Present: Trustees Absent: Trustees William J~rome, 0teen H. Hunter, Milford W. Dahl, Courtney R. Chandler. J.L.McBride Each member of the City Council having received copies of the Minutes of January 21, 1952, reading of the Minutes was dispensed with and approved on motion of Trustee Jerome, seconded by Dahl and carried. In Re Bid Relining existing l~" water main on Santa Clara Ave. On motion of Trustee Dahl, seconded by Hunter and ca:~ried, the Clerk was authorized to open the one bid for the relining of existing l~ inch cast iron water main on Santa Clara Avenue between Bristol and Flower Streets, as follows: Bid of Pipe Linings, Inc., in the amount of $8,477.50. Bond in the amount of $1,000.00 accompanied bid. On motion of Trustee Hunter, seconded by Dahl and carried, the bid was referred to the Administrator, Purchasing Agent and Construction Engineer for report at this meeting, and Attorney instructed to check In Re Ordinance No. 1338 Reclassify property Bristol St. between First and Walnut Sts. (C.J.Alexander) bond. . On motion of Trustee Dahl, seconded by Jerome and carried, the follow- ing Ordinance entitled: "Ordinance Amending Zoning Ordinance No. 1074" to reclassify from the R-2 to C-2 District a parcel of land 55 x 118 feet adjoining an existing C-2 District at the southeast corner of Bristol Street and First Street, was read, considered, designated Ordinance No. 1338 and passed by the following vote: Ayes, Trustees Noes, Trustees Absent, Trustees William Jerome, Orson H. On motion of Trustee Jerome, seconded by Dahl and carried, the follow- ing Resolution entitled: "Resolution authorizing and directing the City Clerk to advertise for bids for 1700 lineal feet of chain link fencing, gates, etc., around Memorial Park Ball Field" was read, considered, designated Resolution No. 52-14 and passed by the following vote: Ayes, Trustees William Jerome, Orson H. On motion of Trustee Jerome, seconded by D~hl and carried, the reques$ of Taylor and Thornton for a twenty-minute zone and a loading and un- loading zone at 501 W. 5th Street, was referred to the Administrator, Engineer and Chief of Police for report. On motion of T~ustee Ds/al, seconded by Jerome and carried, request of The Evangelical Lutheran St. Peter Congregation for an additional car length passenger loading zone to the north of the present loading zone, at 1510 North Patton S~reet, was referred to the Administrator, Engineer and Chief of police for report. On motion of TrUstee Jerome, seconded by Dahl and carried, the notification of the State Board of Equalization of alcoholic beverage application made by Donald K. Shopshire and Lettie H. and Walter ShoPshire, 502 West Fourth Street, was received and filed. On motion of Trustee Dahl, seconded by Hunter and carried, the reques~i of DeVote, Fox & DeVote, owners of Tract 1598 that street lights be installed over the intersections of South Lowell Street and Occidenta~i Street, South Towner and Occidental Street, South Park Drive and Occidental Street, West Edinger Street and South Park Drive, and one on South Park Drive midway between West Edinger and Occidental Street, was referred to the City Engineer with power to act. ,, On motion of Trustee Hunter, seconded by Dahl and carried, communicatiiOns from H.R.Brown Colonial Mortuary and Winbigler Mortuary protesting ' the curtailment of funeral escort service rendered by the Police Department and urging that a plan of procedure be formulated which would be acceptable to all concerned, were received and filed. On motion of Trustee Dahl, seconded by Hunter and 'carried, communicatien from Griffenhagen & Associatms outlining a program of service in connection with the prepargtion of a City Charter, over a period of three and one-half months, as well as a statement of fee for the program, was received and filed. It was moved by Truste~ Dahl, seconded by Jerome and carried, that the City accept the offer of Griffenhagen & Associates to undertake the preparation of a Charter, at a fee of $3800.00, without the time limit. A committee composed of the Administrator, Mayor and Attorney was instructed to prepare an agreement covering the project and proper officials authorized to execute same. Communication was read from Christian Service Organization, Inc. requesting that three small road signs be attached to the street lamps i or poles located on the three main thoroughfares and two sidewalk sign~ be provided for the downtown sector, and on motion of Trustee Hunter, seconded by Dahl and carried, the request was referred to the City Engineer with power to act. Dillon in the sum of $12,500.00 for alleged injuries sustained in a fall which occurred on the north side of West Fifth Street, about 36 feet west of English Stree$, was referred to the City Attorney and Insurance Carrier. # A petition was read signed by ~rt Huff, President, SUnshin~ Homes, requesting annexation to the City of certain uninhabited real pre located in the County of Orange and described as follows: The 660 feet of Lot J, of the revised plat of the West Tract. Beginning at a point in the cent.~r line of Bristol Street distant 662.50 fe~t northerly from the intersection of the center line of Edinger Street with the center line of said Bristol Street, thence northerly along the center line of said Bristol Street 660 feet to a point; thence westerly and parallel to the center line of Edinger Street, 1320 feet to a point; thence southerly and parallel to the center line of Street 660 feet to the northwest corner of Tract No. 1508; thence easterly along the northerly llne of said Tract No. 1508 a distance of 1320 feet to the point of beginning. On motion of Trustee Hunter seconded by Dahl and carried, the petition was referred to the Administrator and Planning Engineer for report at the next meeting. On motion of Trustee Dahl, seconded by Jerome and carried, the recommendation of the Planning Commission was accepted and Revised Tentative Map of Tract 1575 approved which shows Orange Avenue sixty feet wide and the lot at the southwest corner of Orange Avenue and Delhi Road well rounded to reduce the effect of the Jog in Orange Avenue at the intersection of that street with Delhi Road, and original Tentative Map of Tra~ 1575 disapproved. ,, On motion of Trustee Dahl, seconded by Jerome and carried, the recommendation of the Planning Commission was accepted and Tentative Map of Tract 1589 approved, being property bounded on the north by the westerly extension of Myrtle Street, on the east by Bristol Street, on the south by Willits Avenue, and on the west by a line approximately 1280 feet west of Bristol Street, upon the condition that Pacific Avenue be made sixty feet wide. # Communication and Resolution No.420 of the Planning Commission were read recommending that the Districting Ordinance be amended to reclass] from R-1 to R-2 District Lots 18, 83, 85, 85, 86, 87 and 88 in Tract No. 1508 which property lies north of the market property located on the northwest corner of Bristol and Edinger Streets and six of the lots front on Bristol Street. On motion of Trustee Dahl, s~conded by Jerome and carried, a notice of oublic hearing was ordered published setting date as March 3, 1952 to reclassify to the R-2 District the property described in Resolution No. $20. Roy Greenleaf appeared before the Council objecting ~o the reclass- ification of a portion of the area bounded by First, McClay, Fourth and Wright Streets. On motion of Trustee Jerome, seconded by Hunter 170 and carried, the recommendation of the Planning Commission was approve and amendment application No. 89 to reclassify the above described In Re Variance Barhugh Estates, Inc. property from the R-2 classification to the C-2 District was denied. # on motion of Trustee Dahl, seconded by Jerome and carried, the recommend- ation of the Planning Commission was approved and variance granted to Barhugh Estates, Inc., to permit front yards having a minimum depth of 20 fe~t on Lots i to 82, inclusive, in Tract No. 1508. This Tract is bounded in part on the east by Bristol Street and in part on the south In Re Variance Bank of America & J. Metzgar by Edinger Street. On motion of Trustee Jerome, seconded by Dahl and carried, the recommendation of the Planhing Commission was approved and variance granted to Bank of America N.T.S.A. and J. Metzgar to permit a parking lot for motor vehicles on Lots 6 and 7 at the southwest corner of Nintl In Re Variance Glenn C. Bailey and Bush Streets, subject to certain conditions. On motion of Trustee Jerome, seconded by Dahl and carried, the recommendation of the Planning Commission was approved and variance granted to Glenn C. Bailey to permit front yards of a minimum depth of 25 feet on all lots in Tract No. 1541, excepting Lots 26 to 50, inclusive, in Block A of said Tract. This Tract is bounded on the east by In Re Tentative Map Tr& ~ 1~11 standard Avenue and on the south by Delhi Road. . On motion of Trustee Dahl, seconded by Hunter and carried, Tentative Map of Tract 1411, consisting of twelve lots lying in a portion of the area between Wright Street and the southerly prolongation of the east line of Linwood Place and between First and Fourth Streets, was tabled In Re Lease between City and American Red Cross In Re Lease between City and Visiting Nurses Assoc. until next meeting. No. 52-15 Execute contract between City and County Sanitation District No. I Community C%nter, at rental of $59.85 per month. On recommendation of the committee and on motion of Trustee Jerome, seconded by Hunter and carried, the bid of Pipe Linings, Inc., in the amount of $8,477.50, was accepted for the relining of existing 14 inch cast iron water main on Santa Clara Avenue between Bristol and Flower Streets.
