THE CITY OF SANTA ANA EXPRESSING OPPOSITION
TO SENATE BILL NO. 888
WHEREAS, Senate Bill No. 888 is proposed to drastically limit
additional racing days for horse racine regardless of population trends
or growth, and it would prohibit any harness race or quarterhorse race
licensee frcm obtaining a license for thoroughbred racing without chance
of surrendering the existing license; and
WNEREAS, this Bill would drastically restrict and limit future
changes in existing tracks and their uses, particularly in Orange County
where the percentage of population growth has been consistently among
the highest in the nation.
NOW~ THEREFORE, BE IT RESOLVED: That the City Council of the
City of Santa Aha expresses its opposition to Senate Bill No. 888 in
the belief that there is no special virtue in ]~mfting any track to any
single type of racing; no gain for the citizens of this State in limiting
the expansion or growth of the horse racing business in this State;
would serve no purpose but to insure the increasing wealth of the
existing owners of horse racing facilities and guarantee a monopoly
for them; and declares that horse racing is a sport that many people
enjoy; that the same should not be unduly limited or restricted and
that a monopoly in the operation of horse racing facilities and pari
mutuel betting should not be guaranteed by State legislation by undue
restriction on new tracks or existing l~mtted tracks.
PASSED AND ADOPTED by the City Council of the City of Santa
Ana at its regular meeting held on the 6th day of May, 1963.
