Present: Absent: Trustees Trustees William Jerome, J.L.McBride, Orson H. Hunter, Courtney R. Milford W. Dahl Chandler. Each member of the City Council having received copies of the Minutes cf April 21, 1952, reading of the Minutes was dispensed with and approved on motion of Trustee Jerome, seconded by Hunter and carried. In Re Bids Buildings at Casa de Santa Ana On motion of Trustee Jerome, seconded by Hunter and carried, the Clerk was authorized to open bids for sale of Buildings TS, T-15, T-26, T-29 and T-30 at Casa de Santa Ana, as follows: Bid of Orange County Peace Officers Association: of $10,00 accompanied bid. Building T-30 in the amount of $100.00. Check in the sum Bid of E.R.Bringle: Money order in the sum of $200.00 accompanied bid. Building T-30 in the amount of $200.00. In Re Bids Const. curbs and parking areas Prentice Park Bid of Van Dien-Young Company: Certified check in the sum of $75.00 accompanied bid. This being the date set for hearing of protests and no protests having been received, on motion of Trustee Hunter, seconded by Jerome and carried, the Ordinance to amend"Santa Aha Municipal Code" by amending Sections 9116 and 9116.1 of Chapter 1 of Article IX regulating the frequency of applications for and notice given on public hearings before the Planning Commission, was tabled until later in the meeting. # Ordinance No. 13~2 Approving annexation (Sunshine Homes) N.W. Hunter, Courtney R. Chandler. Noes, Trustees None Absent, Trustees Milford W. Dahl On motion of Trustee Jerome, seconded by McBride and carried, the following Ordinance entitled: "An Ordinance of the City Council of the City of Santa Ana adopting the "Santa Ana Municipal Code", and repealing Ordinances which are obsolete or have been codified in said Code or are in conflict with said Code" was read, considered, designated Ordinance No. 1343 and passed by the following vote: Ayes, Trustees William Jerome, J.L.MeBride, Orson H. Hunter, Courtney R. Chandler. Noes, Trustees None Absent, Trustees Milford W. Dahl . On motion of Trustee Jerome, seconded by McBride and carried, the following Ordinance entitled: "An Ordinance to amend "Santa Aha Municipal Code" by amending Sections 9116 and 9116.1 of Chapter 1 of Article IX regulating the frequency of applications for and notice given on public hearings before the Planning Commission" was introduced, read, considered and placed on file for second reading. On motion of Trustee Hunter, seconded by Jerome and carried, the following Resolution entitled: "Resolution Accepting Easement Deed" from John H. and Ethel E. Bower, conveying an easement across certain real property for the widening of South Main Street, was read, con- sidered, designated Resolution No. 52-35 and passed by the following vote: Ayes, Trustees William Jerome, J.L.McBride, Orson H. Hunter, Courtney R. Chandler. Noes, Trustees None Absent, Trustees Milford W. Dahl On motion of Trustee McBride, seconded by Hunter and carried, the following Resolution entitled: "A Resolution distributing monies received from County Sanitation Districts Nos. 2, 3, and 7 as partial payments for the sale of the facilities of Section I of the Joint Outfall Sewer System" was read, considered, designated Resolution No. 52-36 and passed by the following vote: Ayes, Trustees William Jerome, J.L.McBride, Oreon H. Hunter, Courtney R. Chandler. Noes, Trustees None Absent, Trustees Milford W. Dahl . On motion of Trustee McBride, seconded by Jerome and carried, communication was read from the City Engineer submitting su~marized 202 cost estimate on the construction of the City storm sewer system and In Re Resol. No. 52-~7 Applying for withdrawal of an approved application "Santa Ana Sewer Const. Project" recommending that a request be submitted to the State Department of Finance for an allotment of $283,524.1~ for the construction.program, the was received and filed. On motion of Trustee McBride, seconded by Jerome and carried, following Resolution entitled: "Applying for a withdrawal of an approved application (Application No. 20/245)# being "Santa Aha Sewer Construction Project", wae read, considered, In Re Resol. No. 52-38 Applying for an allotment under Chapter 20 Statutes of 1946 (Santa Ana Storm Sewer Construction Project) designated Resolution No. 52-37 and passed by the following vote: Ayes, Trustees William Jerome, J.L.McBride, Orson H. Communication was read from Attorney Bradley on behalf of St. Joseph'sii School stating that it is now the duty of the City to grade, improve and maintain certain right-of-way, being the southerly 20 feet of Lot ? in Block 75 which has been abandoned. On motion of Trustee Hunter, seconded by McBride and carried, the communication was referred to In Re Beverage Applications In Re Taxicab Applications the Administrator and Engineer for report at the next meeting. . On motion of Trustee McBride, seconded by Hunter and carried, the~ notifications of the State Board of Equalization of alcoholic beverage applications made by Helen N. Halsey and Henrietta S. O'Brien, 433 W. 4th St., and Peter J. Busker and Marry G. Lamb, 2204 No. Main were received and filed. # On motion of Trustee Jerome, seconded by Hunter and carried, the applications of Donald L. Brothers and Warren James Yeaw, to drive taxicabs, were received, filed and permits granted. # 203 In Re Request Paul Sowerwine (purchase property) Communication was read from Paul Sowerwine stating that he is the owner of Lo~ ll and the easterly 100 feet of Lot l0 Tract 581 and is desirous of purchasing the westerly 33 feet of Lot 10 for the sum of $50.00. On motion of Trustee McBride, seconded by Jerome and carried, the Administrator was instructed to notify N~. Sowe~wlne In Re Communication Comite Central de FeeteJos Parries that offer will be accepted in the sum of $50.00 net to the City. Communication was read from Chairman Program Committee of Comite Central de FesteJos Patties extending an invitation to the Council to attend the celebration of the 90th anniversary of the Battle of "5 de Mayo" at the Yost Theatre. On motion of T~ustee Hunter', seconded by Jerome and carried, the communication was received, filed and Administrator instructed to acknowledge the invitation with In Re Resolution Board of Supervisors (Improve Bristol St. from Wilshire to 3rd) regret. Communication was read from Bekins Van & Storage Co. requesting the extension of City fire-alarm circuit to a point near their new build- ing which is being erected at 2510 North Main Street. On motion of T~ustee Hunter, seconded by Jerome and carried, the communication was received, filed and Administrator instructed to advise Bekins Van & In Re Approve salary advancement Storage Co. that the City cable does not reach that point. Dahl # On motion of Trustee McBride, seconded by Hunter and carried, followingResolution entitled: the "Resolution authorizing Quitclaim Deed" to County Sanitation District Number One conveying all of the right, title and interest of the City of Santa Aha in the sewer mains, rights of way and other facilities in accordance with Agreement of Sale and Purchase entered into on Decembsr 12, 1951, upon receipt of the sum of $156,063.00, was read, considered, designated Resolution No. 52-41 and passed by the following vote: Ayes, Trustees William Jerome, J.L.McBride, OrsonH. On motion of Trustee Jerome, seconded by Hunter and carried, the recommendation of the Planning Commission was approved and variance granted to Warren E. Kennedy to permit a mail order office, accounting service and insurance office at 1615 Bush Street, subject to certain conditions. . On motion of Trustoe Jerome, seconded by McBride and carried, the recommendation of the planning Commission was approved and variance granted to M. G. Wanless and Edw. F. Wheelan to permit dental and medical offices in the existing building and automobile parking in rear at 209 East Washington Avenue, subject to certain conditions. . Dahl Communication war read from the Planning Commission recommending approval of Revised Tentative Map of Tract No. 1598, which map involves property between Artesia and English Streets and adjoining Washington Avenue. Proposed set-back line - W. 10th St. In Re Communication Rimel & Johnston (Reference Johnson trash and garbage contract) In Re Warrants In Re Award of bid Const. curbs and parking areas Prentice Park In Re Award of bid Buildings at Casa de Santa Aha It was moved by Trustee Hunter, seconded by Jerome and carried, that the Planning Commission of the City of Santa Aha be requested to make a thorough survey and report to the City Council as to the advantages, disadvantages and problems involved in the passage of amendments to our Zoning and other related Ordinances which would require the pro- vision of streets of 'standard width with'in and on the boundaries of all subdivisions, such streets to be of the correct width to conform to the general street plan of the City and to be shown upon the Tentative Map of the subdivision prior to its consideration by either the Planning Commission or the City Council. # Communication was read from the Planning Commission recommending that a new set-back line be established in connection With the proposed' westerly extension of West Tenth Street as shown on the Revised Tentative Map of Tract No. 1598. On motion of Trustee Hunter, seconded by McBride and carried, the recommendation of the Planning Commission was approved and City Attorney instructed to prepare Resolution setting date of hearing to establish set-back line. . Communication was read from Attorney Jack J. Rime1 addressed to the City Judge reference offer of David M. Johnson, Paul Johnson and R.N.Johnson to relieve the City from the obligations of its trash and garbage collection contract and to cancel and terminate all of such contracts upon the payment to the Johnsons of the total sum of $12,000.00. On motion of Trustee McBride, seconded by Jerome and carried, the communication was referred to the Administrator and City Engineer for report as to the amount of monies due the Johnsons as per their contract and length of time of operation. . On motion of Trustee Jerome, seconded by Hunter and carried, the demands as audited by the Finance Committee were approved and Clerk authorized to issue warrants covering demands. , On recommendation of the committee and on motion of Trustee Jerome, seconded by Hunter and carried, the bid of Sully-Miller Contracting Company, in ~he sum of $5396.80 was accepted for the construction of curbs and parking areas in Prentice Park, and all other bids rejected. On recommendation of the committee and on motion of T~ustee Jerome, seconded by McBride and carried, Building T-8 in the sum of $325.00 and Building T-15 in the sum of $425.00 were awarded to Van Dien-' Young Company; Building T-30 in the sum of $200.00 was awarded to E.R.Bringle, subject to fulfilling of reGuirements as set out in notice inviting sealed proposals and Administrator instructed to sell on the open market Buildings T-26 and T-29 on which no bids were received.
