thence continuing along said Parcel "Q" North 28° 24' 17" East
a distance of 117.71 feet to the beginning of a tangent curve
concave Northwesterly, having a radius of 982.00 feet; thence
Northwesterly along said curve an arc distance of 479.77 feet
to a tangent line parallel with and 50.00 feet West, measured
at right angles, from the East line of Section 21, Township 5
South, Range 10 West, San Bernardino Base and Meridian, said
tangent point being the Northerly limit of said Parcel "Q";
thence North 0° 24' 44" East along said parallel line a distance
of 615.88 feet to the Westerly prolongation of the South line
of the Northwest one-quarter (NW 1/4) of said Section 22; thence
North 0° 26' 42" East along said parallel line a distance of
1314.26 feet to the Westerly prolongation of the South line of
the Northwest one-quarter (NW 1/4) of the Northwest one-quarter
(NW 1/4) of said Section 22; thence North 0° 28' 32" East along
said parallel line a distance of 654.65 feet to the Westerly
prolongation of the South line of the Northwest one-quarter
(NW 1/4) of the Northwest one-quarter (NW 1/4) of said Section
22; thence South 89° 32' 42" East along said Westerly prolonga-
tion of said North line of the South one-half (S. 1/2) and along
the North line of said South one-half (S. 1/2) a distance of
1371.16 feet; thence, departing from said existing boundary of
Fountain Valley along the Easterly prolongation of said North
line of the South one-half (S. 1/2), South 89° 32' 42" East,
450 feet, more or less, to said City boundary of the City of
Santa Ana and to the point of beginning.
