Presents Trustees William Jerome, J.L.McBride, Orson H. Hunter, Milford W. Dahl, Courtney R. Chandler. Absent: T~ustee~ None Each member of the City Council.having received copies of the Minutes of February 18, 1952, reading.of the Minutes was dispensed with and approved on motion of T~ustee Jerome, seconded by Hunter and carried. In Re On motion of Trustee Jerome, Bid~ Fencing, gates, etc. around Memorial Park Ball Field ~eoonded by Munter and carried, the Clerk was authorized to open bids for 1700 lineal feet of chain link fencing~ gates, eto., around Memorial Park Ball Field, as follows: Bid of Alcorn Fence Company. Cashierts check in the sum ef $275.00. Option A - For furnishing material~ only and the services of erection Superintendent and all hand 1'76 tools to be furnished. The price, including sales tax, will be $2624.00. Option B - For furnishing all materials and complete installation, the total price will be $2667.00. Bid of Pacific Fence Company: Certified check in the sum of $30o.0o. Bid in the sum of $2578.00 for furnishing and installing complete for chain link fence to go around ball field in Memorial Park. The total footage to be furnished including gates will be approximately 1,763 feet. Option A - Furnish all fence material and gates delivered to the site for the sum of $2170.00. The additional cost for furnishing a Job Superintendent or Foreman with our equipment and tools for erection will be $5.00 per man hour, subsistence will be at the Union scale of $3.50 per day if required. Price of $2578.00 for complete install- ation includes all taxes. Bid of La Habra Fence Company: Check in the amount of $285.00. Approximately 1700 lineal feet of 5 foot chain link fence, 2" mesh Hot dip galvanize after weaving 60" high 9 gauge wire knuckled selvage.top and barbed selvage at bottom. Line Posts - to be I 7.8" O.D. standard galvanized pipe weight post set in 18" or more of concrete. Terminal Posts - to be 2 3.8" O.D. galvanized pipe set in 24" or more of concrete. No posts to be spaced farther than 10~ apart. Top Rail - to be 1 5.8" O.D. galvanized standard weight pipe. Ail fittings to meet with given specifications. Gates - to be constructed of 1 3/8" O.D. galvanized .pipe with Pin type hinges and catch. A Z Materials only as given above including sales tax $239~.77. Application Reclassify property Northwest corner of ~istol & Edinger Sts. (Sunshine Homes) at the next meeting. . This being the date set for hearing protests to reclassify from R-1 to R-2 District Lots 18, 83, 84, 85, 86, 87 and 88 in Tract No. 1508 which property lies north of the market property located on the north- west corner of Bristol and Edinger Streets and six of the lots front on Bristol Street, and no protests having been received, on motion of Trustee Dahl, seconded by Hunter and carried, the City Attorney was instructed to prepare Ordinance to reclassify the property described In Re Gambling in Planning Commission ResolUtion No. 420. # Reverend Alec G. Nichols, Pastor of the First Methodist Church appeared before the Council and read a prepared statement protesting the presence of gambling in the ~ty. The Nayor explained that the City of Santa Ara is governed by laws covering cities of the Fifth Class, that 'the Chief of Police is an elective office and Council has no control over the department, except on a budgetary allocation. Reverend Nichols furnished the Chief of Police with three addresses where gambling is assertedly conducted. The Attorney was asked if the City has an ord£nance which prohibits gambling and he reported that such an ordinance is in effeet but that a complaint would have to be filed before a warrant could be issued. Reverend Ni'chols that the Chief of Police make an ~ggressive effort to control the In Re Resol. On motion of Trustee Jerome, seconded by Hunter and carried, the following Resolution entitled: "Resolution Accepting Easement Deed" from Demetrio and Cresoencia Elenes, conveying certain real property for street purposes at the northeast corner of English and Eighth Streets, was read, considered, designated Resolution No. 52-22 and passed by the following vote: In Re Resol. Bradley, for permiselon to change certain routes and increase ratee (change certain routes and increase fares) of faree. On motion of T~ustee Jerome, eeconded by McBride and carried, the request for changes in the South Van Ness; South Birch, Wilshire and Oak and North Broadway Lines and proposed fare changes was approved as follows~ Adult fare ten cents per ride, children under 12 and over 5 eight cents per ride, student tickets, 18 rides for $1.35i~ seven and one-half cents per ride. # In Re On motion of Trustee Jerome, seconded by Hunter and carried, the Variance C.B.Enlc~erbocker Inc. recommendation of the Planning Ccmmiselon wae approved and variance granted to C.B.$nickerbooker, Inc., to permit any use allowed in the C-2 General Commercial District including a general garage and storage business except as to the westerly 25 feet of said parcel, and to permit automobile parking on said westerly 25 feet, and to permit In Re Reports In Re Franchise check So.Cou. Oalif.Edison 0o. waiving of the front yard requirement for such parking purposes, subject to certain conditions. # On motion of Trustee McBride, seconded by Jerome and carried, the reports of the Judge~s Office, Building Department, Police Department and Juvenile Bureau, for the month of Febr~aary, 1952, were referred tc the Finance Committee. # On motion of Trustee Hunter, seconded by McBride and carried, check from Southern Counties Gas Company cf California, in the sum of $12,8~3.41, in payment for 2% of the gross receipts for the year ended December 31, 1951 arising from the use, operation and possession of the franchise granted by Ordinance No. 1061, was ordered deposited. # On motion of Trustee Jerome, seconded by McBride and carried, check from Southern California Edison Company, in the sum of $7,510.22, in payment of ~ of 1% of gross receipts from sale of electric energy for In Re Communication Cabart Theatres Corp. In Re Communication Civic BeaUtification Committee In Re Communication City of Burbank period January 1, 1951 to December 31, 1951, as per terms of franchise granted by Ordinance No. 1069, was ordered deposited. # On motion of Trustee Jerome, seconded by McBride and carried, communication from Milton B. A~thur, of Cabart Theatres Corporation, expressing thanks and appreciation to Fire Chief Garthe and his men for their valiant efforts in the fighting of the fire at the Broadway Theatre, was received and filed. Communication was read from Chairman, Civic Beautification Committee, requesting that the first week in April be observed as Civic~Beautifica~ion Week. On motion of Trustee Dahl, seconded by Jerome and carried, the communication was received, filed and Council authorized to sign the Proclamation. . On motion of Trustee McBride, seconded by Jerome and carried, communication from City of Burbank, together with certified copy of Resolution 8349, in opposition to the proposal of the County Supervisor~ Association for a 4% State Sales Tax to be participated in by the Counties, was tabled. # 179. (loading zones,etc.) beginning about March 20, 1952, was granted. Communications were read from First Presbyterian Church requesting a double passenger loading zone on Sycamore Street north of Sixth Langson's for a loading zone at 1900 South Main Street and business men on Broadway between Second and Third Streets, for a twenty-minute zone, at 207 North Broadway. On motion of Trustee Hunter, seconded by Mcbride ~nd carried, She requests were referred to a committee of the Administrator, Chief of Police and Engineer for written report outlining a general plan for future allocation of curb sp~oe, to be In Release bonds Tract No. 1497 and Tract No.1513 submitted at the next meeting. # Communication was read from the City Engineer advising that improve- ments within the boundaries of Tracts No. 1497 and No. 1513 have been satisfactorily completed and on motion of Trustee Mcbride, seconded by Da/al and carried, bonds filed by Roy Russell, written by the In Re Request Glenn C. Baile~ (Street lights). Hartford Accident and Indemnity Company, in the amounts of $5000.00 and $2500.00, were ordered released. . On motion of Trustee Mcbride, seconded by Hunter and carried, the request of Glenn C. Bailey for installation of stree~ lights in Tract Nc. 1541, namely two on. Cedar Street, two on Evergreen Street and two on Standard Avenue, with center suspension lights at the intersection of each street and St. Gertrude Place, and center suspension lights at the intersection of each street and Delhi Road, was referred to In Re Notice of Hearing M.&.~. Bus Lines Inc. the Administrator and City Engineer with power to act. # On motion of Trustee Mcbride, seconded by Jerome and carried, Notices of Hearing in the matter of the application of M. & W. On motion of Trustee Jerome, seconded by McBride and carried, the communication was received and filed. # On motion cf Trustee Jerome, seconded by Dahl and carried, the claim of Helen C. Manning, in the sum of $50,000.00 for alleged injuries sustained in-a fall which occurred on the sidewalk on the south side of Russell Street, Just west of Main Street, was referred to the City Attorney and Insurance Carrier. # On motion of T~ustee Jerome, seconded by Hunter and carried, the claim! of Howard ~utler, in the sum cf $250.00 for damages to automobile when a fire maintained by City officers, agents and employees nea~ the City Dump caused or permitted horses belonging to Bud Thompson to escape from the corral and proceed onto, over and across Harbor Boulevard, was referred to the City Attorney and Insurance Carrier. . On motion of Trustee McBride, seconded by Dahl and carried, the recommendation of the Administrator and Department Heads was approved for salary advancement in Step Plan of Helen Meyers, Secretary; F.L.Thompson, Painter; J.L.Swatzel, Equipment Operator and Don Harrison, Account Clerk III. . On motion of Trustee Jerome, seconded by Dahl and carried, the applications of Ralph Clark and Robert Baer, to drive taxicabs, were received, filed and permits granted. The Administrator verbally reported on the suggested plan of the Aetna Life Insurance Company for employees of the Fire Department and stated that the additional work of handling deductions in the Payroll Depart- ment would amount to approximately four hours per month at a cost of not more than $5.70 per month. On motion of Trustee Jerome, seconded by Dahl and carried, the request of the employees of the Fire Depart- ment for insurance plan of the Aetna Life Insurance Company was approved. On motion of Trustee Dahl, seconded by Jerome and carried, the Administrator was directed to draft a statement of policy to be sub- mitted to the Council at the next meeting in regard to the payroll deductions on group insurance. On motion of Trustee Jerome, seconded by Hunter and carried, the demands as audited by the Finance Committee were approved and Clerk authorized to issue warrants covering demands. The Administrator stated that the United States Rubber Company will require sewer lines, water lines and public utilities to develop a 60 foot street northerly from Dyer Road and to include additional easements for extension of the street across the Railroad right-of-wa~s to Join the present south terminus of Orange Avenue. On motion of Trustee Dahl, seconded by Jerome and carried, the City Engineer was instructed to apply to the Railroad Commission, Public Utilities Commission and Pacific Electric Railway for grade crossing permit for use of the proposed plant of the United States Rubber Company to be located on Dyer Road and Halladay Street. On motion of Trustee Dahl, seconded by McBride and carried, the Clerk was instrUcted to advise the Planning Commission of Council action reference annexation of territory on Bristol Street north of Edtnger Street, known as "Sunshine Homes", and that Commission report at the next meeting.
