Present: Absent: Trustees Trustees William Jerome, Orson H. Hunter, Milford W. Dahl, Courtney R. Chandler. J.L.McBride Each member of the City Council having received copies of the Minutes cT March 17th and March 31st, 1952, reading of the Minutes was dispensed with and approved on motion of Trustee Jerome, seconded by Hunter and carried. In Re On motion of Trustee Jerome, seconded by Hunter and carried, Bids Gasoline the Clerk was authorized ~o open bids for the furnishing of gasoline, for one year beginning May 1, 1952 and ending April 30, 1953, as follows: Bid of Home 0il Company of Anaheim: Bond in the amount of 10% bid. Allow a discount of one cent per gallon on tank wagon deliveries of premium fuel to the various fire stations. Allow a discount of two cents per gallon for t~uck and trailer deliveries of regular fuel delivered to the City yard. The price to the City, for Flying A Ethyl gasoline would be $.195 per ~allon and the price of Flying A gasoline would be $.165 per gallon. Prices are maximum prices for the term of the contract. Bid includes California State Motor Vehicle Tax of $.055 and excludes Federal excise tax of $.02. Bid of Richfield Oil Corporation: Certified check in the amount of $225.00. On motion of Trustee Dahl, seconded by Jerome and carried, the plans and specifications for the construction of curbs and parking areas in Prentice Park, were approved. # On motion of Trustee Jerome, seconded by Hunter and carried, the following Resolution entitled: "Resolution authorizing and directing the City Clerk to' advertise for bids for the construction of curbs and' parking areas in Prentice Park, corner of First and Mabury Streets" was read, considered, designated Resolution No. 52-26 and passed by the following vote: Ayes, Trustees William Jerome, Orson H. Jerome, as a member of the Civil Service Commission, was accepted with regrets and Clerk instructed to write a letter of appreciation for his services. # Communication was read from County Tax Collector advising that the County intends to sell at public auction tax-delinquent property described as Tract No. 696, Lots 18 and 19, Block "G", being on.South Evergreen Street between St. Andrews and St. Gertrude Streets. Communication was read from the City Engineer advising that improve- ments within the boundaries of Tract No. 1478 have been satisfactorilyli completed and on motion of Trustee Jerome, seconded by Dahl and carried, the bond filed by Ross W. Carver; Dennis Printers (loading and unloading zones) Chief Building Inspector. with power to act. # On motion of Trustee Hunter, seconded by Jerome and carried, the requests of 0pal M. Orange Avenue, requesting that Hobart Street from Main to Maple Street be repaired, and on motion of Trustee Dahl, seconded by Jerome and carried, the City Engineer was instructed to inform Mr. Seibel of the reasons.for In Re Communication USAF Strategic Air Command the existing condition of the street. # On motion of Trustee Jerome, seconded by Hunter and carried, the request of the UBAF Strategic Air Command to shower the'City with pamphlets about the Ground Observer Corps, in connection with the Civil Defense Program, was referred to the Administrator and City In Re Application to solicit funds Attorney. # On motion of Trustee Hunter, seconded by Jerome and carried, the request of Santa Aha Seventh Day Adventist Church for permission to In Re Communication Dir. On motion of Trustee Jerome, seconded by Hunter and carried, the recommendation of the Planning Commission was approved and variance · granted to John S. Taylor, Sr. to permit remodeling and converting of a garage to a part of existing store, adding an area 16 x 20 feet to the store and making certain changes to its front elevation at $21 McFadden Street, subject to certain conditions. . Trustee McBride arrived at 8~45 P.M. . On motion of T~ustee Jerome, seconded by Dahl and carried, the recommendation of the Planning Commission was approved and variance granted to Clair L. and Almlra Anderson to permit a new house in front of existing garage-house and allowing said garage-house to remain on the lot at 1017 West Pine Street, subject to certain conditions. Communication and Resolution No. $30 of the Planning Commission were . read recommending amending the 'Zoning Ordinance of 1939' in regard to giving public notice of hearings either by posting placards or by mail or by both methods, and in regard to the effect of irregularities in notices, and as to a time limit on repetition of applications oonsidere~ similar. On motion of Trustee McBride, seconded by Jerome and carrie~ a notice of public hearing was ordered published setting date as May 5,1! 1952 regarding the proposed amendment. # Communication was read from the Planning Commission recommending that the Council adopt an Ordinance prohibiting houses outside of Santa Ana from being moved into the City and stating that a committee composed of the Fire Chief, Building Inspector and Jasper Farney was appointed In Re Communication Tentative Maps of Tract No.1595 In Re Communication Tentative Map of Tract No.1598 to work with the Council in this matter. On motion of T~ustee McBride, seconded by Jerome and carried, the followingResolution entitled: "Resolution of the City Council of the City of Santa Aha determining that public interest and necessity require the acquisition of a right-of-way for outfall sewer purposes" was read, considered, designated Resolution No. 52-29 and passed by the following vote: Ayes, Trustees Noes, Trustees Absent, Trustees William Jerome, J.L.McBride, Orson H. None None COmmunication was read from Planning Commission reference annexation petition involving a small parcel on North Main Street and recommend- ing approval of annexation provided the description is made to tie to the existing city limit line and that the description is revised to include that portion of North Main Street between the existing city limit line and the westerly projection of the north line of the parcel described in petition. On motion of Trustee Hunter, seconded by McBride and carried, the petition was referred to the Administrator and City Attorney for recommendation at the next meeting. John M. Hoy, appeared before the Council requesting that the sixty foot lots shown on Tentative 'Map of Tract No. 1531 be reduced to fifty foot lots, which involves the extension of Wes~ 7th Street west of Hawley Street. On motion of Trustee Jerome, seconded by McBride and carried, the request was approved subject to the approval of the Planning Commission. On recommendation of the committee and on motion of Trustee Dahl, seconded by Jerome and carried, the bid of the United States Pipe and Foundry Company, in the amount of $17875.00, was accepted as the lowest responsible bidder, for the furnishing of 5000 feet of 12 inch, Class 150, Bell and Spigot, cement lined, cast iron water pipe, f.o.b. Santa Fe Railway tracks, and all other bids rejected. On recommendation of the committee and on motion of Trustee Dahl, seconded by Jerome and oa~ried, the bid of the Crook Company, in the amount of $15,635.40, was accepted for the furnishing of One Model 550 Adams Motor Grader, f.o.b. Santa Ana, and all other bids rejected. Bush, Purchasing Agent to so inform Harold Yost, Secretary. # On motion of Trustee Dahl, seconded by McBride and carried, the on April 15th, resignation of Ruby E. On motion of Trustee Hunter, seconded by Dahl and carried, the City Attorney was instructed to begin immediately condemnation proceedings on all those properties within the set-back area on the east side of South Main Street, between Anahurst and McFadden Streets, which have not yet been granted to the City for street widening purposes.
