On motion cf Trustee McBride, seconded by Jerome and carried, statemen'
showing receipts, disbursements and fund balances as of May 31, 1952,
from Acting Auditor and Purchasing Agent, Juvenile Bureau report for
May and Civil Service Board Minutes dated May 15, were referred to the
Finance Committee.

On motion of Trustee McBride, seconded by Dahl and carried, the Civil
Defense and Disaster Plan for the City, as recommended by the Civil
Defense and Disaster Council, June 4, 1952, was approved.

On motion of Trustee McBride, seconded by Jerome and carried,
communication from Attorneys Forgy, Reinhaus and Forgy, on behalf of
Johan Hanson, Fire Marshall, reference accumulated vacation and sick
leave pay, w~s referred to the City Attorney.

Communication was read from County Tax Collector advising that the
County intends to sell at public auction tax-delinquent property
described as Emmett~s Addition No. 3, Lot 18, Block "Q", being on the
south side of Emmett Street between Hailaday and the City Limits.
On motion of Trustee Dahl, seconded by Jerome and carried, the Clerk
was instructed to notify the Tax Collector that the City consents to
the sale of such property.

Streets, and on motion of Trustee Jerome, seconded by McBride and
carried, the request was referred to the Chief of Police.
Communication was read from A.E.Purington and Nell Halpin requestiD~
that a two-hour parking limit be established in the 1300 block West
Fifth Street, and on motion of Trustee Hunter, seconded by Jerome and
.carried, the request was referred to the Administrator, Engineer and
Chief of Police for report.
Communication was read from Oulligan Soft Water Service requesting
that a limited parking area, sufficient in length for two passenger
automobiles, be established at 116 South Sycamore Street, ~nd on
motion of Trustee Hunter, seconded by Dahl and carried, the request
was referred to the Administrator, Engineer and Chief of Police for
report.
Communication was read from Colonel R.T.Carleson, U.S.Marine Corps,
requesting that three parking spaces be reserved for Shore Patrol
Government~ vehicles on the south side of West Third Street in the 200
block. On motion of Trustee McBride, seconded by Jerome and oarried,i
the Administrator was instructed to contact Colonel Carleson in an
effort to work out the various problems involved in g~anting such
parking spaces.
Communication was read from J. Edgar Hoover, Federal Bureau of
Investigation, advising, that Captain Forrest Lee Duke, of the Santa An~
Police D~par~ment, was presented a diploma certifying his graduation
from the Forty-ninth Session of the F.B.I. National Academy, and on
motion of Trustee Hunter, seconded by McBride and carried, the
communication was received and filed.

Communications were read from the County Board of Supervisors referenc~
requests of the City for Gas Tax allocation for the improvement of
Delhi Road and for certain Flood Control Work. On motion of Trustee
Hunter, seconded by McBride and carried, the Administrator was instructed
to

Communication was read from C.W.Severne expressing pleasure,
satisfaction and advantages of being a homeowner in Santa Aha and on
motion of Trustee McBride, seconded by Jerome and carried, the
communication w~s received and filed.

.A petition was read signed by seven residents and property owners in
the 1600 blocks of Louise ~ Bristol Streets protesting the City
burning off weeds on four lots on North Bristol Street which caused
smoke and damage to their homes. On motion of Trustee Hunter,
seconded by Jerome and carried, the petition was referred to the
Administrator with Instructions to contact the persons named on the
petition in an effort to appease the protestants.

On motion of Trustee Jerome, seconded by McBride and carried, the
request of Otto P. Dixon for installation of overhead street lights
on Patton Street between St. Gertrude and St. Andrews Streets, was
referred to the City Engineer with power to act.

On motion of Trustee Jerome, seconded by Dahl and carried, the
application of the Ladies! Auxiliary Military Order of ~he Purple
for permission to solicit funds and sell violas, August 8th and 9th,
was granted and request for reservation of one parking space on Fourth
Street was referred to the Chief of Police with power to act.

On motion of Trustee Jerome, seconded by Dahl and carried, the
applications of William R. Stewart and Vivien Samarr to drive taxicabs
were received, filed and permits granted.
On motion of Trustee Jerome, seconded by McBride and carried, proper
officials were authorized to execute agreement between the City and
Alton L. Martin, for the construction of a dead-letter sign at 808 So.
Main Street, a portion of which dead-letter sign will extend over and
upon the five-foot set-back line.

Communication was read from the Planning Commission recommending
approval of Tentative Map of Tract 1574, subject to certain conditions
which Tract is located on the westerly side of South Bristol Street
between the westerly projection of Wilshire Avenue and Tract 1508, and
covers the improvement of Elder, Spruce, Pacific, Poplar, Hesperian
and Bristol Streets. On motion of T~astee Jerome, seconded by McBrid,
and carried, the recommendation of the Planning Commission was accepte,
and Tentative Map of Tract 1574 approved, subject to conditions as
set forth by the Planning Commission.

No. 1574 and bond submitted by Barkley Square, Inc., signed by Butt
Huff, President, in the sum of $$0,000.00 were approved and officials
authorized to sign Map covering improvements of Elder, Sp~ace, Pacific
Poplar, Hesperian and Bristol Streets.

Trustee Hunter stated that his reason for voting "no" was his object-
ion to the half-width st~'eet on the north.
Oommunlcation was read from the Planning Commission recommending dis-
approval of Tentative Nap of Tract No. 1608 for the reason that
satisfactory provisions for disposition of water from local surface
drainage had not been made, or was not in evidence, and no rights-of-
way or easements for connecting the proposed sewer lines of the sub-
division with the existing city sewerage system were presented, which
map represents approximately 46 acres of land bounded on the north
roughly by the north bank of Santiago Creek and on the east by North
Bristol Street and extending west approximately to the Santa Aha River
bed. On motion of Trustee Hunter, seconded by Dahl and carried, the
recommendation of the Planning Commission was approved and Tentative
Map of Tract No. 1608 wam dissappr~ved.

On motion of Trustee Dahl, seconded by McBride and carried, the
AdministratOr was instructed to communicate with the County Flood
0ontrol District requesting a w~itten opinion regarding the flood
~azar~t on approximately 46 acres of land bounded on the north roughly
by the north bank of Santiago Creek and on the east by North Bristol
Street and extending west approximately to the Santa Ana River bed.
On motion of Trustee Jerome, seconded by Dahl and carried, the
recommendation of the Planning Commission was approved and variance
granted to Allen H. Lester to permit any use allowed in the C-2 '
District, including a general garage, except as to the westerly 25
feet of the parcel, where automobile parking would be allowed and the
front yard requirement waived for such parking purpome~, at llil North,
Sycamore Street, smbJect to certain conditions.
On motion of Trustee Jerome, seconded by Dahl and carried, the
recommendation of the Planning Commission was approved and variance
g~anted to Elmer G. Blsk to permit a sign painting business in exist-
ing garage on rear of.lot at 2632 W. First Street, subject to certain
conditions.

On motion of Trustee Jerome, seconded by Dahl and carried, the
recommendation of the Planning Commission was approved and variance
granted to Barhugh Estates to permit four temporary tract sales signs
lOIxlO~ in size on Tract No. 1508, which is bounded on the south by
Edlnger Street and on the east by Bristol Streets; the signs to be
distributed one each on Lots 27, 75, 85 and 88, subject to the conditi
that the four signs permitted shall be removed by owner and et his
expense within six months from the date that the variance is granted.

On motion of Trustee HcBride, seconded by Jerome and carried, the
recommendation of the Planning Commission was approved and variance
granted to Victor C. Bilverstein to permit four three-room apartments
and five garages, at 1714 Jefferson P~ace, subject to certain
conditions.

On motion of T~ustee Jerome, seconded by Dahl and carried, the claim
of Berniece L. Reynolds, in the sum of $1000.00, for injuries sustaine~
when she fell on the sidewalk at the southes~st corner of Main and
Fifth Street,'was referred to the Attorney and Insurance Carrier.

A Notice of Intention to circulate a petition, signed by twelve
residents and property owners, was read, which Notice of Intention
proposes the adoption of an Ordinance requiring the Council to levy
and collect a tax of $0.15 on each $100.00 of assessed valuation to
provide a swimming pool in Memorial Park and other facilities in the
parks of the City. On motion of Trustee McBride, seconded by Jerome
and carried, the Notice was received and filed.
On motion of Trustee McBride, seconded by Jerome and carried, proper
officials were authorized to execute letter of renewal of Contract
N 123-s-44643 with the Public Works Office, Eleventh Naval District,
covering sewage disposal at the Lighter-Than-Air Base.
On motion of Trustee Hunter, seconded by Dahl and carried, proper
official was authorized to sign escrow instructions from John J. and
Kathryn M. Fullenwider, for the widening of South Main Street.
Communication was read from the Chamber of Commerce recommending that
the name of that portion of the State Highway known as "Santa Aha
Canyon Road" not be changed to "Corona Freeway", and on motion of
Trustee Jerome, seconded by Hunter and carried, the communication was
received and filed. On motion of Trustee Hunter, seconded by Dahl
and carried, the Administrator was instructed to communicate with the
Corona City Council and Chamber of Commerce in regard to the recommend-
ation of the Santa Ana Chamber of Commerce.
On motion of Trustee Jerome, seconded by Hunter and carried, the
demands as audited by the Finance Committee were approved and Clerk
authorized to issue warrants covering demands.

On motion of Trustee McBride, seconded by Hunter and carried, the
request of the Loyal Order of Moose for permission to erect "Save Our
Children" road signs at the entrances to the City, was referred to the
A~ministratcr and Engineer with power to act.
On recommendation of the committee and on motion of T~ustee Jerome,
seconded by McBride and carried, proper officials were authorized to
execute agreement between the City and Robert G. Smith, for the con-
struotion of an electric sign at 826 South Main Street, which sign
will extend over and upon the five-foOt set-back line established on
South Main Street.
On motion of Trustee Dahl, seconded by Hunter and carried, Richard C.
Marshall was re-appointed as a member of the Library Board; term to
expire June 30, 1955.

seconded by Jerome and carried, Colonel Homer Sterling was appointed
Assistant Director of Civil Defense without increase in salary.

The Administrator stated that the Public Utilities Commission requested
that automatic crossing gates be placed at the railroad crossings on
East First Street and East Fourth Street. On motion of Trustee Dahl,
seconded by McBride and carried, the City Engineer was instructed to
advise the Public Utilities Commission that the City is not in favor
of automatic crossing gates at these railroad crossings as previous
installation proved unsatisfactory and no expenditure of funds to be

of the Public Utilities Commission, that reflectorized warning signs be
installed at all of the streets crossing Pacific Electric Railway
tracks on Fourth Street was referred to the legislative committee of
the California League of Cities and investigation made to determine
whether it was intended to cover highways only and suggesting an amend~i
ment to the State law covering the situation within the limits of the
City.
